USS California Culinary Specialist Learns California Cuisine from Five-Star Chef

SANTA BARBARA, Calif. (NNS) -- A USS California (SSN 781) culinary specialist participated in an once-in-a-lifetime cooking experience during a one-week understudy here, beginning Feb. 4.

The week-long culinary understudy at the Crowne Plaza Hotel was provided by the Santa Barbara Navy League. Culinary Specialist Seaman Apprentice Justin Cramer, of Moore, Okla., reflected on this opportunity to expound on his skills and how the training will benefit the boat's crew.

"This opportunity presents overwhelming joy to me," said Cramer. "I was speechless when I found out and for me it was an once-in-a-lifetime opportunity. I never imagined I would participate in something like this when I joined the U.S. Navy."

Patricia Westberg, vice president, Santa Barbara Navy League reflected on this opportunity for the young chef.

"The Santa Barbara Navy League is honored to have CSSN Justin Cramer visit Santa Barbara and we hope that through his California cuisine training at the Crowne Plaza, he will be able to create a west coast climate on board the boat through menu planning and selections, so the crew will have a taste of our great state several times a month," said Westberg.

Executive Chef Luis Martinez will teach Cramer a variety of cooking-related skill sets, such as culinary arts and advanced food preparation.

"For the next three years I will have the opportunity to apply what I learned in Santa Barbara, bringing back valuable skills to benefit myself and my boat," said Cramer.

Cramer joined the Navy at the age of 23 in January 2011. He chose the culinary specialist rating from years of experience watching his parents enjoy the art of cooking.

"We have had a generation of five-star cooks in our family; it made sense for me to come into the U.S. Navy as a culinary specialist," said Cramer.

Lt. Angus McCallum, supply officer aboard USS California reflected on Cramer's selection.

"Seaman Cramer is going to be the bridge between the recently commissioned California and the Santa Barbara community," said McCallum. "With so much of the country between the boat and the city, this first opportunity forms a tangible bond between California and her home state."

McCallum added that Cramer is a valuable asset to their team. Despite being the most junior culinary specialist in California's Supply Department, Cramer was chosen to participate in the understudy based solely on his stellar performance since arriving aboard the newest Virginia-class attack submarine, said McCallum.

"After being on board for one month, Cramer qualified in all culinary specialist watch stations, which led to the selection as the culinary specialist of the fourth quarter in 2011," said McCallum.

MILITARY CONTRACTS October 22, 2008

ARMY

AM General LLC, South Bend, Ind., was awarded Oct. 21, 2008, a $179,586,188 firm/ fixed price contract for High Mobility Multi-Purpose Wheeled vehicles to contract. Work will be performed in Mishawaka, Ind., with an estimated and completion date of Dec. 31, 2009. Bids solicited were via Broad Agency Announcement and nine bids were received. TACOM, Warren, Mich., is the contracting activity (DAAE07-01-C-S-001).

CPP Construction Co., Gaithersburg, Md., was awarded Oct. 17, 2008, a $14,850,000 firm/fixed price contract. Construct facilities at the Dalecarlia and McMillian Water Treatment Plants to replace existing chlorine storage and feed systems with aqueous hypochlorite storage. Work will be performed in Wash., with an estimated and completion date of July 3, 2010. Bids solicited were via the Web and nine bids were received. USA Corp of Engineers,
Baltimore, Md., is the contracting activity

Air Force

Assurance Technologies of Carlisle, Mass., and Lockheed Martin Space Systems of Denver, Colo., are being awarded cost plus incentive fee/fixed fee contracts for $29 million. This action will provide for Self-Awareness Space Situations Awareness acquisition, which is born out of the
Air Force's need to provide threat-warning instruments or sensors for our nation's space-based assets. This two-year developmental project will work towards demonstrating a viable sensing capability, as well as integration, for high-value space assets to include detection, assessment and notification of any attribute interference or attacks from multiple threats. At this time $10 million per contract has been obligated. Space and Missile Systems Center, Space Superiority Systems Wing, El Segundo, Calif., is the contracting activity (FA8819-09-C-0021 (AT) and FA8819-09-C-0023 (Lockheed)).

ATK Mission Research of
Santa Barbara, Calif., is being awarded a cost plus incentive fee contract for $26,116,415. The contractor shall accomplish all the effort necessary to design, fabricate, install, and test the Space Threat Assessment Testbed (STAT) System to meet all specification requirements (one lot). The STAT will create a realistic space environment to perform developmental and early operational testing of space hardware for Department of Defense, national Reconnaissance Office, and other agencies against man-made threats and naturally occurring environmental phenomena. STAT will emulate the environmental conditions existing at various orbits and self-induced effects. Additionally, STAT will emulate man-made threats to perform real-time system test and evaluation. Finally, STAT will lay the foundation for near real-time connectivity to a satellite operations center for integrated system testing, training, tactics, techniques, and procedures development. This action is a 54-month effort. At this time $1 million has been obligated. AEDC/PKM, Arnold AFB, Tenn., is the contracting activity (FA9101-09-C-0002).

Missile Defense Agency Contract Award

Alliant Techsystems Inc. of Elkton, Maryland, is being awarded a $8,331,652 cost-plus-fixed-fee contract for designing, fabricating and testing components as a risk reduction program for future unitary kill vehicle divert and attitude control systems. Award is in response to the Broad Agency Announcement HQ0006-06-MP-BAA. Work will be performed at Elkton, Maryland with an estimated completion date of January 2010. The Missile Defense Agency, Washington, DC, is the contracting activity (HQ0006-08-C-0045). The contract will be incrementally funded by $850,000 using Fiscal Year 2008 Research, Development, Test, and Evaluation funds.

NAVY

Newport News Shipbuilding and Dry Dock Co., Newport News, Va. is being awarded a $5,851,025 modification to previously awarded contract (N00024-07-C-2104) for planning and design yard functions for Standard Navy Valves in support of Nuclear Powered Submarines. Dell Marketing L.P., of Round Rock,
Texas, is being awarded a contract for $5,599,256. The objective of this award is to procure Symantec Software licenses and original equipment manufacture consulting support. The Combat Information Transport System program office deployment of Block 30 network management/network defense systems includes deploying the Symantec Mail Security, Netback up, and Command Central Storage licenses at Air Force locations worldwide. Battelle Memorial Institute, of Columbus, Ohio, is being awarded a contract for $9,984,489. This contract action will provide an extensive chemical, biological, radiological and nuclear knowledge base is required to identify and analyze chemical and biological defense archival information and make it available to the entire Chemical Biological Defense community. The location of performance is Battelle Memorial Institute, Columbus, Ohio. At this time $1,062,802 has been obligated. Offutt

Today the
Air Force is a exercising an option with Call Henry, Incorporated, of Titusville, Fla., for $6,922,868. The action is a launch operations support contract. This contract provides management, modification, and modernization for aging facility, property and western range support equipment to ensure successful performance during tests, operations and launch. The LOSC program will satisfy the requirement for radi, reliable, economical and secure maintenance and operation service. These services include periodic maintenance, operation, and repair of various infrastructure, and mandatory certification, maintenance, operation, and repair of various infrastructure, and mandatory certification, maintenance, and operations of facility property and equipment (e.g. alarms, cranes and hoists, elevators, generators, mechanical, pressure vessels, structural, towers, utilities) which support critical mission requirements. Navy

Harris Corp., Government Communications Systems Div., Melbourne, Fla., is being awarded a $53,061,171 cost-plus-incentive-fee modification to a previously awarded firm-fixed-price contract (N00019-04-C-0130) for the procurement of 11 AN/ARQ-58 Aircraft Terminal Equipment (ATE) sets and 3 AN/ARQ-58 spare ATE sets for the MH-60R helicopter program, and 5 AN/SRQ-4 (ku) radio shipboard terminal sets for surface combatant ship classes CG-47, DDG-51, and FFG-7. Work will be performed in Melbourne, Fla., (63 percent) and Wayne, N.J., (37 percent), and is expected to be completed in Aug. 2011. L-3 Services, Inc., Marlton, N.J., is being awarded a $43,387,937 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for engineering, technical and programmatic support for maintaining and updating simulations and intelligence data bases for the EA-6B and EA-18G aircraft. In addition, this contract provides support for the transition of the EA-6B mission to the EA-18G. Work will be performed in Camarillo, Calif., (67 percent); at the Naval Air Warfare Center Weapons Division, Pt. Mugu, Calif., (37 percent); and Virginia Beach, Va., (2 percent), and is expected to be completed in Aug. 2013. General Dynamics C4 Systems, Scottsdale, Ariz., is being awarded a $40,712,276 modification under previously awarded firm-fixed-price contract (M67854-02-C-2052) for CapSet II add/delete components and procure nine Combat Operations Center (COC) systems including 18 common ,modules and 36 Capability Set IIs. The CapSet II, COC system is an integrated, mobile, command and control center consisting of shelter, power, cabling, processing systems, and trailers. Southwest Research Institute, San Antonio,
Texas, is being awarded a $25,660,046 indefinite-delivery/indefinite-quantity contract with provisions for the issuance of cost-plus-fixed-fee (level of effort and completion) task/delivery orders to provide specialized technical and engineering support services for Navy's identity management development and operations capability and other anti-terrorism/force protection programs. The scope of this effort is to provide business and analytical support to the Joint Program Executive Office for Chemical and Biological Defense systems. Marshall Co., Ltd.*, Corpus Christi,
Texas, is being awarded $12,562,000 for firm-fixed-price task order #0002 under a previously awarded multiple award construction contract (N62467-04-D-0078) for construction of a T-45 flightline re-capitalization at Naval Air Station, Kingsville. The work to be performed provides for the design, renovation and repair of three buildings – Buildings 760, 2713, and 3786. Overall, this project will renovate existing building space, demolish substandard space and construct new warehouse/shop space. CACI, Chantilly, Va., is being awarded a $7,961,512 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for education/training products and support services managed by the Naval Education and Training Professional Development and Technology Center, Pensacola, Fla., for the Manpower, Personnel, Training and Education Enterprise. This contract includes one base period and four one-year options that, if exercised, bring the total estimated value of the contract to $42,146,213. Work will be performed at Chantilly, Va., (95 percent), and Pensacola, Fla., (5 percent), and work is expected to be completed by Sept. 2009. Oceaneering International, Inc., Chesapeake, Va., is being awarded a $5,711,065 modification to previously awarded contract (N00024-06-C-6269) for Dry Dock Shelter (DDS) Planning Yard, field change, and maintenance support. The contract modification will augment and supplement internal capabilities and provide for fleet-funded maintenance of DDS assets and procures material to support the alteration, modernization, and fit-up of DDS Program assets. Work will be performed in Pearl Harbor, Hawaii, (60 percent); Norfolk, Va., (30 percent); and Diego Garcia, (10 percent), and is expected to be completed by Sept. 2009. NAVY

Bell Boeing Joint Project Office, Amarillo,
Texas, is being awarded a $10,399,123,179 modification to convert a previously awarded advance acquisition contract (N00019-07-C-0001) to a fixed-price-incentive-fee multiyear contract for the manufacture and delivery of 141 MV-22 (Marine variant) and 26 CV-22 (Air Force variant) tiltrotor aircraft, including associated rate tooling in support of production rates. Work will be performed in Ridley Park, Pa. (50 percent); Fort Worth, Texas (35 percent); and Amarillo, Texas (15 percent), and work is expected to be completed in Oct. 2014. Orlando, Fla., is being awarded a $49,989,104 cost-plus-fixed-fee contract for production of 16 each AN/AAQ-30 Thermal Sight Systems (TSS). The AN/AAQ-30 TSS provides detection, identification, and targeting capability in day/night operations for the USMC AH-1Z Super Cobra helicopter. AN/AAQ-30 TSS is fully integrated into the AH-1Z Fire Control System providing range and optical line-of-sight data for all weapons including the 20mm gun, Hellfire missile, 2.75 inch rockets and sidewinder missile. TSS has an Automatic Video Tracker and includes a Laser Rangefinder/designator which provides classified coded designation of targets for laser-guided munitions of the tri-service arsenal. Major subcontractors include L3 Communications/Wescam of Ontario Canada, manufacturer of the turret assembly and Kollsman, Inc. of Merrimack, N.H. manufacturer of the Common Laser Designator Range Finder used in the AN/AAQ-30 TSS. Work will be performed in Orlando, Fla., (86 percent); Ocala, Fla., (9 percent); and Santa Barbara, Calif., (5 percent), and work is expected to be completed by Oct. 2010. Northrop Grumman Mission Systems, Reston, Va., is being awarded a $29,354,004 modification under a previously awarded contract (M67854-06-C-2023) in support of Joint Tactical Common Operational Picture (COP) Workstation (JTCW) Client and Gateway (C&GW) is the software re-architecting of Command and Control Personal Computer (C2PC), a Microsoft Windows-based software tool developed for the
Marine Corps by Inter-National Research Institute Inc., in 1994 [now Northrop Grumman Defense Mission Systems (NGDMS)]. It was initially designed to fulfill the role of a COP client to Tactical Combat Operations (TCO). It quickly became the client software of choice for Global Command and Control System (GCCS) and other Common Operating Environment (COE) systems to better ensure that all users share a common view of the battlespace. C2PC has evolved to satisfy tactical system requirements in other programs such as Data-Automated Computer Terminal (DACT) by being able to operate in a low-bandwidth, intermittent communications environment. The JTCW C&GW is the naming convention chosen for the re-architected C2PC C&GW. The name change was necessary to maintain consistent naming convention with the Marine Corps' end product, in which the C&GW will be a core component. This is not a first-time procurement; it is a follow-on procurement to C2PC Version 6.2 and C2PC Version 7.0. Work will be performed in San Diego, Calif., and work is expected to be completed by Sep. 2009. Contract funds will not expire at the end of the current fiscal year. L-3 Services Inc., is being awarded $19,517,562 for task order #0054 under previously awarded contract (M67854-02-A-9010) to provide on-going acquisition support, financial support, logistic support, fielding support, training support, and managerial support for the Communications, Intelligence and Networking Systems (CINS) Product Group's (PG's) Strategic Business Team (SBT), Operations Officer, Program Manager (PM), Communications and Networking Systems (PM CNS), PM Intelligence Systems (PM INTEL) and PM Counter Radio Controlled Improvised Explosive Device Electronic Warfare (PM CREW). The Contractor shall be required to interface and coordinate with other contractors supporting PG-12 including those in all the Commercial Enterprise Omnibus Support Services (CEOss) domains. It is the contractor's responsibility to arrange all Non-Disclosure Agreements necessary to interface with other contractors to accomplish the PG12 mission. The
Marine Corps Systems Command CINS PG's mission is to act as the central agent for the research, development, acquisition, and life cycle management of communications, intelligence, surveillance, and networking systems throughout the Marine Corps. American Bridge Co., Richmond, Va., is being awarded a $14,996,752 firm-fixed-price contract for the vehicular bridge replacement at Naval Station Newport. The work to be performed provides for a two lane reinforced concrete vehicular bridge from Coasters Harbor Island to Coddington Point. The project includes two bridge abutments, caisson piles, pre-cast box beams and decking, connection of bridge to existing roadways, and other incidental related work. Work will be performed in

Huntsville, Ala., is being awarded a $10,068,771 cost-plus-fixed-fee contract for services to support the Naval Test Wing Atlantic, Naval Test Wing Pacific, and Air Test and Evaluation Squadrons of the Naval Air Warfare Center Aircraft Division, with operation, scheduling, and aircrew support. The total stimated level of effort for the base period of performance is 599,560 hours, which includes pilots, technicians, and flight test engineers. Systems Application & Technologies, Inc., Oxnard, Calif., was awarded a $10,000,000 modification on Mar. 26, 2008, under previously awarded cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract (N62473-06-D-3033) to exercise option year two for program management, technical and integrated logistics services to support the
Navy's Anti-Terrorism Force Protection (ATFP) Ashore Program. The work to be performed provides for recommendations for assessments of ATFP effectiveness, standardization, regional systems solutions, enterprise network solutions, performance based logistics, configuration management, and recommended design and technical solutions. The ATFP Program will utilize a total-systems engineering approach to automated and improve the security of Navy shore installations worldwide. The current total contract amount after exercise of this option will be $30,000,000. Work will be performed at Naval installations in various worldwide locations, and work is expected to be completed by Mar. 2009. Contract funds will not expire at the end of the current fiscal year. Robertson Aviation LLC, Tempe, Ariz., is being awarded a $7,548,044 ceiling-priced indefinite-delivery, indefinite-quantity contract to provide V-22 Mission Auxiliary Tank Systems and related hardware for the V-22 aircraft for the U.S.
Navy and U.S. Air Force. Work will be performed in Tempe, Ariz., and work is expected to be completed in Dec. 2008. AIR FORCE

Lockheed Martin Integrated Systems and Solutions of Chantilly, Va., is being awarded a contract for $766,178,419. The design and development of tactical
radio systems for aircraft, ships and fixed installations. The system is modular and capable of operating on several different waveforms currently in use by the armed forces and adaptable to future waveforms and vehicles. The contractor shall develop 42 engineering development models of the small airborne configured system. While the initial engineering development models for the maritime sets will be configured for destroyers and the small airborne sets generically configured, there are options for additional sets configured for additional waveforms and weapons system platforms. The system is intended for the following weapons system/platforms: ch47 helicopter, Blackhawk family of helicopters, apache helicopters, unmanned aerial vehicle class IV, Hercules family of aircraft, USMC operated helicopters and fixed wing aircraft; USN aircraft carriers, cruisers, destroyers, and submarines; USAF fixed and deployable ground command and control systems. The contract includes an option for low rate initial production of 45 maritime/fixed stations sets and 104 small airborne sets. Additional options allows for additional sets configured for additional waveforms and other weapons systems/platforms. At this time $75,248,162 has been obligated. Lockheed Martin Corp., Lockheed Martin Aeronautical Systems of Marietta, Ga., is being awarded a modified contract for $595,800,000. This contract modification is an Undefinitized Contract Action (UCA) for the procurement of six Indian Foreign
Military Sales (FMS) C-130J aircraft pursuant to Letter of Offer and Acceptance (LOA) IN-D-SAA. In addition to aircraft, this UCA provide for C-130J Spares, Support Equipment, Logistics Support, and Development/Integration of Indian-unique capabilities. McDonnell Douglas Corp., A Wholly Owned Subsidiary of the Boeing Co., of
Long Beach, Calif., is being awarded a modified contract for $273,320,011. This contract action exercises the FY08 third quarter option for the continued performance of the C-17 Globemaster III Sustainment Partnership. C-17 fleet sustainment and product support will be managed through a long term performance-based partnership between Boeing and the Air Force, which places performance risk on the contractor to provide sustainment support at continuously, raised benchmarked levels. In addition, the contractor logistics support (CLS) for the palletized seat system (PSS) for Air Material Command (AMC) and the Air National Guard (ANG) will be exercised and funded. Lockheed Martin Corp., Lockheed Martin Aeronautics of Ft. Worth,
Texas, is being awarded a modified contract for $37,500,000. This action is for procurement and development of Developmental Support Equipment (DSE) and Country Standard Technical Orders (CSTOs). This effort supports foreign military sales to Pakistan. At this time $18,750,000 has been obligated. Wright-Patterson AFB, Ohio, is the contracting activity (FA8615-07-C-6032 P00005).

Northrop Grumman Systems Corp., of Meadows, Ill., is being awarded a firm-fixed price contract for $19,800,000. The Government intends to award a letter contract to Northrop Grumman for foreign
military sales for one Saudi Head of State aircraft Large Aircraft Infrared Countermeasure (LAIRCM) system hardware, support equipment and services to include but not limited to: systems engineering program management, logistics, spares as well as installation, installation support, and field service support. Alliant Techsystems, Inc., ATK Ordnance and Ground System LLC of Plymouth, Minn., and Thales Missile Electronics, LTD of Basingstoke, Hampshire, are being awarded a contract for $8,737,741. The Hard Target Void Sensing Fuze (HTVSF) Joint Capabilities Test and Demonstration (JCTD) is a 27-month effort under which two contractors will test and demonstrate separate fuze designs under a rolling down-select. Near the end of the JCTD, the Government anticipates selecting one of the two contractors for award of options to deliver four maintenance trainers and 16 residual fuze systems under the JCTD contract. The Government also anticipates awarding a follow-on contract for System Demonstration (SDD) to the selected contractor. The HTVSF will be a cockpit programmable, void sensing fuze system capable of surviving penetration events in hardened targets equivalent from 5,000 to 15,000 pounds per square inch of reinforced concrete. The HTVSF will be compatible with GBU-28E/B and GBU-319V)3/B weapon systems. At this time $1,140,000 (ATK) and $840,000 (Thales) has been obligated. Lear Siegler Services Inc., of Gaithersburg, Md., is being awarded a modified firm fixed price contract for $6,031,644.
