Navy

Bell Boeing Joint Project Office, Amarillo, Texas, is being awarded a $358,694,214 modification to a previously awarded fixed-price-incentive-fee multi-year contract (N00019-07-C-0001) for five additional CV-22 Tiltrotor aircraft to the current multi-year V-22 production contract. Pursuant to the Variation in Quantity clause, this procurement will bring the number of CV-22 aircraft on this contract from 26 to 31. Work will be performed in Ridley Park, Pa., (50 percent); Fort Worth, Texas, (35 percent); and Amarillo, Texas, (15 percent), and is expected to be completed in Oct. 2014. General Electric Co., Aircraft Engines Business Group, Lynn, Mass., is being awarded a $120,188,430 modification to a previously awarded firm-fixed-price contract (N00019-06-C-0088) for the Fiscal Year 2008 Full Rate Production of 30 F/A-18E/F, F414 GE-400 Engines, 24 device kits; and 19 various modules in support of the Royal Australian Air Force under the Foreign Military Sales Program. Work will be performed in Lynn, Mass., (50 percent); Madisonville, Ky., (22 percent); Hooksett, N.H., (13 percent); Albuquerque, N.M., (6 percent); Rutland, Vt., (5 percent); Dayton, Ohio, (2 percent); Evandale, Ohio, (1 percent); and Bromont, Canada, (1 percent), and is expected to be completed in Jan. 2010. RQ Construction, Inc., Bonsall, Calif., is being awarded $30,449,827 for firm-fixed price task order #0003 under a previously awarded multiple award construction contract (N62473-06-D-1060) for design and construction of a bachelor enlisted quarters at Marine Corps Air and Ground Combat Center, Twentynine Palms. The work to be performed provides for the design, construction, procurement, and installation services for a 192 room, 2+0 configuration BEQ, including a multi-level parking structure and site improvements. This contract contains one option, which if exercised would increase the cumulative contract value to $32,449,827. Work will be performed in Twentynine Palms, Calif., and is expected to be completed by Dec. 2009. Contract funds will not expire at the end of the current fiscal year. BAE Systems Tactical Vehicle Systems LLP (BAE-TVS), Sealy, Texas, was awarded a $27,871,299 firm-fixed-priced modification to a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (M67854-07-D-5030) delivery order #0003 on Sept. 5, 2008, for the purchase of Engineering Change Proposals (ECPs), Overarching Parts Allocation Board (OPAB) Parts List, and MRAP University and New Equipment Training (NET) development for the 668 vehicles included in the order. The F414-GE-400 engine powers the F/A-18 E/F Super Hornet aircraft. SEDNA Digital Solutions*, LLC, Fairfax, Va., is being awarded a $13,613,414 cost-plus-fixed-fee contract for engineering and technical services for high fidelity simulation and common processing systems. The delivered product is utilized as a tool by the Navy in the test and development of new acoustic processors such as the Advanced Processor Build (APB) or other similar build processes. This software will minimize the requirement for At-Sea testing by allowing simulation of at-sea conditions in the lab. Work will be performed in Fairfax, Va., (69 percent); Manassas, Va. Electronic Data Systems, Corp., Herndon, Va., is being awarded $11,243,141 for firm-fixed-price task order NSL7 under a previously awarded firm-fixed-price multi-year services contract (N00024-00-D-6000) to deploy, operate, and maintain an intrusion prevention system within the NMCI (Navy Marine Corps Intranet) network and to deploy the Unclassified System Administrator Alternate Logon Token (SysAdmin ALT) Capability. BAE Systems San Diego Ship Repair, Inc., San Diego, Calif., is being awarded a $9,131,511 modification to previously awarded contract (N00024-08-C-2300) to exercise an option for the Post Shakedown Availability (PSA) of the USS Sterett (DDG 104). Specific efforts include: engineering and management in support of the PSA; labor and procurement of material to correct government responsible deficiencies and accomplish system upgrades; perform specified PSA work items inclusive of tests and post repair sea trials; task additional manhours and material in order to complete emergent repairs. Electronic Data Systems, Corp., Herndon, Va., is being awarded $7,014,114 for firm-fixed-price task order NSL8 under a previously awarded firm-fixed-price multi-year services contract (N00024-00-D-6000) to deploy, operate, and maintain an intrusion prevention system and security information manager solution within the classified SIPRNet (Secret Internet Protocol Router Network) NMCI (Navy Marine Corps Intranet)network. Air Force

Aurora Flight Sciences Corp., of Manassas, Va., is being awarded an indefinite delivery/indefinite quantity contract for $139 million. This action will provide the Air Vehicle Integration and Technology Research program research to develop, demonstrate, integrate, and transition new air vehicle technologies and prototypes that will provide affordable, revolutionary capabilities to the warfighter. The Technology developments will provide cost effective, survivable air vehicle platforms capable of accurate delivery of weapons and cargo worldwide. At this time $99,186 has been obligated. The Air Force is modifying a firm fixed price contract with Lear Siegler Services Inc., of Austin, Texas, for $34,333,376. This action will provide for aircraft maintenance and related services in support of Euro-NATO Joint Jet Pilot Training; maintaining T-37, T-38A, T-6, and T-38C aircraft at Sheppard AFB, Wichita Falls, Texas. Battelle Memorial Institute of Columbus, Ohio, is being awarded a cost plus fixed fee contract for an estimated $28,376,290. This contract action will provide chemical, biological, radiological, and nuclear (CBRN) defense assessment at multiple locations worldwide to identify current assets and liabilities; develop risk-based decision tools; and identify methods for improving Commander Navy Installations Command Operations Directorate's (N3) current CBRN capabilities. Face of Defense: Soldier Trains Others to Move Past Fear

Sept. 4, 2008 - Army Staff Sgt. Lonny Steele helps his fellow soldiers succeed in one of the most difficult forms of warfare: close-combat fighting. As the combatives instructor for the 25th Infantry Division's 225th Brigade Support Battalion Headquarters and Headquarters Company, Steele trains soldiers to overcome the many physical and psychological barriers associated with close combat.

"He helps soldiers overcome what psychologists call the universal human phobia, which is doing violence upon another human – especially in hand-to-hand combat," said Army Lt. Col. Mark Collins, of Phoenix, commander of 225th BSB. "If you look at the difficulty of killing in proximity to distance, the closer you get, the more difficult it becomes to do violence to another human being, and he helps bridge that psychology gap through his close-combat training."

Steele, of Honolulu, said he gains a sense of pride and accomplishment by sharing his knowledge with fellow soldiers in his weekly combatives class.

"I like training the soldiers," he said. "A lot of them come here with the attitude that they don't want to learn it, or that it's boring. But by the end of the day, they are glad that they came – and they can't wait to come back next week – and I like that I can give something back to the soldiers."

And his students appreciate the skills and techniques Steele teaches. "Sergeant Steele's leadership style always motivates soldiers and drives them to be the best," said Army Spc. Daniel Randall of Chicago, who is assigned to the 225th BSB. "He leads by example, and he's not afraid to get his hands dirty."

Steele strives to teach soldiers in such a way that they can then help each other. "I don't expect them to just learn the moves," he said. "They have to learn to be the trainer for other soldiers."

Besides teaching combatives, Steele also serves as Collins's personal security detachment noncommissioned officer in charge.

"He's an outstanding [NCO], and he enables me to do a lot of things," Collins said. "He keeps me out of trouble when we are dismounted during operations."

As if those two jobs weren't enough, Steele's strong Polynesian roots have landed him doing a lot of artistic tribal woodwork for his battalion as well.

"I got started doing woodwork when we performed a dance called Toa O Taji, which translates from Samoan to 'Warriors of Taji,'" Steele said. "So, I made the tribal sticks, and they liked them. From there, I branched off to warrior weapons, picture frames and whatever you can think of."

Regardless of the heavy workload, Steele said, he feels privileged to have gained his knowledge through the military and looks to a bright future.

"I was fortunate to go to all of these schools and be certified in different things," he said. "I'm very happy where I am."

Cheney Calls Georgia Victim of 'Unjustified' Russian Assault

Aug. 27, 2008 - Russia's invasion of the former Soviet republic of Georgia was unjustified, Vice President Richard B. Cheney told members of the American Legion veterans group in Phoenix today. "That young democracy has been subjected to an unjustified assault, and the international community has joined in condemning Russia's invasion of a sovereign, democratic neighbor and its recognition of Georgian regions of South Ossetia and Abkhazia," Cheney said during his address at the American Legion's annual convention.

President Bush has asked Cheney to travel to Azerbaijan, Georgia, Ukraine and Italy next week for discussions with these key U.S. partners on issues of mutual interest, according to a White House news release.

Today in Phoenix, Cheney said his trip includes a visit to Tbilisi, Georgia's capital city.

Russia and Georgia have argued over the northern Georgian provinces of South Ossetia and Abkhazia for some time. On Aug. 7, Georgian forces attacked separatists in South Ossetia. The next day, Russian troops engaged and pushed back the Georgians. The Russian forces lodged themselves in South Ossetia, Abkhazia and in other parts of Georgia. A French-brokered cease-fire between Georgia and Russia ended the hostilities.

A partial pullback of Russian forces on Aug. 22 has failed to satisfy the United States or NATO. Georgia has been working toward NATO membership, and the Russian government has voiced its displeasure over the very thought of Georgia joining the alliance.
Russian military forces still are present in South Ossetia and Abkhazia and in parts of Georgia farther south. U.S. aircraft and ships have since delivered millions of dollars of humanitarian provisions to the Georgian people.

Yesterday, Russian President Dmitry Medvedev announced that Moscow intends to recognize the independence of South Ossetia and Abkhazia. President Bush yesterday decried Russia's "irresponsible decision" to recognize the Georgian provinces as independent nations.

"Russia's action only exacerbates tensions and complicates diplomatic negotiations," said Bush, who is vacationing at his ranch in Crawford, Texas.

The United States will continue to support Georgia in its hour of need, Cheney vowed today in Phoenix.

"We support their democracy, and we'll work with our allies to ensure Georgia's territorial integrity as a free and independent nation," Cheney said. "The Georgian people won their freedom after years of tyranny, and they can count on the friendship of the United States."

Core Tech International Corp., Tamuning, Guam, is being awarded a $41,956,600 firm-fixed-price contract to replace housing units at Old Apra, Phase 2, Naval Base, Guam. This is a design-build project with performance and prescriptive requirements provided by the Government. The family units will consist of single and duplex family housing units. As housing units are also typhoon shelters with special construction criteria for reinforced concrete structures, exterior doors, windows and storm shutters that will meet the provisions for withstanding typhoon wind speed of 170 mph, Exposure D and Zone 4 seismic loading. The contract contains one option at $7,633,400 which may be exercised within 180 calendar days, bringing the total cumulative value to $49,590,000. Work will be performed in Guam, and is expected to be complete by Sept. 2010. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 68 offers solicited and four proposals received. Raytheon Systems Co.,McKinney, Texas, is being awarded a $6,055,004 firm-fixed-price contract for Multi-spectral Targets Systems (MTS). The MTS is a forward looking infrared system for the aircraft. The MTS provides real-time imagery selectable between infrared and day TV as well as a laser designation capability. AIR FORCE

L-3 Communications EO/ERs, Inc. of Santa Rosa, Calif., is being awarded an indefinite delivery/indefinite quantity contract for a maximum of $34,000,000. The contractor shall furnish the Air Force Research Laboratory (AFRL), Directed Energy Directorate with the necessary qualified personnel, materials facilities, supplies, and travel to provide and deliver airborne ISR imaging turrets of 20" diameter and 15" diameter, in accordance with the list of technical requirements below. The turrets will be compatible with Persistent Threat Detection System (PTDS) and Airborne Reconnaissance Low (PM AR-L) airborne turret systems installations, and meet the following Technical Requirements: (CLIN 0001) Qty 6 twenty-inch (20"); (CLIN 0002) Qty 10 Fifteen-inch (15") class airborne ISR turret system; (CLIN 0006). The contractor will propose maintenance for 3 of the 20" turrets, and for 5 of the 15" turrets. The contractor shall propose complete spare parts kits for these units as well, with turnaround repair times of 10 days between turret arrival at, and shipping from, the contractor's facilities. Face of Defense: Soldier Continues Family's Martial Arts Tradition

June 17, 2008 - While growing up in Phoenix, Army Staff Sgt. Dimas Estrada learned the sport of taekwondo from his father, a black belt. Continuing the family tradition, Estrada is passing on the ancient martial arts technique to his own children.

Estrada earned his black belt in 2006 in Afghanistan. Prior to his deployment, Estrada, an air and missile defense operations sergeant, enrolled his children in classes in Watertown, N.Y., to keep them busy while he was gone.

Now Estrada uses taekwondo to keep himself and other soldiers busy, teaching classes in the sport five days a week at the Paul R. Smith Fitness Center here.

Practicing the sport here helps connect him to his kids back home, even though they are thousands of miles away, Estrada said.

"This sport really brings my family together," he said. "The taekwondo school where my kids attend is almost like a family readiness group. Most of the students there are military family members, and the instructor told me that my children [would] be in good hands."

He said the sport is a good way for his children or anyone else to make friends, increase their flexibility, relieve stress and stay in shape.

Estrada's children already are winners in the sport, having collected more than a dozen trophies. His 7-year-old son, Christian, is now a red belt, and his 6-year-old daughter, Christianna, recently earned a blue belt.

"I'm really proud of my children, not just because they are following in my footsteps, but because they really enjoy the sport," Estrada said. "Regardless of how many tournaments they compete in or how many trophies they win, I will always be proud of them."

Estrada understands first-hand the risks involved in the sport. He was unable to compete for several years due to injuries and a knee surgery.

"I was cautious at first of [my children] getting hurt, but now I have confidence in them," he said.

When he redeploys from Iraq, he said, another family member can help him train: His wife, Deanna, has recently taken up the sport.

Taekwondo, which uses only the hands and feet to strike, is regarded as the world's most popular form of martial arts, having the most practitioners.

America Supports You: Radio Program Gives Troops a Voice

April 30, 2008 - One program on Phoenix's KFNX 1100 AM News-Talk Radio has a simple mission: give troops the world over a voice through a weekly show. Voice of the Troops debuted on News Talk KFYI last year as a monthly feature created by Dave Whitten, one of the original and current hosts. The show later moved to KFNX and evolved into a weekly Sunday feature.

"The philosophy is simple: We want to give a voice to those boots on the ground and hopefully be an outlet our servicemen and women can use to get their message out from the front lines," said Whitten, who currently hosts the show with retired Army Lt. Col. Dawn Lake, who served in Afghanistan.

Air Force Brig. Gen. Noel T. "Tom" Jones, commander of 56th Fighter Wing here, was a special guest on Voice of the Troops, helping the station kick off its fourth program. Questions asked of the general during the show included local topics such as the importance of the Barry M. Goldwater Range, encroachment issues and training in military operations areas. When Whitten asked Jones about his most harrowing combat experience, the general spoke of a night sortie he was involved in during Operation Desert Fox.

"We were bombing the Republican Guard barracks in the center of Iraq. There were anti-radiation missiles being shot at the surface-to-air missile sites, and when missiles hit ground, everybody woke up," he said. "There was a lot of triple-A (anti-aircraft artillery), and it was pretty eye-opening."

Listeners can tune into Voice of the Troops between 7 and 8 p.m. Mountain Time on Sundays to hear airmen, soldiers, sailors and Marines talk about their personal or combat experiences. The program streams live at www.1100kfnx.com.
