Navy Yard Visitor's Center Completes Net Zero Project

WASHINGTON (NNS) -- Naval Support Activity (NSA) Washington recently completed its energy conservation Net Zero demonstration project at the Washington Navy Yard Visitor's Center and will be on public display, Oct. 1.

Net Zero refers to zero energy use on a net annual basis.

"This basically means the project produces as much or more energy in a year than it consumes," said Steven Miller, design project manager and architect with Public Works Department Washington. "This can apply to electrical consumption as well as water and gas consumption, although our project is focused on electrical energy and does not consume any gas."

A few of the notable changes that will allow the Visitor's Center to become Net Zero include: spray-foam and blown-in cellulose insulation, electrochromic windows, LED lighting, and a new geothermal heat-pump HVAC system. There are also Solar Panels and Micro-Wind turbines on the adjacent parking structure that tie into a cutting edge hybrid-gel battery system which can power the building in the event of a power failure.

"The project evolved from the initial concept to best suit the discoveries made during the initial building energy audit," said Miller. "It was determined at this time that a replacement of the building's HVAC system with a super-efficient geothermal heat-pump system would yield the greatest energy savings. The approved design was based around this change and has remained constant throughout implementation."

NSA Washington has garnered significant success since the Net Zero project was employed last October. According to Miller, each new technology and energy conservation method that was installed has exceeded energy reduction estimates.

"The technologies were chosen for various reasons, some performance based and some economic based," he said. "Our biggest 'bang for our buck' is coming from the geothermal system where we've seen a 70 % reduction in our energy consumption and, more importantly, a huge increase in occupant comfort."

Secretary of the Navy (SECNAV), the Honorable Ray Mabus announced in 2010 during Energy Awareness Month five energy goals for the Department of the Navy (DoN). One of those goals was to make half of all Navy installations net-zero energy consumers, using solar, wind, ocean, and geothermal power generated on base. With the Navy's newest Net Zero building at the WNY, the Navy is one step closer to achieving this goal.

In August, four installations within the region were recognized for reaching Blue Level Achievement under the SECNAV Energy and Water Management Award. The annual award evaluates Navy commands of their overall energy and water management performance, and then they are ranked according to a system of SECNAV award winners, then platinum, gold or blue level of achievement. Each installation will receive a certificate of achievement and will be listed among others in the awards ceremony program.

"Blue, Gold, and Platinum Level Achievement recognizes commands who execute comprehensive energy efficiency programs. When striving for Net Zero, energy efficiency comes first," said Miller. "Our project demonstrates innovative, cutting edge ways to reduce energy consumption which can be applied to larger buildings."

According to Capt. Branch, regional engineer for Naval District Washington, "NDW now intends to track all the actual operations and sustainment costs and compare them to other 'control facilities' of similar size and usage. We not only need to know the capital costs vs. economic return; we need to know the level of sustainment needed to keep it working."

Saving a Little Energy Adds Up

NAPLES, Italy (NNS) -- The Naval Support Activity (NSA) Naples Public Works Department (PWD) has been making small changes over the past several years at Capodichino, Support Site, Lago Patria and Carney Park bases in an effort to conserve energy.

This push to save energy in its various forms, such as water, electricity and gas, stems from President Barrack Obama's current energy policy.

"We aren't just conserving energy because we have to," said Luca Guadagnuolo, the utility and energy management (UEM) branch head. "It's also a part of our environmental duty. By conserving energy, we help save the planet."

The UEM team already has many low-cost initiatives in place, including low-flush toilets, motion-sensor lights in offices and replacing low-efficiency light bulbs with ones designed to use less power. However, not all of UEM's energy-saving plans are so small. In 2010, PWD installed solar panels on top of the Capodichino west parking garage which will replace a portion of the electricity used by the base with energy from the sun.

 "We are just waiting for the paperwork right now," said Utilitiesman 2nd Class (SCW) Kyle Ciopryna, a PWD energy manager. "When we turn those solar panels on, they should pay for themselves within just a few years, allowing us to spend that money on other projects, like placing more solar panels on the other garage."

 Another program UEM has in place calls for motivated people to take the roll of building energy and water monitor (BEWM). BEWMs are volunteers who promote and demonstrate good energy use, such as closing open windows when air conditioning is on and turning off lights or running water taps.

 "We've got so many low-cost initiatives in place to cut back energy use that the BEWM program has become one of our major ways to conserve energy," said Ciopryna. "We provide them with support and training in ways that they can help reduce energy consumption and energy waste. We usually have anywhere from 60 to 70 volunteers at any given time."

Service Leaders Weigh In On BRAC, Renewable Energy

MONTEREY, Calif., Aug. 7, 2012 – Army, Navy and Air Force officials discussed renewable energy milestones, force structure changes and the impact on military and surrounding communities affected by base realignment and closure here yesterday.

Katherine Hammack, assistant secretary of the Army for installations, energy and environment; Roger M. Natsuhara, acting assistant secretary of the Navy for energy, installations and environment; and Terry A. Yonkers, assistant secretary of the Air Force for installations, environment and logistics, took part in a roundtable discussion at an Association of Defense Communities conference.

The service officials outlined strategies to adapt to future force structure changes and reductions in supporting infrastructure at U.S. and overseas military installations without compromising the nation’s defense capabilities.

“The U.S. is at a strategic turning point after we’ve had over a decade of war,” Hammack said. “We know as the end-strength comes down, force structure changes will be required under the Budget Control Act.” The Army already has announced its end-strength reductions could total about 80,000 soldiers by fiscal 2017, she said.

Base realignments and closures have proven to be effective and objective in reducing domestic infrastructure and reconfiguring what must remain, Hammack said. Four rounds of BRAC took place after the Cold War wound down and force structure was declining, she said, in contrast to the 2005 BRAC, which took place during a protracted war.

“The ’88, ’91, ’93 and ’95 rounds combined produced 97 major base closures, 55 significant realignments and $22 billion in implementation costs resulting in … $8 billion in annual reoccurring savings,” Hammack said.

BRAC 2005 enabled the Army to reset its infrastructure to accommodate the return of forces from Europe and Korea while revitalizing the Army Reserve and National Guard, she added.

“In the last six years, we have closed 97 sites and returned 23,000 acres to host nations, she said. “In the next four years, we plan to close another 23 sites and return 21,000 acres, primarily in Germany,” Hammack said, citing similar progress in Korea during the same timeframe. There, the Army closed 34 sites, with 7,300 acres returned to the community and another 20 sites projected for closure, with 9,400 acres returned to the host nation.

“What remains in Korea and Germany, we believe, is necessary for the support of this nation,” she said.

The Army will continue to seek congressional authorization for additional rounds of BRAC, Hammack said, noting property conveyance remains a priority.

“Putting excess property back into productive reuse facilitates job creation, and that’s never more important than it is today,” she said. “We know that some of these properties have more extensive environmental remediation than others, but we focus on those that can be transferred for beneficial economic use as a first priority.”

Hammack also underscored the Army’s commitment to one of its largest endeavors yet: the deployment of three gigawatts of renewable energy on Army, Navy and Air Force installations by 2025. The Army has partnered with local communities and the services to ensure renewable, reliable energy through analysis of fuel, water and energy needs while reducing the load of power systems in a digital society, she said.

“Collectively, these advancements are changing both the technology we employ and the manner in which we plan and execute our operations,” Hammock said.

Yonkers said the Air Force has taken on similar measures and efficiencies to sustain and modernize its core systems, develop a scalable and responsive force, and preserve readiness while taking care of airmen and their families.

He warned of paying for unnecessary infrastructure that “eats up” dollars better directed to modernization, sustaining weapons systems and supporting the quality-of-life improvements for airmen. He also lamented the possibility another half-trillion dollars pared from the defense budget over the next 10 years that will be triggered in January by a “sequestration” mechanism in the Budget Control Act if Congress fails to come up with an alternative. Sequestration, he said, would have “serious impact” on the Air Force’s ability to conduct its assigned missions.

But despite the new fiscal reality, Yonkers said, communities continue to demonstrate strong support and promising, innovative ideas in support of bases.

“We have 180 renewable energy projects in operation or under construction at 77 of our Air Force bases,” Yonkers said, also noting 20 solar, wind, waste, geothermal, and biomass projects that will move the service closer to its goal of deploying one gigawatt of energy by 2016.

In California alone, the Air Force already has solar energy projects at Edwards Air Force Base and Travis Air Force Base, he said. Combined and when complete, they will create 420 megawatts of power, he added.

Similarly, the Navy will continue to pursue its energy goals through ongoing community and industry partnership, Natsuhara said.

“The big goals for us will be the 50 percent alternative energy for our bases,” he said. “We look forward to working with the communities as we look at renewable energy, microgrids and other [avenues] to meet all of our very aggressive goals.”

And while the BRAC process has reduced the service’s installations to from 150 to 70 in the United States, the Navy now is in more of a “growth mode” overseas, as the new defense policy pivots attention to the Asia-Pacific region, Natsuhara said.

“We have quite an extensive program that we’re going to have to implement … very soon in Guam, Australia and Hawaii,” he said. “We’re also moving a few ships to Singapore.” A lot of these bases, said he added, are going be of a different and unprecedented model.

“There are going to be less of the traditional bases where we have our families and modern support facilities,” he said. “There’s a lot of pressure on our facility side as we go overseas.”

With fleet concentrations primarily in the northwest and southwest regions of the United States, Natsuhara said, the Navy can benefit from being able to analyze how to make its bases more efficient as it further aligns its forces.

Community collaboration has produced successes along the way, he said, including Virginia’s Naval Air Station Oceana, which was considered for closure in 2005, but through legislation and joint councils, has become more compatible with the community.

“To date, the Oceania area and the state have contributed about $63 million in some of the land-use purchases to build more compatible lands,” he said.

At Naval Air Station Kingsville, Texas, the Navy worked with wind developers on private lands to make turbine operations compatible with air training operations, Natsuhara said.

“Wind turbines are an important part of the renewable energy push for this country,” he added, “and we’re a strong supporter of that.”

Navy Issues New Shore Energy Policy to Achieve Energy Security Goals

WASHINGTON (NNS) -- The Navy issued a new energy policy that will drive energy consumption reduction at all Navy installations, transform the shore energy culture and seek new or existing technical solutions for reducing energy, officials announced July 10.

The Shore Energy Management Instruction signifies a complete revision from the previous version published in 1994.

The instruction codifies Navy's policy and strategy to ensure energy security as a strategic imperative, meet federal mandates and executive orders, and achieve Department of the Navy (DoN) shore energy goals.

 Since naval forces require constant support from shore installations, Navy is mitigating its vulnerabilities related to the electrical grid - such as outages from natural disasters and man-made events - by lowering consumption, integrating renewable energy sources and increasing control of energy supply and distribution. Energy reliability, resiliency and redundancy are essential components of the Navy's Critical Infrastructure Protection program.

"Energy security is critical because warfighters need assured access to reliable supplies of energy to meet operational needs afloat or ashore," said Deputy Chief of Naval Operations for Fleet Readiness and Logistics, Vice Adm. Phil Cullom. "This instruction is just one example of how we are driving a spartan energy ethos in our shore operations. We are committed to cost-effectively achieving our energy goals by pursuing energy efficiency, transforming our energy culture, and integrating renewable energy technologies, where viable."

The revised instruction includes specific responsibilities and actions that commands and personnel ashore must take in implementing the Navy Shore Energy program. For example, each Navy installation will have a tailored energy consumption reduction goal based on its unique energy situation. By increasing energy efficiency, Navy can reduce operating costs, multiply the impact of current and future alternative energy sources and achieve DoN renewable energy targets.

Secretary of the Navy Ray Mabus laid out five aggressive energy goals in October 2009 to improve energy security and efficiency afloat and ashore and increase our energy security.

Navy Recruits Players for Online Wargame to Tackle Energy Challenges

WASHINGTON (NNS) -- The Navy's Energy and Environmental Readiness Division (OPNAV N45), together with the Office of Naval Research (ONR), invites civic and military collaboration in energyMMOWGLI (Massive Multiplayer Online Wargame Leveraging the Internet) May 22-24.

The game will build on efforts to improve the U.S. Navy's combat capability and energy security, particularly by promoting energy efficiency and diversifying its energy supply (use of alternative energy), which will ultimately reduce reliance on fossil fuels from overseas.

Scheduled to run for three days, energyMMOWGLI will immerse players in a future energy scenario from the year 2022 (view scenario at http://portal.mmowgli.nps.edu), and will ask them to generate ideas about how to reduce energy consumption, improve energy efficiency, and diversify its energy supply for the sake of future strategic readiness.

The game will be "an examination of what our energy future looks like if we fail to act now," said Cmdr. James Goudreau, director of the Navy Energy Coordination Office. "Every day that petroleum prices increase, it erodes our ability to train for and execute operations that our nation demands of us. Little by little, that results in decreased combat capability, and that is something we simply cannot accept."

Through use of the energyMMOWGLI, Goudreau says, "We hope to increase the awareness of energy security as a national security issue as well as stimulating discussion that will allow the Navy to achieve greater energy resiliency and combat readiness."

Inviting broad-based participation - both civilian and military - is part of the strategy for a more secure energy footing in the context of a more uncertain energy future.

"We're hoping for an extremely diverse set of players including talented thoughtful players from academia, industry, military, government, NGOs, and global citizens," said Goudreau.

The game invites players to bring everything they know about energy from strategies they use at home to their workplace conversations, from their professional knowledge to their wildest imaginings. MMOWGLI is "an online game platform designed to elicit collective intelligence from an engaged pool of world-wide players to solve real problems facing the Navy and Marine Corps," said Dr. Larry Schuette, director of innovation at ONR. The energyMMOWGLI game motto is: Play the game, change the game.

Players can view the future scenario and pre-register now online at http://portal.mmowgli.nps.edu. The Naval Postgraduate School and Palo Alto, Calif.-based Institute for the Future are partnering with N45 and ONR on the energyMMOWGLI project.
