Medal of Honor Monday: Marine Corps Cpl. Jack Davenport

Do I save others or save myself?  

That's a question an unknown number of service members have asked themselves during battle throughout the ages. It's one Marine Corps Cpl. Jack Arden Davenport didn't hesitate on. During an attack in Korea, he chose to save his comrade's life instead of his own. That selfless decision led him to receive a posthumous Medal of Honor.  

Davenport was born Sept. 7, 1931, in Kansas City, Missouri, to Fred and Gloria Davenport. He had a sister named Jane and a twin brother, Karl, who served in the Navy.  

Davenport was an active child who always liked to be on the go, his parents told the Kansas City Times in 1952. Throughout high school, he played baseball and was a paperboy for the Kansas City Star newspaper, where his father worked.  

After graduating from Paseo High School in 1949, Davenport studied for a year at the University of Kansas, where he played on the school's football team. He was also an amateur boxer who participated in at least one Golden Gloves tournament.  

However, when the Korean War broke out, Davenport decided to trade in studying for the fight against communism. He enlisted in the Marine Corps July 1950. After basic training, he was stationed at Camp Pendleton outside of San Diego, where he earned the nickname "Dynamite" from other Marines. In December of that year, he was deployed to join the 3rd Battalion, 5th Marine Regiment, 1st Marine Division in Korea.  

According to newspaper reports of the time, Davenport was on the front lines almost continuously until the day he made the ultimate sacrifice.  

Early on Sept. 21, 1951, Davenport was serving as a squad leader with Company G in the Songnae-dong area of Seoul, South Korea, when they were attacked by enemy troops trying to infiltrate their sector.  

Davenport directed his comrades to defend their position. He and a fellow Marine, Pfc. Walter Barfoot, were doing so from a foxhole. Suddenly, an enemy grenade fell at their feet.  

Without any concern for his own life, Davenport jumped on the deadly projectile, which killed him. Barfoot was spared, however, and their unit managed to repulse the enemy, largely in part to Davenport's calm leadership.  

Many of Davenport's fellow Marines wrote to his family after his death, according to a December 1952 issue of the Kansas City Times.  

"He was the best. They didn't come finer or more courageous that little ole Dynamite," one Marine wrote to Davenport's mother.  

The fallen 20-year-old's body was returned to the U.S. in January 1952 and buried in Mount Moriah Cemetery in Kansas City.  

About a year later, Davenport posthumously received the nation's highest honor for valor. The Medal of Honor was presented to his father on his behalf during a Pentagon ceremony. Davenport's brother, Karl, was flown in by the Navy from Japan on special leave for the ceremony.  

In the late 1980s, a gymnasium at Camp Pendleton was named in Davenport's honor.

Work will be performed in Kansas City, Mo., Waltham, Mass., Seattle, Wash., Atlanta, Ga., and Farmington, Utah, with an estimated completion date of Apr. 30, 2011. The Air Force is awarding a firm fixed price contract and cost plus fixed fee to Raytheon Missile System Co., Tucson, Ariz. for $15,000,000. DEFENSE LOGISTICS AGENCY

Treen Box and Pallet, Bensalem, Pa.*, is being awarded a maximum $5,125,000 fixed price with economic price adjustment, total set aside contract for supply of wood pallets. There is no other location of performance. Using activities are the Defense Distribution Command Depots throughout the United States. Alliant Ammunition and Power Company LLC, Radford, Va., was awarded Oct. 23, 2008, a $18,095,000 firm fixed price contract. This award is in support of the modernization effort at Radford Army Ammunition Plant. Work will be performed in Radford, Va., with estimated and completion date of March 31, 2010. Raytheon Co., Tucson, Ariz., is being awarded a $16,500,000 modification to previously awarded contract N00024-07-C-5432 for production support for the Evolved SEASPARROW Missile. Production support includes tasks needed to support missile production, which are not directly associated with the manufacture of missile hardware. These tasks include maintaining the integrity of the missile requirement and design, maintaining missile reliability, monitoring parts obsolescence, maintaining data package configuration, system safety monitoring, quality assurance, risk management, test equipment, configuration management, performance verification testing, manufacturing qualification, logistics impacts, and other activities needed to support the production of an effective ESSM missile. BBN Technologies Corp., Cambridge, Mass., is being awarded a $13,573,481 cost-plus-fixed-fee contract for Virtual Environment for Ship and Shore Experimental Learning. Under this effort, BBN Technologies Corp will create an empirically and theoretically grounded science and engineering of game-based learning that can be applied across a variety of Navy and Marine settings, implement a set of game based scenarios authoring and performance analysis tools. Develop pedagogically sound learning applications, develop a series of prototype games that address specific military training requirements and demonstrate their usability, power, and instructional effectiveness of the scenarios and the tools. USSOCOM

Video Masters, Inc., of Kansas City, Mo., was awarded a $22,846,216, firm-fixed price contract for a base with four one-year options to provide medical instruction and medical support services in support of the Joint Special Operations Medical Training Center, U.S. Army Special Forces Command and the Acquisitions and Contracting Office, U.S. Army Special Operations Command. The work will be performed at Fort Bragg, N.C., and is expected to be completed by Mar. 31, 2013. Contract funds will not expire at the end of the current fiscal year. This contract was awarded through a small business set-aside. The contract number is H92239-08-C-0005.

The maximum order amount is being revised for the Jacob's Technology, Inc., Acquisition, logistics, management and business operations support contract supporting the United States Special Operations Command. Awarded in Dec. 2001, this is a Multiple Award Indefinite Delivery/Indefinite Quantity Award Term contract with an anticipated period of performance through Apr. 2010 for acquiring intellectual capital support in the areas of system acquisition and development. This contract also provides for a wide array of critical support such as Senior Military Planners, Plans Analysts, Intel Managers, Senior Psychological Operations Process Analysts, and Technology Experts supporting USSOCOM headquarters, components, Theater Special Operations Commands and the Services (Army, Navy, Air Force, Marine Corps) that provide direct support to Special Operations Forces. To continue ALMBOS critical support, it is necessary to increase the maximum order amount of one of the multiple-award contracts from $300 million to $400 million. The contract number is USZA22-02-D-0014.

AIR FORCE

CFM International of Cincinnati, Ohio, is being awarded a firm fixed price contract for $22,627,440. This action will provide manufacture of F108 Turbine Rotors, quantity of 44 each. At this time all funds have been obligated. Department of the Air Force, 448 CBSG/PKB, Tinker Air Force Base, Okla., is the contracting activity (FA8104-08-G-0002-9020).

Soldiers Join Forces With Kansas City Runners to Help Brain Injury Victims

May 29, 2008 - On opposite sides of the globe, two groups of people in very different environments worked together to raise money for individuals suffering from brain injuries. This Memorial Day, Army soldiers deployed here were joined by an army of volunteer citizens in Kansas City, Kan., and the two fought as one for their causes.

Soldiers with 10th Mountain Division's 3rd Battalion, 6th Field Artillery Regiment, joined the 21st Annual Amy Thompson Run to Daylight. The charity event consists of 2-mile and 8-kilometer events in Kansas City.

Amy Thompson was a 23-year-old college graduate enjoying her life as a third-grade teacher in Kansas City when she was shot twice in the head during an attempted robbery at a neighborhood party on Halloween night 1986. After awakening from a six-week coma, Thompson survived against terrible odds, struggling to resume life after a brain injury.

Although she fought valiantly for three years, Thompson died unexpectedly Christmas night 1989. On Memorial Day the previous year, a group of Thompson's closest friends and family began the Run to Daylight in her name.

"When run officials in the states contacted us with their desire for us to participate in their charity event, we immediately discovered that our struggles were very much related," said Army Capt. Peter Hofman, a chaplain with 3rd Battalion, 6th Field Artillery Regiment. "We were very excited to participate in such a noble cause. And with Memorial Day upon us and the fact that servicemembers are suffering brain injuries in explosions, it just all fit. It made sense for us to join their cause."

Hofman coordinated with Kansas City officials to help make the run possible for servicemembers in Iraq.

Run officials in Kansas City were clearly excited about the troop involvement, as well. Newspaper articles and a special on the nightly news segment announced the runners would be joined by servicemembers in Iraq this year.

"The original plan was to have the soldiers conduct the run at the same time as the Kansas City runners. But ... that would be between 5 and 6 in the evening, which would make it somewhere around 110 degrees or higher in the desert," Mary Thompson O'Connor, Amy's sister and a run official, said on a special segment of Kansas City's KMBC-TV news show.

To show their support for the soldiers on their Memorial Day run, the Kansas City runners wore T-shirts honoring those serving in combat. Run officials also sent flyers, official city run bibs and T-shirts to those who would be running in Iraq.

O'Connor also insisted on providing the battalion with $1,200 in Amazon.com gift cards to be awarded to the top three male and female runners in both the 2-mile and 8-kilometer events.

Airmen and civilian contractors serving with 3rd Battalion, 6th Field Artillery Regiment, soldiers ran along side the regiment.

"There was no shortage of volunteers willing to participate in such a good cause," Hofman said. "The average maximum participation has been 100 people in past events on the base. We were delighted to inform those in Kansas City that 147 people showed up in the early morning hours to participate in the Amy Thompson run."

"What better cause could you find for which to volunteer your time?" said 10th Brigade Support Battalion's Spc. David Andrade, 1st place runner of the 2-mile event. "You are benefiting your body with exercise while participating in a good cause and honoring America's servicemembers. And everyone could use an Amazon gift card."

Both groups of runners on each side of the world held a moment of silence before their run, honoring servicemembers. The 3rd Battalion, 6th Field Artillery Regiment soldiers spoke aloud the names of 11 members of 1st Brigade, 10th Mountain Division, who were killed since their deployment began in September. A moment of silence followed each name.

Guard Stands By to Help Storm-Lashed Missouri Residents

May 2, 2008 - National Guard troops are standing by to assist storm-lashed Kansas City, Mo., residents, a Missouri National Guard official said today. "The Missouri National Guard is prepared and ready to support the citizens of Missouri when called," Army Capt. Tamara Spicer, public affairs officer for the Missouri National Guard, said in a statement.

Up to 80 mph winds, rain and hail reportedly pelted areas north of Kansas City last night and early today. The storm uprooted trees, damaged homes and businesses and caused an areawide power outage. There have been no reports of fatalities, but several people were injured.

Parts of Texas, Oklahoma and Arkansas also experienced damage from heavy winds, hail and rain, according to news reports, and the storm system continues to move eastward across the nation's midsection today.

AIR FORCE

Boeing Co., of Anaheim, Calif., is being awarded a modified contract for $24,960,000. This undefinitized contract action will incorporate Engineering Change Proposal (ECP) 0035, Strategic Networks, into the Family of Advanced Beyond-Line-of-Sight Terminals (FAB-T) Increment 1 program. At this time $9,250,000 has been obligated. Hanscom AFB, Mass., is the contracting activity (F19628-02-C-0048/P00141).

Northrop Grumman Systems Corp., Integrated System Sector, of El Segundo, Calif., is being awarded a modified contract for $22,300,005. This action will provide T38, 33 wing assemblies and gear boxes, 15 each. At this time $22,300,005 has been obligated. Hill AFB, Utah, is the contracting activity (FA8218-07-C-0009-P00003).

General Electric Co., Aircraft Engines of Cincinnati, Ohio, is being awarded a modified firm-fixed price contract for $7,751,279. This contract modification will provide nozzle flaps, 3212 units for Air Force Requirements and 250 units for foreign military sales requirements applicable to F110 Engine in the F-16 Aircraft. At this time $7,751,279 has been obligated. Tinker AFB, Okla., is the contracting activity (FA8104-05-G-0003-0158).

Honeywell International Incorporated of Clearwater, Fla., is being awarded a modified contract for $7,598,610. This action will provide research and development under Broad Agency Announcement (BAA) VS-05-01, exercise option five, Strategic Resonating Beam Accelero-meter (SRBA Stage 3)" for the Advanced Ballistic Missile Technologies Program. At this time $735,000 has been obligated. Kirtland AFB, N.M., is the contracting activity (FA9453-05-C-0241 P00019).

ARMY

Bertucci Industrial Services, LLC, Kenner, La., was awarded on Apr. 8, 2008, a $12,497,052 firm-fixed price contract for the Grand Isle and vicinity hurricane protection project, rehabilitation of Hurricane Katrina damage. Work will be performed in Grand Isle/Jefferson Parish, La., and is expected to be completed by Jan. 2, 2009. Contract funds will not expire at the end of the current fiscal year. Raytheon, Netcentric Systems, Fort Wayne, Ind., was awarded on Apr. 7, 2008, a $12,160,993 firm-fixed price contract for development of advanced field artillery tactical data system, versions 3 and 3+. Work will be performed in Fort Wayne, Ind., and is expected to be completed by Dec. 31, 2012. Contract funds will not expire at the end of the current fiscal year. MaxFour-Weitz JV, Englewood, Colo., was awarded on Apr. 8, 2008, a $6,586,176 firm-fixed price contract for the construction of a child development center. Work will be performed at Fort Leonard Wood, Mo., and is expected to be completed by Sep. 16, 2014. Contract funds will not expire at the end of the current fiscal year. BAE Systems, York, Pa., was awarded on Apr. 7, 2008, a $6,300,000 firm-fixed price contract for fire suppression modification kits. Work will be performed in York, Pa., and is expected to be completed by Sep. 30, 2008. Contract funds will not expire at the end of the current fiscal year. One bid was solicited on Mar. 17, 2008. DEFENSE LOGISTICS AGENCY

Outdoor Venture Corp., Stearns, Ky.*, is being awarded a maximum $35,816,675.00 fixed price with economic price adjustment, indefinite delivery contract for tent equipment. There are no other locations of performance. Using services are Army, Navy, Air Force and Marine Corps. This proposal was originally Web solicited with four responses. Contract funds will not expire at the end of the current fiscal year. Date of performance completion is Dec. 15, 2009. Shamrock Foods Co., Commerce City, Colo., is being awarded a maximum $7,660,000 firm fixed price, indefinite quantity contract for full line food distribution. Other locations of service are Albuquerque, New Mexico. Using services are Army, Air Force and Marine Corps. There were six proposals originally solicited withsix responses. Contract funds will not expire at the end of the current fiscal year. Date of performance completion is Apr. 11, 2009. NAVY

Solpac Construction, dba Soltek Pacific Inc., San Diego, Calif., is being awarded $6,126,200 for firm-fixed-price Task Order #0002 under a previously awarded indefinite-delivery/indefinite-quantity multiple award construction contract (N62473-08-D-8609) for construction of a physical fitness center at area 33, Marine Corps Base, Camp Pendleton. The work to be performed provides for a new single-story physical fitness center that will include racquetball and basketball courts, telescoping bleachers, aerobics, weight and cardiovascular training areas, restrooms, lockers, showers, saunas, laundry and administrative support areas, and will include all services, labor, materials and equipment necessary to complete the work as described in the request for proposal.

Work will be performed in Oceanside, Calif., and work is expected to be completed by Jun. 2009. Contract funds will not expire at the end of the current fiscal year. Five proposals were received for this task order. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

Caterpillar, Inc., Peoria, Ill., was awarded on Apr. 3, 2008, a $20,000,000 firm-fixed price contract for a service life extension program for selected Caterpillar construction equipment. Raytheon Co., Tucson, Ariz., is being awarded a $245,482,302 firm-fixed-price modification under previously awarded contract (N00024-07-C-5431) to procure 307 Evolved SEASPARROW Missiles (ESSM), 163 shipping containers, and spares for the NATO SEASPARROW Consortium and the United Arab Emirates. Work will be performed in Tucson, Ariz., (45 percent), Australia, (11 percent), Andover, Mass., (10 percent), Germany, (8 percent), Canada, (7 percent), The Netherlands, (6 percent), Norway, (5 percent), Spain, (3 percent), Camden, Ark., (2 percent), Denmark, (1 percent), Greece, (1 percent), and Turkey, (1 percent), and work is expected to be complete by Dec. 2010. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Boeing Co., Jacksonville, Fla., is being awarded a $14,940,700 indefinite-delivery requirements contract with both firm-fixed-price and time and material components. The contract will provide life cycle support services for the F/A-18 series aircraft in support of the Commander, Naval Reserve Forces Command (CNRFC) in New Orleans, La. The services include all levels of aircraft maintenance including depot level maintenance; emergency repair; aircraft modification; engineering; logistics; program management support; technical advisor services and associated materials and services as may be required to support the continued safe, reliable, and available operation of the aircraft cited. This contract contains two one-year options. Work will be performed in Jacksonville, Fla., and work is expected to be completed Mar. 2009 (Mar. 2011 with options exercised). Contract funds will not expire at the end of the current fiscal year. This contract was not awarded competitively. Sound & Sea Technology, Inc.*, Lynnwood, Wash., is being awarded $5,849,090 under a previously awarded cost-plus-award-fee contract (N62473-06-D-3005) to exercise option year four for engineering and technical services in support of the Naval Facilities Engineering Service Center (NFESC), Ocean Facilities Department, Port Hueneme, Calif. The work to be performed provides for ocean engineering services that include project planning and execution of sub-sea cable projects including shore landings, seafloor engineering, ocean work platform support, underwater construction tool development, offshore structure and buoy projects, marine power systems, heavy load handling engineering, and harbor and waterside security projects. The current total contract amount after exercise of this option will be $28,571,647. Work will be performed at various installations under NFESC's area of responsibility worldwide, and work is expected to be completed Apr. 2009. Contract funds will not expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY

Husky Marketing and Supply Co., Lima, Ohio, is being awarded a maximum $64,361,472 fixed price with economic price adjustment, indefinite delivery and indefinite quantity contract for aviation fuel. There are no other locations of performance. Using service is Defense Energy Support Center. There were originally 48 proposals solicited with 23 responses. Contract funds will not expire at the end of the current fiscal year. Date of performance completion is Apr. 30, 2009. AIR FORCE

Composite Engineering, Incorporated of Sacramento, Calif., is being awarded a modified firm fixed price contract for $5,692,990. This action will result in a firm fixed price modification to an existing contract awarded to Composite Engineering Incorp., Sacramento, Calif., Air Force Budget Appropriation 3010 funds will be used to procure ten additional Air Force Subscale Aerial Target (AFSAT) under the Lot five option.
