Sailors Use Voluntary Sea Duty Program to Shape Career

MILLINGTON, Tenn. (NNS) -- Just three months since announced, more than 360 Sailors have applied for the Voluntary Sea Duty Program (VSDP), officials said April 24.

"We're very pleased with the response from the Fleet," said Capt. Kent Miller, director, Enlisted Distribution Division, Navy Personnel Command. "The intent of this program is to focus on improving sea duty manning, with deploying units and Fleet balance being prime considerations."

Announced in NAVADMIN 043/12, Navy established VSDP for highly trained and motivated Sailors to fill critical billets at sea in support of Navy's global mission.

Under the program, Sailors may apply to extend their enlistment in their current sea duty billet beyond their prescribed sea tour, terminate their shore duty early in order to extend their enlistment to obtain new orders to a sea duty billet, or accept back-to-back sea duty orders. The sea duty assignment may be on board ships, squadrons, or other qualified sea duty assignments.

"I thought I would take the opportunity to transfer back to Bangor Submarine Base," said Sonar Technician 2nd Class (SS) Matthew C. McKinsey, assigned to Naval Ocean Processing Facility (NOPF) Whidbey Island. McKinsey's current shore assignment and location of family members require the Sailor, who has served 10 years, to commute two hours a day each way.

Volunteers will be assigned to commands within the same geographic location as the current command if available, providing the benefit of geographic stability for Sailors and family members. The Navy will also consider Sailors' requests for out-of-area moves.

"[VSDP] would allow me to spend more time with my family, increase my financial flexibility and give me a higher sense of job accomplishment by working in my rate and exposure and experience to multiple job tasking," said McKinsey.

Sailors accepted into VSDP will be able to defer their Perform-to-Serve (PTS) window to the minimum obligated service requirement for the orders negotiated, typically 24 months.

"PTS deferment allows VSDP Sailors to extend their current enlistment for orders or extend at their current assignment without a PTS quota," said Miller.

Eligibility criteria for PTS deferment is outlined in the NAVADMIN.

VSDP also provides Sailors a chance to improve their records and increase their competitive edge through sustained superior performance at sea.

"I utilized the Voluntary Sea Duty Program to negotiate for a specific billet," said Navy Counselor 1st Class (SW/SCW/AW) Shannun La Morte, command career counselor, Navy Information Operations Command Norfolk. "As a single mother of a 12 year old and as an NC, I was aware the type of billet I needed for progression. Thankfully there was a sea billet in the area to accommodate."

Volunteers will not be required to accept a billet they do not desire. The detailers will work with volunteers during two CMS/ID cycles to find desirable orders. If no match is found during this time period, Sailors can reapply.

This program does not change eligibility or benefits for the Sea Duty Incentive Pay Program and Sailors may take advantage of both programs concurrently.

Requests will be accepted until Sept. 30. All 1306/7 requests should be forwarded to Navy Personnel Command via the Chain of Command.

BAE Systems, Technology Solutions & Services, Rockville, Md., is being awarded an $82,273,890 cost plus incentive fee, cost plus fixed fee contract to provide systems integration support for TRIDENT II (D5) Fleet Ballistic Missile (FBM) Program and the SSGN Attack Weapon System (AWS) Program. Major tasks include: performance of FBM Weapon System Integration; implementing interface control programs; performing special technical investigations; providing Kings Bay and Bangor Supply Support; providing Systems Integration for the SSBN 734 and SSBN 735 Engineered Refueling Overhaul; supporting Shipboard Integration Increment I, Nuclear Weapons Security Systems Integration; US SWSMIN/EWL/AMIN Support and Maintenance; SSGN Attack Weapon System (AWS) Systems Integration; and TRIDENT II Strategic Weapons Systems Logistics Support. The effort will also include options for Tomahawk TLAM-N Support; Advanced Systems Development and Studies; D5 Missile Life Extension Program Systems Integration; and, TRIDENT Submarine Operation and, support for next generation platforms using the existing TRIDENT II missile. This contract contains four option years, which is exercised, will bring the contract value to $434,592,259. Work will be performed in Rockville, Md. (70 percent); Bangor, Wash. (15 percent); Kings Bay, Ga. (10 percent); Mechanicsburg, Pa. (5 percent), and work is expected to be completed September 2009 (Sept. 2013 with options exercised). Raytheon Co., Integrated Defense Systems, Tewksbury , Mass., is being awarded an $8,976,435 modification to previously awarded contract (N00024-05-C-5346) for the non-recurring engineering effort to update selected Zumwalt Class Destroyer Mission Systems Equipment for initial integration efforts at Wallops Island, Va., and follow-on installation on board Navy's Self Defense Test Ship (SDTS) to mitigate production and integration risk and conduct at sea testing in support of the Zumwalt TEMP (test and evaluation master plan). The SDTS test will include the first missile firing with this advanced Mission System from a remote controlled ship against the most stressing targets available. The purpose of this effort is to initiate the non-recurring engineering work required to make the selected Mission System Equipment (Dual Band Radar SPY-3 Array and REX; MK57 Vertical Launch System Electronics Module Controller Unit; Canister Electronic Units, and Total Ship Computing Environment) compatible with the Navy's Self Defense Test Ship. Work will be performed in Portsmouth R.I. (55 percent), Tewksbury, Mass. (25 percent), Andover, Mass. (20 percent), and is expected to be completed by August 2009. Contract funds in the amount of $8,976,435 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Air Force

The Air Force is awarding a firm fixed price contract to McDonnell Douglas Corp., St. Louis, Mo. for $106,933,360. This contract action is for 4,372 Joint Direct Attack Munition Lot 13 Guided Vehicle kits. At this time, the entire amount has been obligated. 678 ARSS/PK, Eglin Air Force Base, Fla. is the contracting activity (FA8681-09-C-0057).

The Air Force is modifying a cost plus award fee contract with Northrop Grumman Missile System, San Jose, Calif. for $24,996,865. This action will extend the baseline contract to accommodate Global Hawk flight testing. At this time the entire amount has been obligated. The Air Force is awarding a firm fixed price contract to Raytheon Co., Tucson, Ariz. for 16,298,964. Today the Air Force is a exercising an option with Call Henry, Incorporated, of Titusville, Fla., for $6,922,868. The action is a launch operations support contract. This contract provides management, modification, and modernization for aging facility, property and western range support equipment to ensure successful performance during tests, operations and launch. The LOSC program will satisfy the requirement for radi, reliable, economical and secure maintenance and operation service. General Dynamics C4 Systems, Scottsdale, Ariz., is being awarded a $40,712,276 modification under previously awarded firm-fixed-price contract (M67854-02-C-2052) for CapSet II add/delete components and procure nine Combat Operations Center (COC) systems including 18 common ,modules and 36 Capability Set IIs. The CapSet II, COC system is an integrated, mobile, command and control center consisting of shelter, power, cabling, processing systems, and trailers. Southwest Research Institute, San Antonio, Texas, is being awarded a $25,660,046 indefinite-delivery/indefinite-quantity contract with provisions for the issuance of cost-plus-fixed-fee (level of effort and completion) task/delivery orders to provide specialized technical and engineering support services for Navy's identity management development and operations capability and other anti-terrorism/force protection programs. General Dynamics, Electric Boat Corp., Groton, Conn., is being awarded an $18,500,000 modification to the previously awarded contract (N00024-96-C-2100) for the execution of the USS Hawaii (SSN 776) post shakedown availability. The scope of this effort is to provide business and analytical support to the Joint Program Executive Office for Chemical and Biological Defense systems. Objectives of this initiative include risk analyses supporting enterprise-wide efforts and current programs of record, leading to concise business case analyses that identify cost and performance projections, schedule impacts, and sustainment/ lifecycle considerations. Marshall Co., Ltd.*, Corpus Christi, Texas, is being awarded $12,562,000 for firm-fixed-price task order #0002 under a previously awarded multiple award construction contract (N62467-04-D-0078) for construction of a T-45 flightline re-capitalization at Naval Air Station, Kingsville. The work to be performed provides for the design, renovation and repair of three buildings – Buildings 760, 2713, and 3786. Overall, this project will renovate existing building space, demolish substandard space and construct new warehouse/shop space. L-3 Communications Vertex Aerospace LLC, Madison, Miss., is being awarded a $10,400,000 modification to a previously awarded indefinite-delivery/indefinite-quantity delivery order contract (N68936-06-D-0024) to provide specialized technical services in support of Depot Level Maintenance (DLM) work performed at the Fleet Readiness Center, Southwest (FRC-SW) on aircraft and rework of associated components and materials. Services to be provided include modifications, in-service repairs, and all other categories of service associated with aircraft DLM and its planning. The estimated level of effort for this modification is 346,666 man-hours. CACI, Chantilly, Va., is being awarded a $7,961,512 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for education/training products and support services managed by the Naval Education and Training Professional Development and Technology Center, Pensacola, Fla., for the Manpower, Personnel, Training and Education Enterprise. This contract includes one base period and four one-year options that, if exercised, bring the total estimated value of the contract to $42,146,213. Oceaneering International, Inc., Chesapeake, Va., is being awarded a $5,711,065 modification to previously awarded contract (N00024-06-C-6269) for Dry Dock Shelter (DDS) Planning Yard, field change, and maintenance support. The contract modification will augment and supplement internal capabilities and provide for fleet-funded maintenance of DDS assets and procures material to support the alteration, modernization, and fit-up of DDS Program assets. Concurrent Technologies Corp., Johnstown, Pa., was awarded on Aug. 21, 2008, a $14,604,152 cost/plus fixed fee price contract with Concurrent Technologies Corp., to provide operations and sustainment support for the Consolidated Analytic Spatial Initiative program. Work will be performed in Johnstown, Pa., and Bethesda, Md., with an estimated completion date of Sept. 30, 2009. One bid was solicited and one bid was received. Alliant Ammunition and power Co., LLC, Radford, Va., was awarded on
Aug. 28, 2008, a $31,409,100 firm/fixed price contract. This award is in support of the modernization effort at Radford Army Ammunition Plant. Work will be performed in Radford, Va., with an estimated completion date of Mar. 31, 2010. One bid was solicited and one bid was received. The GEDMS is a shipboard network for DDG51 Class Destroyers. GEDMS is a ship wide data transfer network for a ship's machinery, steering, navigation, combat, alarm and indicating, and damage control systems. Raytheon Systems Co.,McKinney, Texas, is being awarded a $6,055,004 firm-fixed-price contract for Multi-spectral Targets Systems (MTS). The MTS is a forward looking infrared system for the aircraft. L-3 Communications EO/ERs, Inc. of Santa Rosa, Calif., is being awarded an indefinite delivery/indefinite quantity contract for a maximum of $34,000,000. The contractor shall furnish the Air Force Research Laboratory (AFRL), Directed Energy Directorate with the necessary qualified personnel, materials facilities, supplies, and travel to provide and deliver airborne ISR imaging turrets of 20" diameter and 15" diameter, in accordance with the list of technical requirements below. The turrets will be compatible with Persistent Threat Detection System (PTDS) and Airborne Reconnaissance Low (PM AR-L) airborne turret systems installations, and meet the following Technical Requirements: (CLIN 0001) Qty 6 twenty-inch (20"); (CLIN 0002) Qty 10 Fifteen-inch (15") class airborne ISR turret system; (CLIN 0006). The contractor will propose maintenance for 3 of the 20" turrets, and for 5 of the 15" turrets. The contractor shall propose complete spare parts kits for these units as well, with turnaround repair times of 10 days between turret arrival at, and shipping from, the contractor's facilities. The work to be performed provides for all labor, materials, and equipment to demolish the existing Pier Bravo and construct a new ship repair wharf, including the replacement of approximately 300 lineal feet of quay wall (Structure 729), the strengthening of the sheet pile wall west of the Dry Dock 6 mole, and the demolition of Pier 8. An additional $83,877,000 will be funded subject to the availability of FY09 and FY10 funds making the total contract amount $122,877,000. Work will be performed in Bremerton, Wash., and work is expected to be completed by April 2011. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Naval Facilities Engineering Command e-solicitation website with two proposals received. Sealift, Inc., Oyster Bay, N.Y., is being awarded a $21,913,900 firm-fixed-price contract for the 12-month charter of the U.S.-flagged, contractor-operated, high speed vessel, HSV Swift. HSV Swift will be operated worldwide in support of U.S. Fleet Forces Command and the war on terrorism. The vessel will also be used for emerging operational concepts such as seabasing and the Global Fleet Station. The contract contains four options, which include three 12-month options and one 11-month option, which if exercised, would bring the total contract value to $93,076,577. Work will be performed worldwide, and work is expected to be completed Sept. 2009 (Aug. 2013 with options exercised). Contract funds will expire at the end of the current fiscal year. This contract was competitively procured with more than 80 proposals solicited and one offer received. The U.S. Navy's Military Sealift Command, Washington, D.C., is the contracting authority (N00033-08-C-3315).

International Systems LLC, DBA L-3 Communications Advanced Systems Division, San Diego, Calif., is being awarded a $20,036,760 cost plus fixed fee contract for the Sea Fighter Vessel modification. The purpose of this research is to design, integrate, and implement modifications to Sea Fighter that will improve ship survivability features and improve various hull, mechanical and electrical capabilities. Work will be performed in San Diego, Calif., and work is expected to be completed Apr. 2009. Contract funds will not expire at end of current fiscal year: This contract was competitively procured under Office of Naval Research Broad Agency Announcement 08-001. Office of Naval Research, Arlington, Va., is the contracting activity (N00014-08-C-0625).

Vanguard Contractors, LLC, Paducah, Ky., is being awarded $9,477,000 for firm-fixed-price task order #0003 under a previously awarded indefinite-delivery/indefinite-quantity multiple award construction contract (N40085-07-D-7019) for design and construction of a mobile user objective system installation (MOUS) at Naval Support Activity, Northwest Annex. The project will install a MUOS ground site and supporting facilities. The ground site consists of three earth terminals, one radio access facility, and an operations facility including incidental related work. Work will be performed in Chesapeake, Va., and work is expected to be completed by May 2009. Contract funds will not expire at the end of the current fiscal year. Two proposals were received for this task order. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity.

AIR FORCE

EG&G Technical Services of Las Vegas, Nev., is being awarded a contract for $37,156,339. This contract action will provide operation and maintenance of the 781st Test Squadron, National Radar Cross Section Test Facility, which delivers accurate, timely, cost-effective and secure radar cross section (RCS) and antenna test data to the DoD and industry low observable and electronic combat communities. The operation and maintenance includes a complex facility consisting of two geographically separated sites. Services required under this contract are in support of planning, provisioning, conducting, analyzing and reporting of Radar Cross Section and antenna testing to include associated maintenance of all equipment and property, engineering, security management, configuration management, environmental and safety management, and facility upgrade and technology insertion. At this time no money has been obligated. Eglin AFB, Fla., is the contracting activity (FA9200-08-C-0179).

Kovatch Corporation of Nesquehoning, Penn., is being awarded a modified firm fixed price contract for $15,336,664. This requirement contract will exercise an option for 77 R-11 aircraft refueling tank trucks. At this time $15,336,664 has been obligated. Robins AFB, Ga., is the contracting activity (F09603-03-C-0141-P00023).

Lockheed Martin Corporation, Lockheed Martin Aeronautics of Fort Worth, Texas, is being awarded a modified contract for $12,000,000. This action will provide incorporation of configuration changes to the Peace Drive II (Pakistan) Modernization Program. At this time $4,800,000 has been obligated. Wright-Patterson AFB, Ohio, is the contracting activity (FA8615-07-C-6032 P00006).

Cubic Defense Application, Inc. of San Diego, Calif., is being awarded a firm fixed price contract for $9,504,568. This action provides for 16 P5 combat training systems pods modified, 2 transport ground subsystem with live monitor, 1 transport ground subsystem with out live monitor, 2 site prep/installation/integration, 2 control display units kits, 1 portable ground subsystem, 1 common support equipment, 1 lot of spares and 6/5 months contractor logistics support option. This action is the initial purchase. At this time $8,793,302 has been obligated. Eglin AFB, Fla., is the contracting activity (FA8678-08-C-0051).

University of Dayton Research Institute of Dayton, Ohio, is being awarded a contract for $5,665,000. This effort will focus on the understanding of the fundamental physical phenomena of thermal management technologies and the demonstration of the technologies. Such physical phenomena and those associated with high heat flux heat removal, heat spreaders, thermal energy storage, loop heat pipes, thermal siphons and high heat flux two-phase transport will be investigated. The demonstration of these technologies at the subsystem level will be demonstrated so that the technologies can easily transition to an aircraft and/or directed energy weapon system level demonstration. At this time $215,217 has been obligated. Wright-Patterson AFB, Ohio, is the contracting activity (FA8650-04-D-2403, Delivery Order 0017).

ARMY

Bell Helicopter Textron, Inc., Hurst, Texas, was awarded on April 30, 2008, a $30,377,024 firm-fixed price contract for supplies and services for application of safety enhancement lot program into the OH-58D Kiowa Warrior aircraft. Work will be performed in Hurst, Texas, and is expected to be completed by Feb. 28, 2010. Contract funds will not expire at the end of the current fiscal year. One bid was solicited on March 24, 2004. U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-04C-0123).

Telford Aviation Inc., Bangor, Maine, was awarded on April 30, 2008, a $26,376,525 time and materials contract for nine months of continued multi-sensor airborne reconnaissance surveillance system support. Work will be performed in Iraq and Afghanistan and is expected to be completed by Jan. 31, 2009. Contract funds will not expire at the end of the current fiscal year. One bid was solicited on March 11, 2008. CECOM Acquisition Center, Fort Monmouth, N.J. is the contracting activity (W15P7T-07-C-W009).

Genetic Chemistry, Inc., Palo Alto, Calif., was awarded on April 29, 2008, a $6,058,153 cost-plus-fixed-fee contract for research to develop countermeasures to an intercellular bio threat agent. Work will be performed in Palo Alto, Calif., and is expected to be completed by July 28, 2011. Contract funds will not expire at the end of the current fiscal year. Multiple bids were solicited in Oct. 2006 and one bid was received.
