Navy
United Technologies Corp., Pratt & Whitney, Military Engines, East Hartford, Conn., is being awarded a $98,894,306 modification to a previously awarded cost plus incentive fee contract (N00019-07-C-0098) to exercise an option for the procurement of one Short Take-Off and Vertical Landing (STOVL) propulsion system, one STOVL initial spare module, initial spare parts, and associated sustainment efforts for the U.S. Navy. In addition, this modification provides for special tooling and test equipment and a low rate initial production proposal and planning effort for the U.S. Air Force and the U.S. Navy. Work will be performed in East Hartford, Conn. (70 percent); Bristol, United Kingdom (19 percent); and Indianapolis, Ind. (11 percent) and is expected to be completed in February 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.
Honeywell Technology Solutions, Inc., Jacksonville, Fla., being awarded a $52,328,604 modification (#P00124) to previously awarded cost plus award fee contract (M67004-99-C-0002) to incorporate funds for the exercise of an option for the Maritime Prepositioning Ships Program, the Marine Corps Prepositioning Program-Norway, and other logistics support which includes logistics services that cover maintenance, supply support, inventory management, IT support, preservation, packing and packaging, organic support, and shipping and receiving, both in CONUS and OCONUS. This modification increases the basic value of the contract to a new total of $810,234,260. Work will be performed in Jacksonville, Fla. (75 percent); various locations in Kuwait, Iraq, and Afghanistan (17 percent); aboard 16 MPS ships (7 percent); in six locations in Norway (1 percent); and work is expected to be completed by July 13, 2009. Contract funds will not expire at the end of the current fiscal year. The United States Marine Corps, Blount Island Command, Jacksonville, Fla., is the contracting activity.
BAE Systems Norfolk Ship Repair, Norfolk, Va., is being awarded a $15,977,851 modification to previously awarded contract N00024-05-C-4403 for the USS Nassau (LHA-4) FY09 planned maintenance availability. There are 30+ work items that are repair, replace, preserve, install, clean in nature. In addition, the contractor will perform support services for several alteration installation teams and Norfolk Naval Shipyard work. Work will be performed in Norfolk, Va., and is expected to be completed by February 2009. Contract funds in the amount of $15,905,566 will expire at the end of the current fiscal year. The Mid-Atlantic Regional Maintenance Center, Norfolk, Va., is the contracting activity.
Lockheed Martin Services, Inc., Greenville, S.C., is being awarded an $11,822,675 not-to-exceed modification to a previously awarded indefinite delivery, indefinite quantity contract for Special Structural Inspection Kit (SSIK) Revision 7 inspection/ installation on five P-3 aircraft. Work will be performed in Greenville, S.C., and is expected to be completed in June 2010. Contract funds will not expire at the end of the current fiscal year. Raytheon Co., Tucson, Ariz., is being awarded an $11,276,395 modification to previously awarded contract to exercise an option for technical engineering support for the ESSM. The Air Force is modifying a firm fixed price and cost plus fixed fee contract with Thales-Raytheon Systems, Fullerton, Calif. for $6,604,990. This contract will provide sector/systems sustainment, engineering support, and materials to support sustainment of the Battle Control System-fixed system, which provides NORAD and PACOM commanders with a viable, interoperable, open architecture air defense and control platform in support of NORAD's Homeland Defense. Group Plans Employment, Training Office for Veterans

Nov. 19, 2008 - A San Francisco-based group has announced plans to open an employment and training office for Bay Area veterans. "We are opening this new satellite office in Oakland to make it easier for veterans to access veteran-specific employment and training services in their community," explained Amy N. Fairweather, director of the Iraq Veteran Project for the "Swords to Plowshares" veteran support organization.
"We see a growing number of veterans in the East Bay, and we want to make employment and training services as convenient and accessible as possible," she said.
The services offered at the Oakland office will include one-on-one employment counseling, interview coaching and assistance with job search and costs. The new office also will reach out to employers in the community and secure interviews for clients.
"We also hope to have our other service departments visit that office periodically to provide help with GI Bill and [Veterans Affairs Department] benefits," Fairweather said.
Swords to Plowshares helps veterans with health and social services, transitional and permanent housing, employment and training and through its Iraq Veteran Project.
"We launched the Iraq Veteran Project in 2005 to better meet the needs of a new and unique population of post-9/11 veterans," Fairweather said. The Iraq Veteran Project staff provides resources and referrals to veterans of operations Iraqi Freedom and Enduring Freedom and their families, including help with navigating educational benefits, accessing VA care and finding veterans services where they live, she added.
Michael Ergo, a former Marine sergeant, recently used the group's employment training program to complete a paralegal certificate course at San Francisco State University.
"When I went in to see them, I asked if they had any legal training programs to put me in," Ergo said. "They found the paralegal program within an hour. I was enrolled within a week. Swords to Plowshares definitely care about their clients. I got the impression that they were eager to help me and did not consider it a burden to serve me."
A handful of Vietnam veterans established Swords to Plowshares in 1974. Today, a staff of 85 helps veterans with transitional and supportive housing, mental health care, employment and training, legal services and case management.
In additional to its local services, Swords to Plowshares now provides legal representation for VA claims and discharge review services to post-9/11 veterans regardless of where they live. The group also has developed military and veteran cultural competency training for clinicians and first responders to give them a basic understanding of resources and issues.
"Of course, we continue to provide our local services to veterans of all eras, but hope that by intervening as soon as possible, we will prevent this new generation of combat veterans from some of the suffering their chronically homeless predecessors continue to endure," Fairweather said.

Soldier Missing From The Vietnam War Is Identified
The Department of Defense POW/Missing Personnel Office (DPMO) announced today that the remains of a U.S. serviceman, missing from the Vietnam War, have been identified and will be returned to his family for burial with full military honors.
He is Sgt. Timothy J. Jacobsen, U.S. Army, of Oakland, Calif. He will be buried on Oct. 4 in Ferndale, Calif.
Representatives from the Army met with Jacobsen's next-of-kin to explain the recovery and identification process, and to coordinate interment with military honors on behalf of the Secretary of the Army.
On May 16, 1971, Jacobsen was one of four U.S. soldiers and an unknown number of Republic of Vietnam (R.V.N.) Marines who were aboard a UH-1H Iroquois helicopter. The crew was on a combat assault mission near Hue, South Vietnam when they came under heavy enemy ground fire as their aircraft touched down at the landing zone. The pilot tried to lift off, but the damaged aircraft struck a tree line and exploded. A few days later, a search and rescue team recovered the remains of some of the Vietnamese Marines, but there were remains still trapped under the helicopter wreckage. No remains for the U.S. soldiers were recovered.
In 1994, a joint U.S./Socialist Republic of Vietnam (S.R.V.) team, led by the Joint POW/MIA Accounting Command (JPAC), investigated the incident. The team surveyed the crash site and found wreckage consistent with a UH-1. The next year, another joint team excavated the site and recovered human remains, but they were not those of the U.S. soldiers.
In 2002, a joint team traveled to Hue and interviewed two Vietnamese citizens who showed the team two re-burial sites associated with this incident. In 2006, another team excavated the two sites and recovered human remains from one of them.
Among other forensic identification tools and circumstantial evidence, scientists from JPAC also used dental comparisons in the identification of Jacobsen's remains, which were recovered in 2006. The other U.S. soldiers associated with this incident are still unaccounted-for.

Memorandum Ensures Redeploying Troops Get Access to Airports

July 31, 2008 - The Defense Department, the Transportation Security Administration and the Federal Aviation Administration have signed a memorandum of understanding that will give servicemembers access to commercial airports as they are transiting to and from combat zones. The memo covers all members of the armed forces, DoD civilians and contractor personnel.
The memorandum is a response to an October incident at Oakland International Airport. A chartered aircraft carrying about 200 Marines from Iraq back to their home station in Hawaii landed for fuel and food. Citing Security concerns, airport officials shunted the plane to a remote location at the airport. The Marines were allowed to deplane and stretch their legs, but were not allowed to enter terminal areas, where some had arranged to meet with family members.
"The MOU is an agreement that standardizes policies [and] improves communication, and it standardizes procedures so that Security requirements are met at airports," Air Force Lt. Col. Mike Holmes, assistant for transportation policy at the Pentagon, said.
The memo ensures that all parties understand their requirements as servicemembers redeploy from combat zones and that weapons are not introduced into commercial terminals.
"This makes sure the weapons on board the aircraft are secure while they are parked at a commercial gate," Holmes said. "The MOU allows the troops to get off the airplane and use the facilities in the airport, if the stop is going to be for more than one hour. It's so they can be treated with respect."
The memo lists what troop commanders must do to ensure Security needs are met. Included is posting weapons monitors at all aircraft exits at commercial gates. It also includes monitoring all ground support personnel performing catering, cleaning and maintenance services during the stops.
Transportation Security Administration officials will work with DoD personnel in training armed forces personnel to ensure they understand the Security needs of various airports. The Federal Aviation Administration will inform all appropriate personnel in the air traffic and airport communities of the procedures

Navy to Christen The USNS Amelia Earhart
The Navy will launch and christen the USNS Amelia Earhart at a 9 p.m. PDT ceremony on April 6, 2008. The christening ceremony for the newest ship in the Lewis and Clark (T-AKE) class of underway replenishment ships will be held at the General Dynamics NASSCO shipyard in San Diego.
Designated as T-AKE 6, the new ship honors aviation pioneer Amelia Mary Earhart for her courage, vision and groundbreaking achievements, both in aviation and for women.
Earhart's name became a household word in 1932 when she became the first woman -- and second person -- to fly solo across the Atlantic, flying from Harbor Grace, Newfoundland, to Londonderry, Ireland. That year, she received the Distinguished Flying Cross from the U.S. Congress, the Cross of Knight of the Legion of Honor from the French government, and the Gold Medal of the National Geographic Society from President Herbert Hoover. In January 1935, Earhart became the first person to fly solo across the Pacific Ocean from Honolulu to Oakland, Calif. Later that year she soloed from Los Angeles to Mexico City and back to Newark, N.J. In July 1936, Earhart took delivery of a Lockheed 10E "Electra," financed by Purdue University, and started planning her around-the-world flight.
Rep. Susan A. Davis, will deliver the ceremony's principal address. Earhart's niece, Amy Kleppner, will serve as ship's sponsor. The launching ceremony will include the time-honored Navy tradition when the sponsor breaks a bottle of champagne across the bow to formally christen the ship "Amelia Earhart."
The USNS Amelia Earhart is the sixth ship in the Navy's 11-ship T-AKE class. The ship will directly contribute to the ability of the Navy to maintain a worldwide forward presence by delivering ammunition, food, fuel, and other dry cargo to U.S. and allied ships at sea. The ship is designed to operate independently for extended periods at sea and can carry and support two helicopters to conduct vertical replenishment.
As part of Military Sealift Command's (MSC) Naval Fleet Auxiliary Force,the USNS Amelia Earhart is designated as a United States Naval Ship (USNS) and will be crewed by 124 civil service mariners working for Military Sealift Command's. The ship will also have a military detachment of 11 U.S. Navy sailors to provide supply coordination.
One previous ship has been named for Earhart. The SS Amelia Earhart was a Liberty ship built in the U.S. during World War II.

Innovative Technical Solutions, Inc.*, Walnut Creek, Calif.; TN & Associates*, Milwaukee Wis.; Shaw Environmental & Infrastructure, San Diego, Calif.; and AMEC Earth & Environmental, Inc., San Diego, Calif., are each being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity environmental multiple award contract for environmental remediation services on Navy and Marine Corps installations at various locations within the NAVFAC Southwest area of responsibility (AOR). The total amount for all contracts combined is not to exceed $120,000,000 (base period and four option years) with a guaranteed minimum of $25,000 for each contract. Lockheed Martin Government Services, Inc., Seabrook, Md., was awarded a seventh year option of $27,119,272 as part of contract MDA220-01-D-0002 for management of the Retired and Annuitant pay service formerly managed by the Defense Finance and Accounting Service (DFAS), which was the subject of an A-76 action. The estimated aggregate face value of this contract at time of award was $346,432,288.
