NAVFAC Mid-Atlantic Recycles Debris from Hurricane Sandy

EARLE, N.J. (NNS) -- Naval Facilities Engineering Command Mid-Atlantic will recycle more than six miles of damaged metal pipes from Naval Weapons Station Earle, in a project that began Dec. 14, saving the Navy more than $150,000 in refuse removal fees for the material.

According to Dave North, Naval Weapons Station Earle recycling specialist, Hurricane Sandy destroyed three to four miles of 10 inch sewer pipe and three to four miles of 14 inch water pipe, primarily from the three-mile long pier at the base. Personnel at Earle originally studied possibly reusing the pipe, but discovered the pipe was too damaged for that to be feasible.

"Our mission is to be fiscally responsible and to be good stewards of the environment," said Mike Cunningham, NAVFAC Mid-Atlantic regional integrated solid waste manager. This project not only saves the Navy money through cost avoidance, but it helps to reduce landfill space by maximizing our diversion efforts."

According to Brian Grandinette, NAVFAC Mid-Atlantic solid waste manager for New Jersey and Pennsylvania, the estimated cost for removing the debris and sending it to the landfill was more than $150,000.

"We won't make any money off this due to the labor and time required for our recycling vendor to retrieve the material, but they won't charge us either," he explained.

NAVFAC Mid-Atlantic is working with a local vendor, Red Bank Recycling to remove the plastic and foam from the pipes and recycle the metal. The effort will wrap up with the vendor clearing the area and the entire project should be finished by the end of December.

DOD: Sexual Assault Reporting Up at Service Academies

WASHINGTON, Dec. 21, 2012 – Defense Secretary Leon E. Panetta called for “a strong and immediate response,” after a Defense Department report released today indicated that sexual harassment and assault remain persistent problems at the nation’s military academies.

Army Maj. Gen. Gary S. Patton, the director of DOD’s Sexual Assault Prevention and Response Office, told reporters the Annual Report on Sexual Harassment and Violence at the Military Service Academies showed that reports of sexual assaults continued to rise this year. The report combines self-assessments by each academy with a biennial anonymous survey of cadets and midshipmen.

“Overall, the number of sexual assault reports at the academies has been on an upward trend since academic year 2008,” Patton said. According to the report, 80 cases of sexual assault were reported during the 2011-2012 academic year, compared to 65 in 2010-2011, a 23 percent increase.

“Every one of these reports represents somebody being victimized and traumatized by a terrible crime,” Patton said.

Because sex crimes are underreported to authorities, he said, SAPRO uses data from the biennial Service Academy Gender Relations Survey to measure prevalence of sexual assault and harassment.

The survey is anonymous, allowing cadets and midshipmen to report instances of unwanted sexual contact -- including rape, sexual assault, forcible sodomy, attempts at those crimes, and aggravated and abusive sexual contact -- without exposing their identities. According to the report, the 2012 survey reveals that the prevalence of unwanted sexual contact at the academies remains statistically unchanged since 2010, the last year the survey was conducted.

The survey also showed a significant decrease in the rate of sexual harassment of women at the Air Force Academy and men at the Naval Academy. There were no other statistically significant changes in the prevalence of sexual harassment at the academies.

“Eliminating sexual harassment is critical to preventing sexual assault,” Patton said, noting that survey responses show a strong correlation between victims of sexual assault and harassment.

“We know by the prevalence survey that the rate of occurrence [of sexual assault] is greater than the number of reports we see,” Patton said.

But, because the anonymous survey reveals the prevalence of sexual assault at the academies to be relatively stable, the increase in sexual assault reports is indicative of growth in victims’ confidence in the reporting system, Patton said. In terms of victim care, he said, every report is a step in the right direction.

Both Panetta and Patton expressed concern that greater progress hasn’t been made in preventing sex crimes among academy cadets and midshipmen.

“These crimes and abhorrent behavior are incompatible with the core values we require of our armed forces’ future officers,” Panetta said.

“The solution to this problem is creating a non-permissive environment where sexual harassment, sexist behavior, stalking and these types of behaviors are not condoned, tolerated or ignored,” Patton said. Sexual assault is a crime against a human being, he added, irrespective of gender or sexual orientation.

Panetta directed service chiefs to review their respective academies’ programs and identify “new ways to advance a climate of dignity and respect and … more completely [integrate] sexual assault and harassment prevention into the full spectrum of academy life and learning.”

“We have to all be committed to ensuring that prevention efforts are strong, victims are getting the care they need, offenders are held appropriately accountable and that proper support is offered to cadets and midshipmen as we all take aim at providing an academy environment that’s free from sexual harassment and free from sexual assault,” Patton said.

Joint Enablers Bring Expertise to Contingency Responses

WASHINGTON, Dec. 21, 2012 – Despite words like “cuts,” “streamlining” and “drawdown” sprinkling nearly every reference to the Defense Department, the commander of Joint Enabling Capabilities Command sees no downturn in the appetite for the specialized skills and experience his people provide.

That’s because the new defense strategy and Chairman of the Joint Chiefs of Staff Gen. Martin E. Dempsey’s Capstone Concept for Joint Operations both recognize that contingency operations are likely to become more -- not less -- frequent in the decade ahead, Navy Rear Adm. Scott A. Stearney explained.

Whether for combat operations or a response to a humanitarian disaster, U.S. military forces will be called on to provide support, Stearney said. And wherever they operate, it will almost assuredly be as a joint force that deploys with little advance notice and hits the ground running.

That means they’ll need a command-and-control structure able to spring into action with them at full throttle.

That’s the calling card for Joint Enabling Capabilities Command, the Defense Department’s 9-1-1 force for joint force headquarters operations, Stearney said.

The JECC is the department’s “A team” for the capabilities needed to quickly stand up and operate a Joint Task Force, with experts in operations, plans, knowledge management, intelligence, logistics, communications and public affairs.

They deploy anywhere in the world within just a few days’ notice, organized in teams tailored to the specific combatant commander’s mission to augment assets already on the ground.

“The service forces always have the bulk of the response. They have the bulk of the headquarters staff and the largest number of people,” Stearney said. “So when we find out what the requirement is, we send just what is needed. We send very high-performing, small, mission-tailored teams that are very experienced” in joint task force headquarters operations.

“They bring those joint skill sets that are required to make those task forces truly joint,” Stearney said.
The JECC and its three support elements -- joint planning, joint communications and joint public affairs -- have supported every major military operation since 9/11. That has ranged from contingency missions in Iraq and Afghanistan to humanitarian assistance and disaster relief missions in Pakistan, Haiti and Japan.

Over the past year, the JECC deployed teams to support training for the next U.S. and NATO rotation to Afghanistan and during U.S. European Command’s annual Unified Endeavor exercise with Israel. Most recently, 22 JECC members deployed to New Jersey and New York to provide communications and public affairs support for U.S. Northern Command’s Hurricane Sandy response.

“We provide the rapid joint task force enabling capabilities for the Department of Defense as a 9-1-1 force that provides these skill sets to any type of JTF that would stand up as a result of any type of emerging crisis,” Stearney said. “It doesn’t matter if it’s Pacific Command or Central Command or Southern Command or another command. We support them all.”

To keep their skills sharp and ensure they’re familiar faces on the scene when they deploy to a crisis or contingency, the JECC members work closely with every geographic combatant command. JECC teams deploy to every major “Tier 1” annual training event in support of the Joint Staff and combatant commands. They serve as observer-controllers, sharing expertise, and sometimes, as participants.

“By exercising broadly across the multiple geographic theaters, we are creating these very live networks with the people who we support,” Stearney said. “We are staying plugged in to the different scenarios across the spectrum of military operations, and by doing that, we are staying current.”

This broad, military-wide exposure, he said, gives JECC members a perspective that their peers at the COCOM level who don’t regularly conduct joint task force operations might not see. They’re able to identify mistakes and share best practices, both with the specific command, but also will the Joint Staff to enhance joint task force operations military-wide.

Regardless of the nature of location of a contingency, Stearney said successful JTF headquarters operations boil down to a core truism. “Command and control is command and control,” he said. “Although the scenario may change a bit, it is all a matter of how rapidly that commander can take charge of the situation by going through the stages of the joint operational planning process, how they do joint public affairs and how they do the joint work that we specialize in.”

DOD identified the need for this capability in 2000, and war-gamed the concept of a deployable JTF headquarters during the Millennium Challenge 2002 exercise.

Based on that experience, every geographic command except Central Command stood up its own standing joint task force headquarters. The since-dissolved Joint Forces Command’s standing JTF headquarters focused at the time on operations within Centcom and augmented the other units, as required.

The JECC stood up as a separate command in 2008, and it assumed the missions of the COCOM-level standing joint task force headquarters when former Defense Secretary Robert M. Gates eliminated the COCOM-level headquarters in 2010 as part of his department-wide efficiency review.

In another organizational change, the JECC was moved under the umbrella of U.S. Transportation Command when Joint Forces Command was dissolved in 2011.

Air Force Gen. William F. Fraser III, the Transcom commander, has become a big fan of the JECC, recognizing its contributions to Transcom’s global deployment and distribution enterprise. Citing myriad JECC missions during congressional testimony earlier this year, Fraser called the joint enablers a key element in the United States’ ability to project national power and influence anywhere, at any time.

“Though the missions were of varying size, scope and complexity, in each instance, the JECC provided immediate, short-duration support to increase the effectiveness of joint command and control at the operational level,” he said.

Looking ahead to the future, Stearney recognizes that the JECC, like every other DOD entity, will face tight fiscal scrutiny. “But as most of the services are drawing down and making plans to potentially reduce different types of accounts, I think I am in a growth business,” he said, recognizing the importance placed on command and control and the high demand for joint enabling capabilities.

That’s because Dempsey’s vision, outlined in the Capstone Concept for Joint Operations, “is clearly that the future of warfare is rapidly forming, agile, joint globally integrated operations,” Stearney said. “There will be more conflicts as opposed to fewer conflicts. And each will require some type of command and control structure.”
Despite downsizing pressure across the military, Stearney said it’s important not to undo progress made over the past 11 years that will ensure the success of the U.S. military and its joint forces for the next decade.
“I think one of the lessons we have learned over the last 11 years at war has been that we are really, really good when we are in joint coalition command and control centers,” he said. “We are able to share information, to use information and really develop the value of information, ideas, words and networks as the weapons systems of the future.

“And that is what makes Joint Enabling Capabilities Command such a valuable asset,” he added. “They have immediate credibility when they reach their destination after any kind of crisis event. They get the job done and then they redeploy, without a lot of fanfare.”

Congress Passes Legislation Protecting Military Dogs



 ASPCA applauds measure ensuring adoption, veterinary care for retired military dogs

NEW YORK – The ASPCA® (The American Society for the Prevention of Cruelty to Animals®) today applauds the U.S. Congress for passing legislation to protect military dogs. Included as an amendment to the National Defense Authorization Act for Fiscal Year 2013, the measure provides significant steps for the protection of retired military dogs by streamlining the adoption process and authorizing a system of veterinary care for the retired animals at no expense to taxpayers. The Defense Authorization bill now moves to President Barack Obama for his signature.

This provision was included in the National Defense Authorization Act (NDAA) through the leadership of Sen. Richard Blumenthal (D-Conn.) in the U.S. Senate and Rep. Walter Jones (R-N.C.) in the U.S. House of Representatives.  Both legislators introduced similar legislation to assist military dogs, the Canine Members of the Armed Forces Act, earlier this year.
“Military dogs are true heroes—they play a critical role in our nation’s defense,” said Nancy Perry, senior vice president of ASPCA Government Relations. “These amazing dogs have been loyal to us in extreme circumstances and deserve to be properly cared for and adopted into good homes after such unwavering service to their country. We thank Senator Blumenthal and Representative Jones for ensuring these heroic dogs’ health and well-being is properly cared for.”

Military dogs successfully perform many important and dangerous duties that can be difficult, if not impossible, for humans. After years of service, military dogs deserve a safe retirement option and may require expensive veterinary care to treat health issues related to their dedicated service. Establishing a long-term, reliable source of support for that care will ensure that our nation’s commitment to the dogs’ well-being extends beyond their period of military service. The bill also streamlines the adoption process by standardizing the transfer of retired military dogs from foreign soil back to the United States, where they can be permanently placed into loving homes.
“Military working dogs are so crucial to the safety of our service members, and it is our job to provide them with the love and care that they so honorably deserve when they are retired,” said Rep. Jones.  “I would like to thank Senator Blumenthal for his leadership in the Senate and all the organizations, such as the ASPCA, who have supported our efforts.”

“I am pleased that this year’s NDAA will recognize the importance of military working dogs by providing for their care,” added Sen. Stennis Supports Evaluation of New Materials for Flight Deck Jerseys

USS JOHN C. STENNIS, At Sea (NNS) -- Sailors aboard the Nimitz-class aircraft carrier USS John C. Stennis (CVN 74) were selected to participate in a four-month evaluation of the new design for flight deck working uniform shirts, or "jerseys," in an effort to meet the long term needs of personnel who work on and around the flight deck.

The new jersey is designed to be moisture-wicking, more durable and have anti-microbial properties, as well as fire-retardant capabilities designed to protect the wearer from flash fires.

More than 650 Sailors received a set of five jerseys; each from a different manufacturer and made of different fabric. The jerseys are marked with the letters A, B, C, D or E to ensure the manufacturers of each jersey remain anonymous. Participants will wear and wash the jerseys in the same manner as their current jerseys and will complete surveys during the middle and end of the evaluation period.

"This is a great opportunity for Stennis and Carrier Air Wing (CVW) 9 Sailors to pave the way for the flight deck uniform of the future," said Master Chief Avionics Technician Mike Baker, CVW 9 maintenance master chief.

The new jerseys are almost identical in appearance to the current design with the exception of a new mock collar instead of the current full turtleneck collar. After wearing the jerseys for only a few days, many Stennis Sailors are already enjoying the change.

"I'm pretty excited so far," said Aviation Structural Mechanic 2nd Class William Marchand, from Greenbay, Wis. "The old ones [flight deck jerseys] were hot and tight. It's nice to have something much lighter and different."

"I'm excited about the changes," said Aviation Boatswain's Mate (Fuel) Airman Anjessica Graham, from Tampa Bay, Fla. "The other jerseys were too thick for hot weather and these are nice and thin."

Commander, Naval Air Forces, Atlantic (COMNAVAIRLANT) Force Master Chief Gary McClure agrees.

"This is a uniform that provides moisture management, it is comfortable, and it is flame resistant," said McClure. "This is an initiative that is long overdue. Twenty-first century Sailors deserve 21st century uniforms."

The U.S. Navy plans to conduct similar tests on other aircraft carriers in coming months, including the testing of new flight deck uniform trousers.

Both the jerseys and trousers are sewn by Ability One/National Industries for the Blind which supports job opportunities for people with disabilities.

The John C. Stennis Carrier Strike Group (JCSCSG), consisting of Stennis, CVW 9, Destroyer Squadron 21, and guided-missile cruiser USS Mobile Bay (CG 53) are forward deployed to the U.S. 5th Fleet area of operations to strengthen regional partnerships, sustain maritime security, and support combatant commander requirements for assets in the area.

Rescue, battlefield Airmen train as one

12/21/2012 - AVON PARK AIR FORCE TRAINING RANGE, Fla. (AFNS) -- The afternoon sky was still and silent just before a thunderous HH-60G Pave Hawk landed thrusting 100 mph winds. Out jumped three pararescuemen assessing possible threats in all directions as they headed to aid an injured member of a friendly force.

The 38th Rescue Squadron and 823rd Base Defense Squadron recently wrapped up a three-day training exercise here designed to prepare for missions downrange and to familiarize with each other's operations.

"They operate with more people," said Capt. Michael Vins, a 38th RQS combat rescue officer. "Their standard crew is maybe 12 to 15 guys in their squad, whereas we operate with six at the most. So we have different mindsets on tactics. With this larger force when we work together, we can actually keep moving toward targets and keep going toward more dangerous threats. A lot of the times our tactics are different from that. We're such a small group, it's almost like we're evading as soon as we hit the ground."

The differences in size and tactics didn't stop them from completing objectives, but there was much to be learned by both units on each other's ways of getting the job done.

"The biggest difficulty is assuming they know how we operate and us assuming we know how they operate," said Staff Sgt. Rachel Nelson, a 823rd BDS squad leader. "Then when a scenario kicks off, you realize your guys are operating on two different wavelengths. We're more 'ground and pound' and they're thinking totally different."

Nelson also added how the units blended and overcame their differences to grow.

"It's pretty awesome to see the different dynamics of everything and recognizing that there's so much out there that we don't realize we have to our use," she said. "You get really great ideas from working with these other guys with different tactics and different procedures."

The units have trained together at their home station, Moody Air Force Base, Ga., but never in such a large-scale capacity. Avon Park training range, located nearly 300 miles from Moody AFB, allowed them the time and space needed to execute much more detailed missions.

"Out here, there are less people; there are less assets," Vins said. "It's easier to schedule longer periods of range time. There are so many people at Moody trying to use the range. Grand Bay is right there, but the A-10 (Thunderbolt IIs) need it; the C-130 (Hercules) need it -- whereas down here, there are more areas to choose from."

The exercise included various scenarios over a 12-hour span each day and encompassed mission planning, flying to the area, executing objectives and reconstitution phases.

Members of the mission planning team, or white cell, used every resource they had to make the training as comprehensive as possible.

"The (scenarios) we've completed are what we'd call 'complex casualty evacuations,'" Vins said. "That's the mindset we had going in -- to present these complex missions that weren't just 'go in, get the guy and leave'. It's go in and then figure out, 'Hey, maybe we have to move 500 meters to a different spot, or maybe we have to extricate him from a vehicle. Maybe we have to dive for this guy.'"

BDS defenders also shared similar views on the training's depth and intensity.

"We're actually approaching an entire scenario," Nelson said. "We've got people firing at us, we have somebody captured and we have to think about our resources, one of them being the PJs who are out there to assist us."

According to Vins, the battlefield Airmen played a very vital role to mission success and did a lot to assist the PJs as well. When deployed, the 38th RQS is often embedded with ground forces, and training with the 823rd BDS prepared them for what to expect when operating with those troops.

"They are a very good player as far as a ground piece," he said. "We work a lot with the Marines and the Army downrange, and these guys mimic that player very well. I think they're getting training out of it too as far as their improvised explosive device procedures and calling in medical evacuations."

F-35 'pushes the envelope'

12/20/2012 - EDWARDS AIR FORCE BASE, Calif. -- The F-35 Integrated Test Force made significant progress expanding the flight envelope of the F-35A conventional takeoff and landing variant over the past few months with numerous successes in High Angle of Attack flight test, with the completion of the first intentional departure of controlled flight Dec. 4, 2012, and now having tested the aircraft to 50 degrees AoA.

Prior to these milestones, developmental test with the F-35A was restricted to a flight envelope between -10 and 20 degrees AoA. Now, test maneuvers are being executed up to 50 AoA and intentional departures are being conducted to explore the aircraft behavior even beyond this boundary. Results will be used to clear F-35 operational aircraft to 50 AOA, directly supporting the air superiority needs of the warfighter by allowing them to aggressively maneuver the F-35A.

Throughout the High AoA testing, the F-35A's performance has closely matched piloted simulator results and modeled predictions, giving the team the confidence in the jet to continue moving forward in the test plan.

"We are significantly matching models and it gives us good confidence in the aircraft and how to polish the flight control systems so it's even better than what we started with. Going into this unknown area of High AoA, we really like when things match. It makes you feel very safe, although we will remain cautious all the way though," said David Nelson, F-35 chief test pilot from Lockheed Martin.

"We don't want a first lieutenant going through F-35 school to be the first person to see something. We, as a flight test community, feel this is a protection and a promise we must deliver to the warfighter," he continued.

As a result of the success, the F-35 ITF has also gained momentum in delivering an envelope in 2014 to the program office to the design limit of 50 degrees AoA, along with the ability to pull 7gs throughout the envelope, and also ensuring that the jet can fly out to 700 knots and 1.6 mach.

"This is a huge milestone for the program. This is so important because in 2014, the F-35 program has made a commitment to deliver a flight envelope to the U.S. Air Force. But more than that, we are doing this so we put test pilots like 'Doc' Nelson in a position where we hope no other pilot ever has to deal with. But, if they find themselves in that position, we will have seen it and have verified that they can recover the aircraft," said Lt. Col. George Schwartz, 461st Flight Test Squadron commander.

To mitigate the inherent risk associated with the testing, the High AoA test team began taking shape more than eight years ago, made up of the best flight test professionals in their respective fields, with diverse backgrounds including the F-15 Eagle, F-16 Fighting Falcon, F-18 Hornet and F-22 Raptor.

"We have a team where every person is first-string. No one in the world today, who is testing airplanes, is more proficient at doing this than the members of the High Angle of Attack Test Team. They are the world class experts for this particular type of testing," said Nelson.

From the team's inception, Nelson found out he had been selected to fly the High AoA missions. For more than eight years, he has been flying the High AoA maneuvers in a simulator preparing for the opportunity to fly the missions at Edwards.

Nelson was not alone in preparing for the High AoA testing. By the time the F-35 ITF was ready to fly the first mission, the test team had already been functioning like a well-oiled machine.

"This isn't cliché; the team really does function as a well-oiled machine. These people were trained very well. For many of them, training began in air start testing earlier this year. Talk about high risk -- we turned our one engine off and were able to get it started again," said Nelson.

"That was a build-up to High AoA because when we go out of control, there's always a chance we don't know what's going to happen. It could be that the engine flames out because the intake wasn't meant to spin sideways. And we've seen that before. As a result, we're ready. All pilots flying High AoA did air starts earlier this year," he continued.

While the F-35 ITF was well rehearsed and prepared to begin High AoA testing, the team had one more challenge to overcome before getting underway.

They had to successfully attach the spin recovery chute to the aft of AF-4, giving pilots the capability to deploy the parachute and safely recover the aircraft in flight should the aircraft not be able to regain control during High AoA testing.

"This piece of equipment is a safety of test hardware; meaning that it's critical for the testing of High AoA for safety reasons. We're intentionally putting the aircraft into a nearly unrecoverable state of flight conditions and this piece of equipment is absolutely necessary if we do go out of control," said Dillon Davis, F-35 flight test engineer from Lockheed Martin.

"The SRC is necessary to be able to recover the aircraft in flight. It's necessary for safety of hardware, but more importantly safety for the pilot," he continued.

Maintainers from the F-35 ITF encountered several unique challenges while performing the modification to the aircraft. While some of the problems were anticipated, the team remained unsure of their extent. Through creative ingenuity the F-35 ITF overcame challenges associated with executing the modification for the first time.

"We ran into a lot of 'first times' with this modification and that always adds additional challenges," said Davis.

Modification for the aircraft began in early August and continued throughout October until the team finally conducted the SRC taxi deployment test Oct. 20.

Although the integration of the SRC took longer than initially expected, the program made up valuable time with the recent successes of the High AoA testing.

"The testing is going very well; I'm extremely pleased with the progress," said Schwartz. "But, it's important to note that we are finding areas for improvement. We are feeding that information back for follow-on software versions that will make the aircraft safer and effective in maneuvering at high angles of attach. Midwest Guard Troops Aid States in Storm's Path

ARLINGTON, Va., Dec. 21, 2012 – As the Midwest’s first big winter storm forced road closures and shuttered schools, National Guard soldiers were mobilized to assist in Iowa and Wisconsin.

About 166 Wisconsin National Guard members were called to state active duty and were positioned at armories in key locations around the state as a result of a state of emergency.

In Iowa, about 80 Guard members were on state active duty, working with the Iowa Department of Transportation to assist stranded motorists, said Army Lt. Col. Gregory Hapgood of the Iowa National Guard.

The storm, dubbed Draco by The Weather Channel in its new program to raise awareness of winter storms, was expected to drop up to 18 inches of snow in Iowa, according to the National Weather Service.

Wisconsin Gov. Scott Walker issued an executive order Dec. 19 to allow state and local governments to prepare the resources they need to respond to the storm, which is projected to dump up to 19 inches of snow in a storm corridor spanning from south central to northeast Wisconsin.

Wind gusts up to 45 mph are expected to create near white-out conditions and snow drifts of up to four feet, resulting in degraded travel conditions.

"I issued this executive order to make sure Wisconsin is prepared for whatever this winter storm may bring," Walker said. "Mobilizing our state agency resources during this storm will ensure we leave nothing to chance when it comes to protecting the citizens of Wisconsin."

Those state agencies include Wisconsin Emergency Management and the Wisconsin State Patrol.

Wisconsin-based National Guard armories in Sussex, Oconomowoc, Portage, Oak Creek, Milwaukee, Appleton, Beloit, Richland Center and two in Madison have been selected as emergency sheltering and warming areas, as well as staging areas for Wisconsin National Guard soldiers to respond to calls for assistance from local authorities.

Those requests would include responding to stranded motorists along routes designated by the state Department of Transportation, assisting in closing roads, and conducting welfare checks on those affected by the winter storm.

The Wisconsin State Patrol and the National Weather Service are urging people to avoid traveling.

Buckley assists in humanitarian delivery

12/18/2012 - 12/14/2012 - BUCKLEY AIR FORCE BASE, Colo. - -- Team Buckley provided humanitarian assistance to those in need, Dec. 14, by participating in the Denton Program.

The Denton Program permits the Department of Defense to provide transportation of privately donated cargo to foreign countries using military transportation on a space-available basis.
Col. Robert Uemura, 460th Mission Support Group commander, Maj. John Gustafson the 460th Logistics Readiness Squadron commander, and 460th LRS members loaded a C-130J Hercules aircraft from the 317th Airlift Group, Dyess Air Force Base, Texas, with humanitarian supplies for Afghan citizens.

Today it's primarily clothing, medical equipment and supplies we will be providing to the Afghanistan population, said Uemura.

Isabellas Little Miracles LLC, Casper, Wyo., donated 17,900 pounds of household goods, clothing, shoes, hospital beds and crutches.

"The poor in Kabul and surrounding areas cannot afford to purchase new items and thus these items are given free of charge," said Andrew Mills, 460th LRS airlift operations supervisor.

The items donated will help an estimated 4,000 people in need in Kabul, Afghanistan and surrounding areas.

"This is one of those rare opportunities that we are able to provide that support here at Buckley Air Force Base," said Uemura. "We only do this about twice a year but we're one of the few bases in Air Force Space Command that provides this service."

Four pallets of cargo were loaded on to the aircraft at sunrise on the flight line.

F-35A OUE events completed, success handed to AETC for review

12/21/2012 - EGLIN AIR FORCE BASE, Fla. -- A major step in the building the Air Force's F-35A Lightning II training program was accomplished when the 33rd Fighter Wing completed the training and flying portion of the service's operational utility evaluation on schedule Nov. 15.

Four pilots began training when the evaluation started Sept. 10, expecting it to last approximately 65 days. Six weeks of academic training and 24 sorties later, they are all fully-qualified F-35A pilots.

"We were able to conduct the flying portion in less than half the time than we planned for because things went so well with the flying, weather was good, maintainers were doing a great job getting jets out on the line and instructors were doing a good job of teaching these guys," said Col. Andrew Toth, 33rd Fighter Wing commander.

From no experience to fully qualified joint strike fighter pilot was the hallmark of the success according to wing leaders and instructor pilots.

Lt. Col. Eric Smith, 58th Fighter Squadron director of operations and first Air Force F-35 instructor pilot, recalled leading one of four OUE students, Maj. Joseph Scholtz, during an Instrument qualification course Nov. 9.

"Four weeks before the first pilot qualified, he was an A-10 pilot at Nellis Air Force Base (Nev.) and hadn't been involved much in the F-35 program other than what he read in the news about what was going on," said Smith. "The 33rd Fighter Wing testament to all of the hard work that has been going on here the last three and a half years of standing this place up, getting ready to train pilots, was when we took him out today and he pretty much flew a flawless F-35 mission. It's also a testament to Lockheed Martin partners involved in helping the Nomads, the men and women of 33rd, build a training system down here, develop it and go out and execute it."

During the flying portion, students demonstrated their ability to take off into restricted airspace, train flying in formation while airborne, conduct instrument approaches at a neighboring military base and clear the traffic pattern to land at Eglin. Their "check ride" was an hour-long flight culminating in full qualification to fly the F-35.

"Maintainers have done a fantastic job of generating sorties," Smith said.

The OUE provided the setting to test the 135 trained maintainers in generating up to six flights a day utilizing nine F-35As.

"Maintenance really stepped up to the plate," said Tech. Sgt. Matthew Burch. "They are learning the fifth generation way of maintenance quickly."

As they go along in their daily routine, maintainers find themselves rewriting joint technical data to pave the way for the future "play book" of maintaining F-35As alongside their contract logistics partners.

"Training conducted here at Eglin then enables the rest of the Air Force organizations to start standing up too, begin their training and test and evaluation piece - big steps in the F-35 program," said Toth.

Scholtz will give feedback, as others going through training do, before going back to his unit at Nellis, the 56th Test and Evaluation Squadron where the joint strike fighter will arrive next year.

The other qualified F-35A pilots trained during the OUE were Lt. Col. Brian O'Neill of Edwards Air Force Base, Calif., and Majors Cougar Wilson and Scout Johnston from the 33rd FW.

"A great part of all of this is the fantastic job of all the services. The OUE was a great couple of weeks flying, and we couldn't ask for any more," said Toth. "We are ready for the Joint Operational Test Team to write their report, provide us a quick-look out brief then formally brief our command on what they thought of the training system here. Once we receive the Air Education and Training Command's approval stating we are 'Ready For Training,' we can begin our first class."

Smith and his team of instructors are ready to train six pilots early next year as soon as they get that notice.

"We'll receive the training system for the block 1B operational flight program, the suite of software in the jets," he said. "It'll be our first class in this configuration. We are calling it a small group tryout, a contractual thing to make sure courseware developed is up to standards. It will take two months."

After its first year of training, the wing expects to see "normalcy" in its program.

"Concurrency of testing and training in the Air Force F-35 program means basic training of operational test pilots will happen first at Eglin in the near term," said Toth. "The pilots will then follow-on to Nellis or Edwards to conduct testing on new F-35 systems and capabilities before the wing adapts them in the training environment, resulting in the growth of the program becoming much more normalized. Meanwhile, the game plan for other military services and international partners will continue. Eventually there will be 2,100 maintenance students and 100 U.S. military F-35 pilots a year."
