MILITARY CONTRACTS December 5, 2008

Navy

Charles Stark Draper Laboratories, Cambridge, Mass., is being awarded a $157,342,752 cost plus incentive fee, cost plus fixed fee contract for services supporting the TRIDENT II (D-5) weapons system. The services provided will encompass the following: provide specialized tactical engineering services, logistics services, fleet support services, and guidance repair services to test, repair and maintain guidance subsystems, test equipment, and related support equipment; perform research in the application of technologies to support TRIDENT II (D-5) Guidance and Reentry Systems; perform failure verification, test, repair and re-certification of Inertial Measurement Units P/N 5807000, Electronic Assemblies P/N 6285900, electronic modules and MK 6 Guidance System related components; perform design, analysis and test of service life related upgrades of Inertial Measurement Units P/N 5807000, Electronic Assemblies P/N 6285900, electronic modules and MK 6 Guidance System related components. Work will be performed in Cambridge, Mass. (72 percent); Pittsfield, Mass. (21 percent); Clearwater, Fla. (3 percent);
El Segundo, Calif. (3 percent); and Andover, Mass. (1 percent), and work is expected to be completed Sept. 30, 2009. Contract funds in the amount of $91,211,276 will expire at the end of the current fiscal year. This contract was not competitively procured. BAE Systems,
Technology Solutions & Services, Rockville, Md., is being awarded an $82,273,890 cost plus incentive fee, cost plus fixed fee contract to provide systems integration support for TRIDENT II (D5) Fleet Ballistic Missile (FBM) Program and the SSGN Attack Weapon System (AWS) Program. Major tasks include: performance of FBM Weapon System Integration; implementing interface control programs; performing special technical investigations; providing Kings Bay and Bangor Supply Support; providing Systems Integration for the SSBN 734 and SSBN 735 Engineered Refueling Overhaul; supporting Shipboard Integration Increment I, Nuclear Weapons Security Systems Integration; US SWSMIN/EWL/AMIN Support and Maintenance; SSGN Attack Weapon System (AWS) Systems Integration; and TRIDENT II Strategic Weapons Systems Logistics Support. The effort will also include options for Tomahawk TLAM-N Support; Advanced Systems Development and Studies; D5 Missile Life Extension Program Systems Integration; and, TRIDENT Submarine Operation and, support for next generation platforms using the existing TRIDENT II missile. This contract contains four option years, which is exercised, will bring the contract value to $434,592,259. Work will be performed in Rockville, Md. (70 percent); Bangor, Wash. (15 percent); Kings Bay, Ga. (10 percent); Mechanicsburg, Pa. (5 percent), and work is expected to be completed September 2009 (Sept. 2013 with options exercised). Contract funds in the amount of $62,340,858 will not expire at the end of the current fiscal year. This contact was awarded based on a sole source acquisition. Raytheon Co., Integrated Defense Systems, Tewksbury , Mass., is being awarded an $8,976,435 modification to previously awarded contract (N00024-05-C-5346) for the non-recurring engineering effort to update selected Zumwalt Class Destroyer Mission Systems Equipment for initial integration efforts at Wallops Island, Va., and follow-on installation on board
Navy's Self Defense Test Ship (SDTS) to mitigate production and integration risk and conduct at sea testing in support of the Zumwalt TEMP (test and evaluation master plan). The SDTS test will include the first missile firing with this advanced Mission System from a remote controlled ship against the most stressing targets available. The purpose of this effort is to initiate the non-recurring engineering work required to make the selected Mission System Equipment (Dual Band Radar SPY-3 Array and REX; MK57 Vertical Launch System Electronics Module Controller Unit; Canister Electronic Units, and Total Ship Computing Environment) compatible with the Navy's Self Defense Test Ship. Work will be performed in Portsmouth R.I. (55 percent), Tewksbury, Mass. (25 percent), Andover, Mass. (20 percent), and is expected to be completed by August 2009. Contract funds in the amount of $8,976,435 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Air Force

The
Air Force is awarding a firm fixed price contract to McDonnell Douglas Corp., St. Louis, Mo. for $106,933,360. This contract action is for 4,372 Joint Direct Attack Munition Lot 13 Guided Vehicle kits. At this time, the entire amount has been obligated. 678 ARSS/PK, Eglin Air Force Base, Fla. is the contracting activity (FA8681-09-C-0057).

The
Air Force is modifying a cost plus award fee contract with Northrop Grumman Missile System, San Jose, Calif. for $24,996,865. This action will extend the baseline contract to accommodate Global Hawk flight testing. At this time the entire amount has been obligated. The

MILITARY CONTRACTS November 24, 2008

Navy

United Technologies Corp., Pratt & Whitney,
Military Engines, East Hartford, Conn., is being awarded a $98,894,306 modification to a previously awarded cost plus incentive fee contract (N00019-07-C-0098) to exercise an option for the procurement of one Short Take-Off and Vertical Landing (STOVL) propulsion system, one STOVL initial spare module, initial spare parts, and associated sustainment efforts for the U.S. Navy. In addition, this modification provides for special tooling and test equipment and a low rate initial production proposal and planning effort for the U.S. Air Force and the U.S. Navy. Work will be performed in East Hartford, Conn. (70 percent); Bristol, United Kingdom (19 percent); and Indianapolis, Ind. (11 percent) and is expected to be completed in February 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Honeywell
Technology Solutions, Inc., Jacksonville, Fla., being awarded a $52,328,604 modification (#P00124) to previously awarded cost plus award fee contract (M67004-99-C-0002) to incorporate funds for the exercise of an option for the Maritime Prepositioning Ships Program, the Marine Corps Prepositioning Program-Norway, and other logistics support which includes logistics services that cover maintenance, supply support, inventory management, IT support, preservation, packing and packaging, organic support, and shipping and receiving, both in CONUS and OCONUS. This modification increases the basic value of the contract to a new total of $810,234,260. Work will be performed in Jacksonville, Fla. BAE Systems Norfolk Ship Repair, Norfolk, Va., is being awarded a $15,977,851 modification to previously awarded contract N00024-05-C-4403 for the USS Nassau (LHA-4) FY09 planned maintenance availability. There are 30+ work items that are repair, replace, preserve, install, clean in nature. In addition, the contractor will perform support services for several alteration installation teams and Norfolk Naval Shipyard work. Face of Defense: Former Stunt Man Makes Leap to Ministry

Army Chaplain (Capt.) Eric Light gives a weekly sermon and is available for counseling whenever a soldier might need it. But he is not your ordinary chaplain. "When I was in college, money was kind of hard to come by, so I became a stunt guy to pay for college," said Light, who serves with the 101st Airborne Division's 1st Battalion, 187th Infantry Regiment, 3rd Brigade Combat Team.

In the late 1980s,
Hollywood was experiencing a writers' strike. Feeling the pinch from a lack of work there, some of the companies in show business took their shows on the road.

"A guy who was a stuntman moved into town and would put on a Wild West show while trying to obtain the contracts for movies when they came through," said Light, a native of Kingspen, Tenn., and a graduate of East
Tennessee State University. "We happened to go to the same church, and he took me under his wing, teaching me the ropes."

Light began working at the Wild West show, which led to performing a few stunts for television shows such as "Unsolved Mysteries" and "Rescue 911." The work on those shows paid most of his way through college.

Following college graduation in 1993, Light quit the stunt man life and began what he said he believed to be his true calling, ministry. He started working with college students in a counselor-like role at the University of
Michigan, then at the University of California State in Fullerton.

After the university's program diminished due to a lack of funding, Light found himself without a job. He struggled to find employment for a few years, eventually distributing a resume with the hope someone would contact him for work. He finally got a call, but from an unexpected place: the
Army.

"I got a call from a retired Army chaplain asking if I'd be interested in being a chaplain in the military. I told him, 'No,' because I wanted to work with college-age kids from 18 to 25 years old." Light said.

"He kind of laughed at me after that statement, because soldiers of that age make up a lot of the
Army. After that, the light bulb came on, and I knew this was what God was calling me to do."

Over the next 15 months, he lost 50 pounds to meet the
Army's weight standards and headed off to basic chaplains training. After graduation, he was assigned to the 1-187th Infantry Regiment, where he received word that he would be deploying to Iraq.

"Getting deployed was never a problem for me," Light said. "All of the active-duty people in my class were getting deployed, so I knew it was a matter of time. What good would I be if I could not deploy with the soldiers I am here for?"

Light said he constantly is learning and trying to improve himself as a better chaplain during his first deployment. Recently, he had an experience that served as a confidence booster.

"I was sitting outside reading when the company commander came walking by and told me I was a good chaplain," he recalled. "For someone outside of the Chaplain Corps to randomly come up to me and notice what I was doing, that really proved to me that being here was the right thing and that I was doing a good job."

While he isn't outside the wire all the time, Light said, he knows his job is equally as important. He must be there not only for the soldiers who are deployed, but also for their families back at home.

"Never in our nation's history have families had to give up so much," he said. "While I'm not out there on the front line fighting, it's my job to be there for [soldiers] when they come back. If I can help prepare these soldiers to go back to their families, I'm doing my part."

BAE Systems Norfolk Ship Repair, Norfolk, Va., is being awarded a $33,765,946 modification to previously awarded contract (N00024-05-C-4403) to exercise an option for the USS Wasp (LHD-1) FY08 drydocking phased maintenance availability. There are 80 plus work items that are repair/replace/preserve/install/clean in nature. The following ship alterations will be accomplished: LHD1-6 SCD 3263 – fuel oil compensation stability improvement modifications (requires drydock), LHD1-0248K – install additional A/C plant, LHD1-0270K – install nitrogen generator, LHD1-0274K – accomplish MV-22 service and shop modifications, LHD1-0283K – accomplish MV-22 topside modifications, and S/A 71265K – low light flight deck surveillance system. Science Applications International Corp. (SAIC), San Diego, Calif., is being awarded a $20,385,443 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for specialized network infrastructure support for the legacy force-wide
tactical information and combat support systems for the Program Executive Office for command and control, communications, computer and intelligence (PEO C4I, PMW 160.1). Work will be performed in San Diego, Calif., and work is expected to be completed Apr. 2010. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured since it was determined that SAIC is the only firm with the requisite engineering experience to provide sustainment support to five legacy afloat network programs during a 24-month transition to the new network security architecture. A sole-source justification and approval was signed in accordance with FAR Subpart 6.302-1 and 10 U.S.C. 2304(c)(1), for Only One Responsible Source. The sole source synopsis was published on the Federal Business Opportunities web site and the Space and Naval Warfare Systems Command (SPAWAR) e-Commerce web site on Oct. 9, 2007. Phoenix Air Group, Cartersville, Ga., is being awarded a $10,313,147 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for range clearing support for missile testing performed by the Theatre Missile Defense systems and fleet training exercises. This testing includes sub-surface, surface, and air testing with a number of multi-service projects for the research, development, test and evaluation community at Pacific Missile range Facility, Hawaii as well as other DOD ranges. Work will be performed in Kekaha, Hawaii (90 percent) and Point Mugu, Calif., (10 percent), and work is expected to be completed in Apr. 2013. Military and Government LLC (IMG), Warrenville, Ill., is being awarded $261,373,172 for firm-fixed-priced contract modification under previously awarded contract (M67854-07-D-5032) for engineering change proposals to upgrade Mine Resistant Ambush Protected (MRAP) low rate initial production vehicles. The government will procure several engineering changes which will provide additional armor protection to increase the survivability of the MRAP Category I (CAT I) vehicles. The order also includes ambulance kits for the vehicles. Work will be performed in WestPoint, Miss., and work is expected to be completed Nov. 2008. Sea Box, Inc.*, East Riverton, N.J., is being awarded an $8,314,746 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for shop equipment, general purpose Common 10 and Common 12 to store general mechanics toolboxes and various items under a wide variety of conditions. These units shall consist of a Quadcon with adjustable shelving and a device to retain items in their intended locations. The contract contains options, which if exercised, would bring the cumulative value of this contract to $28,311,438. Work will be performed in New Riverton, N. J., and work is expected to be complete in Apr. 2009 (Apr. 2013 with options exercised). Contract funds will not expire at the end of the current fiscal year.
