New USO President Wants to Deliver More Resources to Troops

Dec. 17, 2008 - The USO's new president and chief executive officer took time yesterday to speak about the future of the organization to a hangar full of servicemembers here. Sloan D. Gibson traveled here with Navy Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, to kick off a Holiday USO Tour featuring entertainers Kid Rock, Lewis Black and Kellie Pickler.

Gibson took over the position in September and, since then has spent a lot of time in Southwest Asia seeing what more the USO can do for servicemembers.

Before the USO, Gibson was a West Point graduate who served in the Army. After his service, he became a banker. He retired from that career when the USO contacted him about the position.

"I was flattered to even be considered," he said. "These are the best people in the world to work with, in a cause that's so easy to be proud of."

Even before taking the job, Gibson traveled to Southwest Asia to visit all of the USO centers and to meet with servicemembers and commanders. "I wanted to get a feel for what people need," he said.

He also worked as a volunteer at the USO center in Atlanta.

"I tell you, after working there, if there had been any doubts about pursuing this opportunity, they would have been erased by my experiences down there," he said. Atlanta is a hub for leave travel by Americans serving in Iraq and Afghanistan.

The work of helping servicemembers is at the core of every mission the USO performs, and the organization performs that mission day in and day out, Gibson said. The latest addition to the organization is the USO Warrior Center, which opened in October at the Landstuhl Regional Medical Center in Germany. Mullen, Gibson and the entertainers visited the facility and met with the servicemembers using it.

"It's a place that allows people well enough to get up and around, but not well enough to go back to their units, to use a telephone, to get out of the barracks, to play a video game or watch a movie," the USO chief said. "It's a touch of home."

The USO's mission of aiding servicemembers dates back to 1941, when Congress chartered the USO to focus civilian goodwill for American soldiers, sailors, airmen and Marines. At the time, America was gearing up for war. The United States had instituted a peacetime draft and called up thousands of National Guardsmen. Service organizations were tripping over each other and duplicating efforts. The USO -- United Service Organizations -- was the answer.

Thanks to Bob Hope and countless other entertainers over the years, when people think of the USO, they think of entertainment. The hangar packed with people here attested to the importance of that part of the mission. "But it's only a small part of what we do every day all over the world," Gibson said.

Worldwide, 135 USO centers –operate with almost 500 employees and more than 40,000 volunteers.

"The organization itself is proof to servicemembers that America has not forgotten about them," Gibson said. "The American people care for them and will do everything they can to make their lives and the lives of their families better."

In the future, Gibson said he wants to push the USO out to more remote areas, and the organization is investing money into speeding up Internet connections.

"We want to reach everyone who needs us," Gibson said.

General Dynamics Land Systems Division, Sterling Heights, Mich., was awarded on Nov. 18, 2008, a $63,658,800 firm fixed fee price contract for exercise option for contract funding for the labor to reset180 Abrams M1A2 System Enhanced Package (SEP) v1 to M1A2 SEP v2 tanks. Work will be performed in Tallahassee, Fla., Anniston, Ala., Scranton, Pa., and Sterling Heights, Mich., with an estimated completion date of Sept. 30, 2010. L-3 Services, Inc., Unidyne Division, Norfolk, Va., is being awarded a $46,670,682 indefinite delivery, indefinite quantity, cost plus fixed fee contract for engineering services to operate and maintain the Technology Center for Cables and Connectors (TC3) facility located at the Naval Undersea Warfare Center Division (NUWC), Newport. Efforts will include: TC3 facilities maintenance and operation, parts procurement and logistic services, fabrication services, research and development services, test and evaluation services, reliability maintainability availability services, programmatic support, and in-service engineering activity services in support of sensors and sonar systems. Raytheon Co., Tucson, Ariz., 85756 is being awarded a $40,000,000 cost plus fixed fee contract for engineering and technical services to support standard Missile Production Programs. This contract includes options which, if exercised, would bring the cumulative value of this contract to $334,400,000. This contract combines purchases for the U.S. Navy (64 precent) and the Foreign Military Sales (FMS) Program countries (36 precent). American Security Programs, Inc.,* Dulles, Va., is being awarded $29,737,877 to exercise option 2 under a previously awarded combined firm fixed price, indefinite delivery, indefinite quantity regional security services contract (N69450-07-D-1261). Virtual Media Integration, Ltd.,* Pensacola, Fla., is being awarded an $8,319,720 firm fixed price, indefinite delivery, indefinite quantity contract for the procurement of 5 pre-production Computed Radiography System units and up to 100 production units. The Computed Radiography System is a portable nondestructive testing technique used for processing radiographic film. Face of Defense: Couple Travels Parallel Army Career Paths

Aug. 22, 2008 - Two Multinational Division Baghdad soldiers are the logistics staff officers for their respective brigade combat teams. While they serve their country in different locations, they have worked together as a team during the last 10 years. Majs. Lesley and Dennis Ortiz, assigned to the 4th Infantry Division and deployed to Multinational Division Baghdad, developed and fostered a loving relationship while simultaneously serving parallel military careers by working together and communicating effectively.

Lesley, assigned to the 1st Brigade Combat Team in February, deployed to Baghdad in March, and her husband, Dennis, joined the 3rd Brigade Combat Team in May at Forward Operating Base War Eagle, Iraq.

The Ortizes began a parallel career track from the beginning. They signed contracts to join the ROTC program on the same day during their junior year at Georgia Southern University in Statesboro, Ga., where he majored in mathematics and she studied English and education, Lesley said.

"I met him at a football game, and we became inseparable," she said. The ROTC cadets alternated as ushers and color guards at the football games, she added.

After the pair graduated and received their commissions as second lieutenants in the Army, they attended their Officers Basic Courses in 1997. Lesley entered the Transportation Corps and attended her course at Fort Eustis, Va., while Dennis traveled to Fort Lee, Va., to complete his quartermaster officer course. Their careers continued to parallel each other at their first duty assignments at Fort Bragg, N.C.

The Army assigned them to the same brigade, but they served in different battalions, said Dennis, who hails from Augusta, Ga.

"We were platoon leaders, executive officers, battalion staff officers and company commanders at the same time," Lesley said.

During this time, the couple continued to communicate and their relationship blossomed and grew stronger, explained Lesley, an Atlanta native. They made it official by getting married May 29, 1999.

"Being with another person in the military, we both had a common understanding how things went, and with not rushing into starting a family, we were able to adjust [to deployments] a lot easier in the early years," she said.

Lesley said the deployments made her realize that during their marriage, they were going to have to focus on balancing their time apart. They both realized there may come a time when they, as a military couple, would be separated due to their careers and, as a result, would have to work through the challenges, she explained.

At that moment, Lesley and Dennis stopped everything to map out a 10-year plan, she explained.

In the time that followed, they attended the Combined Logistics Captains Career Course at Fort Lee, Va., and the Combined Armed Services Staff School at Fort Leavenworth, Kan., together in 2001.

When terrorists attacked the World Trade Center and the Pentagon that same year, the military couple's relationship changed forever.

Dennis and Lesley were roommates during the CAS3 course. They were on lockdown due to the attacks, and even after completing their schooling could not leave the post for several days. Lesley, who is a third-generation soldier, explained that the way the U.S. military does business has changed because the nation is at war.

Busier than ever with the new challenges of deploying to war, the couple focused on how they were going to manage their lives and work together as a team.

Lesley and Dennis said they love to plan, so they both adjusted their original 10-year plans, she explained. Those plans brought them to Fort Hood, Texas.

Dennis deployed as the company commander of a forward support company with the 4th Infantry Division's 1st Battalion, 66th Armor Regiment, 1st Brigade Combat Team, in support of Operation Iraqi Freedom in 2003 near Tikrit. Lesley commanded the 297th Cargo Transfer Company, 180th Transportation Battalion, 64th Corps Support Group, 13th Corps Support Command. Her company deployed simultaneously to Cuba, Iraq and Kuwait, and her teams covered operations at 12 different logistical bases in Kuwait and Iraq during the initial Operation Iraqi Freedom rotation. During the next deployment, she pushed two platoons to Iraq in December 2004 and one platoon to Afghanistan in 2005.

After three years at Fort Hood, both received orders for 3rd Army at Fort McPherson, Ga., where they worked in the logistics section of the same headquarters.

"We worked together as a team, and it worked out very, very well," she remarked.

Then one day, Lesley and Dennis' lives would again be forever changed – this time when their son, Dennis Jr., was born in May 2007. The baby, who has started walking since Lesley and Dennis deployed, caused the military couple to review their plans yet again and make changes.

Lesley's mother, Wilma Sims, takes good care of Dennis Jr. while his parents serve their country in Iraq. It is the first time, Lesley said, that she has ever had to rely solely on her parents, but she said her mother is doing a great job providing for her only grandson.

"I understand love in a different way than the way I did before," she explained. "I understand loving my parents, loving my spouse; but the love for a child – it's unconditional; it's awesome! It inspires you to go above and beyond anything you ever expected."

Dennis said that he also looks forward to redeploying, returning to family, his son and his home at Fort Hood, especially since he deployed nearly five months before Lesley.

"We have a 14-month-old boy, and I have been deployed for nine months, so I miss my son and haven't had a lot of time to be with him," Dennis explained.

Dennis returned to the 4th Infantry Division in March 2007, and Lesley reported to the 4th Sustainment Brigade, 13th Sustainment Command, in July 2007.

Dennis deployed to Iraq with the division logistics section in October as the liaison officer to 1st Cavalry Division. Lesley transferred to the 4th Infantry Division's 1st Brigade Combat Team and deployed to Iraq as the brigade's logistics officer in March.

Dennis acknowledged that as both officers develop in their careers, it will be harder to continue to be stationed together.

"So far, the Army has been good at keeping us together," he explained. "Even with this deployment, we were both in [Iraq] within a few months of each other and will redeploy back to the States within a few months of each other."

"This has been a tough deployment," Lesley said. "Leaving my baby was the hardest thing I did for this deployment. This has been one of our toughest years in the military – one of the toughest years, period."

Both love to travel, Dennis said, and the couple has traveled to several renowned spots, from Paris to New York, where they took the opportunity to be tourists, eat out, catch a show, go to sporting events and attend the theater. They also love to cook together, added Lesley, who calls her husband her best friend.

"The only time we fight is over the kitchen," she joked. He makes the best lasagna, she said, and while she cooks the traditional Thanksgiving dinner, he cooks a Latin-style Christmas dinner with roasted pork and pastilles smeared with yucca paste wrapped in banana leaves.

"We are planning our next 10 years," she added. "We're looking at retirement homes. We're looking where we want to retire."

Lesley said she encourages military couples to work at their relationship as a team, and that she constantly looks for the little thing she can do today to make her marriage stronger.

Lesley said that she believes that if today's military couples don't have friendship established first, there are going to be difficulties in both their relationship and their military careers.

"Everyone knows that marriage is a big commitment," she said. "No matter how big you think it is, it's bigger than that."

Soldier Becomes Oldest U.S. Woman Competitor in Olympic History

Aug. 13, 2008 - At age 56, Army Reserve Staff Sgt. Elizabeth "Libby" Callahan became the oldest U.S. woman competitor in Olympic history with a 25th-place finish in the women's 25-meter pistol shooting event today at the Beijing Shooting Range Hall. "I've been told oldest-ever female Olympian of any nation, of all time," Callahan said. "But I don't know if that's right."

USA Shooting officials could not confirm that claim. At any rate, Callahan certainly has withstood the test of time on the competitive pistol-shooting line.

"Well, it shows my longevity, I guess," Callahan said with a laugh and a smile that rivaled the seemingly never-ending smiles of the Chinese hosts of the Beijing Games. "I'm just still kicking, and I'm not putting any restrictions on myself. It doesn't say I have to stop at a certain age.

"In fact, the oldest Olympic medalist was in shooting," she noted, "and he was 73, back in the early 1900s."

Therefore, Callahan, a four-time Olympian, already is considering taking a shot at the 2012 London Games.

"I'm not ruling it out," she said. "I'm not ruling anything out. I still feel good, and I still have that competitive fire in me."

Callahan's passion for pistol packing already has earned Summer Olympic trips to Barcelona, Atlanta and Athens, Greece, along with journeys to Hyderabad, India, for the Conseil Internationale du Sport Militaire's 2007 Military World Games, and to Salinas, Puerto Rico, for the 2005 Championships of the Americas. She's also competed in five world championships and as many Pan American Games.

After retiring in 2003 from a 28-year career with the Washington, D.C., Metropolitan Police Department, Callahan moved from Upper Marlboro, Md., to Pawleys Island, S.C., to be closer to her seven older brothers and sisters. She now has an unprecedented amount of free time to sharpen her shooting skills and compete internationally.

"What I've probably done in a lot of areas is that I've tried too hard," Callahan said. "I shoot great technique. I've been told this not just by U.S. coaches, but other international coaches. It's just something's happening just a few times in a match that throws me out of some competitions. That's a mental thing. And you know, the brain, the mind, is a terrible thing."

Callahan can easily laugh with herself -- seemingly oblivious to the fact that Father Time could be ticking on her athletic career. Her approach to the sport, however, remains unchanged as she approaches her 57th birthday.

"You still have to have the same mental approach, have to have the same techniques to execute the shot," she said. "There may be a different perspective in maybe somebody who is younger or hasn't been here before, but that's just all part of experience -- just having general experience in life.

"Throughout shooting, you will find that some things work at a certain period of time, and then after a while it doesn't work any more," she continued, "so you maybe try something different. Maybe it's your stance, maybe it's your grip, maybe it's your gun. There are always things that if something's not working and you've worked at it for a while, OK, let's try something different. How you execute, and how you execute under certain conditions, is always the important thing.

"I'm way [more] advanced than I was when I first started shooting," she said, "but it's some mental things that really grab me at certain times, and it hurts me in the match."

Callahan did not advance to the final here, where gold medalist Gundegmaa Otryad of Mongolia equaled the Olympic record with a 590 total. Germany's Munkhbayar Dorjsuren won the silver medal with a score of 587. China's Chen Ying took the bronze with a 585 total.

Callahan's career-best Olympic finish was 19th in the 2004 sport pistol event in Athens, where she also placed 30th in the air pistol competition.

"Some days you're really good. Some days you're really bad. And some days you're mediocre," she said. "That's what makes shooting interesting and, I guess, challenging. You can shoot a perfect score, and the next day go out and you aren't diddly squat."

Either way, Callahan always finds the resolve to shoot another day.

Retired Army Marksman Finishes 21st in Olympic Trap Shooting

Aug. 12, 2008 - It rained on what might have been four-time Olympian Bret Erickson's final appearance on the world's grandest shotgun shooting stage, literally and figuratively. The retired Army sergeant first class, a former member of the U.S. Army Marksmanship Unit, competed in the Barcelona, Atlanta and Athens Olympic Games, but finished in a four-way tie for 21st place in the trap event here Aug. 10.

"This year, truthfully, I absolutely 100 percent believed was my year," said Erickson, 47, a native of Bennington, Neb., who lives in Muenster, Texas. "I was ahead of schedule all year long. I was going into World Cup events with the goal of just making the finals, and not only made the finals, but won a [World Cup] bronze here in April and a silver in Germany last month.

"I was really on top of my game -- haven't felt this good in 10 or 15 years," he said.

Erickson, however, performed poorly on the Beijing shooting range on Aug. 9 and stood 33rd among 35 competitors entering the next day's second qualification round. The constant rain, therefore, only dampened his spirits.

"It's very disappointing, because I'm shooting as good as I've ever shot," he said. "I'm ranked third in the world, and I was a serious medal contender. To go out there and just lose it in one day, that's the Olympics. You wait four years and hope it's your day. Unfortunately, it wasn't. I ran into some problems with my game and just didn't have time to fix them."

Czech Republic's David Kostelecky won the gold medal by posting an Olympic final record with 25 perfect shots and a total score of 146. Italy's Giovanni Pellielo, who missed two shots in the final, won his second consecutive Olympic silver medal with a 143 total. Russia's Alexey Alipov claimed the bronze medal by prevailing in a shoot-off against two-time Olympic gold medalist Michael Diamond of Australia.

U.S. Air Force Reserve Lt. Col. Dominic Grazioli, of Randolph Air Force Base in San Antonio, was Team USA's other competitor in the event. He finished tied with Erickson with a five-round score of 113, eight points behind the leading finalists.

Erickson temporarily retired from competitive shooting in 1999, but after taking two years off, he "started this whole crazy thing again," he said. Bothered most of the year by shoulder soreness, Erickson said he soon will undergo surgery, take some time off to recover, then decide if he wants to make a run at the 2012 Olympics in London. He runs the Willawalla Creek Shooting Center, where he coaches young shotgun shooters.

"In conjunction with USA Shooting, I'm trying to develop some more junior camps," said Erickson, who retired from the Army in 2005. "We've got to fill the gap. We've got to bring somebody up to replace us old guys."

Erickson suffered a heart attack during a 2-mile run at Fort Benning, Ga., just four weeks before the 2004 Olympics in Athens, where he bounced back to finish 13th in both trap and double trap, his finest Olympic performance.

Then Army Marksmanship Unit teammates Staff Sgt. Mark Weeks, a certified emergency medical technician, and Staff Sgt. William Keever, an Olympic skeet shooter in 2000, saved Erickson's life when he collapsed that day in Georgia.

Weeks will take Team USA's reins from retired Air Force Chief Master Sgt. Lloyd Woodhouse, four-time U.S. Olympic shotgun coach, on Sept. 1. He said he may not let Erickson ride off into the Texas sunset just yet.

"I seriously made up my mind that this was it," Erickson said. "But the new coach, ... you could see inside that he was OK with me shooting badly here. So I asked him what he was so happy about, and he said, 'You can't quit like this. You're going to be back.' And I said, 'No, I'm not.' And he said, 'Oh, yeah, you are.'

"He's the same guy who CPRed me and brought me back to life," Erickson said, "so it's kind of handy to have him around." Likewise, Erickson has been a handy shotgun shooter to have around.

"I've been to China four times, but only twice to this range," said Erickson, a six-time U.S. national champion. "Yesterday is getting foggy, let alone 10 or 15 years ago. I've been doing this so long they all run together after awhile, but this place is beautiful. This is a state-of-the art range and the [Olympic athletes'] village is fantastic. I would put the village probably second to Barcelona, and that's only because in Barcelona you're right on the Mediterranean.

"Here in Beijing," he continued, "the service, the smiles, and the friendly people have been just unbelievable. It's been a great experience. I wish I could go home with a medal, but as I said three times prior, maybe next time."

Somewhat like New York Jets quarterback Brett Favre, Erickson refuses to fully commit to retirement.

"We'll have to talk with him," he said while gesturing toward Weeks. "He's trying to keep me around. He's saying, 'I'm going to take over the coaching job and lose all my veterans. Come on, guys, give me a break. Throw me a bone.'

"So I don't know. I'll be off next year, for sure. I've got to get my shoulder done. I've got to go under the knife. Then in a couple years, we'll see."

L-3 Services, Inc, Advanced Products & Design, San Diego, Calif., andSerco, Inc., Reston, Va., are each being awarded an indefinite-delivery/indefinite-quantity multiple award contract for the production and delivery of Navigation Sensor System Interface (NAVSSI) system racks, kits, parts, and production engineering services support services. The contracts are for five one-year ordering periods. When combined, the aggregate value of all delivery orders awarded over the life of these two contracts will be approximately $16,000,000. Old Veterans Construction,* Chicago, Ill., is being awarded an $8,045,000 firm-fixed-price contract for design and repair of the D-Street Bridge at Naval Station, Great Lakes, Ill. The work to be performed provides for the repair of our D-Street Bridge, which includes replacing much of the existing bridge with a similar concrete beam and reinforced concrete structure, replacing the utilities that are inside and attached below the deck of the bridge.
