Kadena Airmen Aid Indonesian Recovery

Oct. 9, 2009 - Airmen with the 353rd Special Operations Group here are supporting humanitarian relief operations near Padang in western Indonesia after a 7.6 magnitude earthquake and a slightly smaller one struck Sept. 29 and Oct. 1, military officials reported. Members of the 320th Special Tactics Squadron and 17th Special Operations Squadron from here were already in Indonesia for a training exchange designed to enhance U.S and Indonesian military training and capabilities and to increase interoperability.

"The devastating earthquakes that hit the Padang area are tragic," said Air Force Col. John Glaze, deputy commander for the 353rd. "As part of the coordinated relief efforts, the 'Air Commandos' are truly dedicated to helping the people of Indonesia through this disaster.

"We are already working tirelessly with our Indonesian counterparts and all of the partners participating in this relief operation and will continue to do so until our mission is done."

Starting Oct. 2, 353rd airmen and members of an Indonesian air force special operations branch began moving emergency response teams, equipment and relief supplies to the Padang area aboard a MC-130P Combat Shadow assigned to the 17th Special Operations Squadron.

Since beginning their participation in relief efforts, 353rd and Indonesian air force members have surveyed the area surrounding Padang and provided damage assessments to relief coordinators along with personnel and cargo movements into the affected areas, officials said.

In the days to come, 353rd and Indonesian air force members will continue to move emergency response teams, equipment and relief supplies and provide damage assessments throughout the affected area.

Combat controllers from the teams also will survey possible airfields and landing zones to possibly expand the relief operations. Combat controllers are trained special operations forces and certified air traffic controllers. They can establish airfields while simultaneously conducting air traffic control, command and control, and humanitarian assistance in austere locations.

Global Cooperation Grows Among Navies, Nations

Oct. 9, 2009 - Cooperation is growing between navies and commercial shipping interests in many nations, a Navy official said yesterday. "Industries, navies and nations are in agreement that we need to have this understanding not only just for security reasons, but also for safety to avoid collisions at sea and to ensure legitimate practices," Navy Rear Adm. M. Stewart O'Bryan, director of Navy's maritime domain awareness, said during a "DoDLive" bloggers roundtable.

O'Bryan spoke with bloggers from Rhode Island, where he was attending the 19th Annual Seapower Symposium hosted by the chief of naval operations and the U.S. Naval War College. More than 100 nations were represented at the conference, he said.

The motivation to work together was strong, O'Bryan said, due to the complexity of maritime issues and budget limitations.

"While these organizations perform their assigned missions well, no organization has enough resources, whether money, people or equipment, to do it all by themselves," he said.

O'Bryan pointed out that there is much to be gained when nations share maritime data, including improved situation awareness, increased trust and cooperation, and expedited commerce. In the long run, he said, multinational collaboration between navies and coast guards will lead to enhanced security that will contribute to global prosperity.

Another benefit, he added, is that best practices and lessons learned can be shared. Recent dialogue between navies already has paid off in several cases.

"Piracy levels have decreased in the Straits of Malacca [in Indonesia] because of this kind of sharing of information and security that provides the ships' safe and free navigation across choke points, [and also] we've seen recent improvements in the Gulf of Aden."
O'Bryan said U.S. efforts to boost the maritime domain awareness strategy include recent work to consolidate U.S. maritime operations centers and to link them together. Today, the network of eight centers located around the world operates on a combined network and work continues to integrate their capabilities and grant them access to the same data sources. Another project will integrate naval installation regional operations centers with maritime operations centers.

The maritime domain awareness effort also is engaged in dialogue with the U.S. Coast Guard to facilitate its homeland defense mission, he said.

Defense Schools Laud 12 Scholarship Semifinalists

Oct. 9, 2009 - The Department of Defense Education Activity has reason to be extra proud of 12 of its students this year, the activity's director said. The students are national scholarship semifinalists, able to compete for millions of dollars in scholarship funds.

"The six DoDEA National Merit Scholarship semifinalists and the six DoDEA National Achievement Scholarship semifinalists are truly a credit to our school system and the pride of their families and friends," said Shirley A. Miles, the activity's director. "These young men and women have not only realized high academic achievement, but they have also distinguished themselves in the ways they give back to their communities and in the roles they play in school activities."

Six high school seniors are eligible to compete for 8,200 National Merit Scholarship awards worth $35 million. They are:

-- Scott LaBelle, Brussels American School, Belgium;
-- Shannon Grammel, formerly a student at Heidelberg High School, Germany, now at Fort Campbell High School, Ky.;
-- Stella Y. Cho, Seoul American High School, Korea;
-- Emily M. Hoyle, Guam High School;
-- Alexander M. Koenig, formerly a student at Berlin Brandenburg International High School, Germany; now at Naples High School, Italy; and
-- Derrick B. Lewis, Ramstein High School, Germany.

They're part of a group of about 16,000 semifinalists. The program is now in its 55th year.

To become a finalist, these students must have an outstanding academic record throughout high school and be endorsed and recommended by the high school principal. They also must earn SAT scores that confirm the student's earlier performance on the qualifying PSAT/National Merit Scholarship Qualifying Test, which serves as the initial screening for entrants.

A detailed scholarship application, which includes a student-written essay and information about extracurricular activities and leadership roles, also is a requirement.

The finalists and winners will be announced in the spring.

Lewis is under double consideration as he is also a semifinalist for the National Achievement Scholarship Program.

This program recognizes and provides scholarships to academically promising African-American students throughout the United States and in Defense Department schools around the world.

Lewis is one of 1,600 other semifinalists from across the nation. Five of those semifinalists also are students at Defense Department schools. They are:

-- Christian D. Randolph, Kaiserslautern High School, Germany;
-- Sophia Sewell, Ramstein High School;
-- Vanessa B. Whatley, Weisbaden High School, Germany;
-- Kaylie D. McGregor, Naples High School;
-- Jay R. Pothula, Nile C. Kinnick High School in Yokosuka, Japan; and
-- Christopher P. Campbell, Seoul American High School.

About 1,300 semifinalists will advance to the finalist level, based on academic performance throughout their high school career, principal recommendation, a written essay and SAT scores. From the finalists, 800 will receive National Achievement Scholarships totaling $2.6 million.

The scholarships also will be presented next spring.

The National Merit Scholarship Corporation administers both award programs.

Navy Names Ship After Civil Rights Activist Medgar Evers

The Navy announced today the newest Lewis and Clark-class dry cargo/ammunition ship (T-AKE) would be named USNS Medgar Evers. The announcement was made by Secretary of the Navy Ray Mabus during a Jackson State University speaking engagement in Mississippi.

Continuing the Lewis and Clark-class tradition of honoring legendary pioneers and explorers, the Navy's newest underway replenishment ship recognizes civil rights activist Medgar Evers (1925-1963) who forever changed race relations in America. At a time when our country was wrestling to end segregation and racial injustice, Evers led efforts to secure the right to vote for all African Americans and to integrate public facilities, schools, and restaurants. On June 12, 1963, the Mississippi native was assassinated in the driveway of his home. Evers' death prompted President John F. Kennedy to ask the Congress for a comprehensive civil rights bill.

Designated T-AKE 13, Medgar Evers will be the 13th ship of the class, and is being built by General Dynamics NASSCO in San Diego. As a combat logistics force ship, Medgar Evers will help the Navy maintain a worldwide forward presence by delivering ammunition, food, fuel, and other dry cargo to U.S. and allied ships at sea.

As part of Military Sealift Command's Naval Fleet Auxiliary Force, Medgar Evers will be designated as a United States Naval Ship (USNS) and will be crewed by 124 civil service mariners and 11 Navy sailors. The ship is designed to operate independently for extended periods at sea, can carry a helicopter, is 689 feet in length, has an overall beam of 106 feet, has a navigational draft of 30 feet, displaces approximately 42,000 tons, and is capable of reaching a speed of 20 knots using a single-shaft, diesel-electric propulsion system.

Navy Ship Provides First Response to American Samoa

Oct. 9, 2009 - The USS Ingraham was one of the first responders to provide humanitarian relief to victims of a natural disaster in American Samoa, the ship's commanding officer said. The U.S. territory in the Pacific Ocean was hit by an earthquake-caused tsunami Sept. 29. Navy Cmdr. Matthew Ovios explained how his ship's crew assisted with rescue efforts and humanitarian relief during a "DoDLive" bloggers roundtable Oct. 7.

The Ingraham was deployed in the western Pacific Ocean and heading to American Samoa for a regular port visit when the crew was notified of a tsunami warning. The crew was directed to increase the ship's speed to arrive earlier in American Samoa.

When the ship arrived in port, Ovios said the crew immediately began conducting aerial assessments, clearing debris and offering other types of assistance.

Because the naval presence arrived so quickly, humanitarian efforts were able to begin almost immediately, he noted.

"There wasn't a helicopter there on American Samoa, so combined with the Coast Guard 130 doing both the aerial surveillance and members of [Federal Emergency Management Agency] ... we used all of our available manpower and we just started clearing debris for three consecutive days," he explained. "We had anywhere from 120 sailors out just clearing debris and that made a huge impact."

The island was not completely devastated, Ovios said. "There were areas that were completely business as usual, intact, while other areas [were] completely devastated."

The Ingraham was an initial responder, Ovios said, noting "We have been released from that mission now."

"This was an incredibly rewarding mission for my crew," Ovios said. "You know it's something that we talk about, something that perhaps we don't necessarily train for, but we're there to do."

He noted it was a rewarding experience for everyone on board to work for the Joint Task Force for Homeland Defense, which included elements of the Coast Guard, Army National Guard, Air Force and Navy.

"It was a good experience for us to work together, to come together so quickly and to be able to offer some help," Ovios said.
