June 13, 2008 - Army Sgt. 1st Class Vaughn R. Larson, a syndicated editorial cartoonist, arrived here two months ago as one of 20 members from the Wisconsin Army National Guard's 112th Mobile Public Affairs Detachment. Larson is the editor of The Wire, the official weekly publication for Joint Task Force Guantanamo, which handles detainee operations at this U.S. Navy base. This mission in support of Operation Enduring Freedom provides an opportunity for Larson to use experience gained working as a newspaper editor, chief page designer and editorial cartoonist.
"We were put on alert back in January, so it wasn't much of a surprise," Larson told Editor and Publisher magazine in April. "They needed me, so I'm going."
Larson said this is his third deployment in about 20 years with the National Guard. In 1990, he deployed to Saudi Arabia as the noncommissioned officer for the three-man 132nd Military History Detachment in support of operations Desert Shield and Desert Storm. And in 2006, he deployed as a platoon sergeant with a field artillery unit tasked with convoy security operations in support of Operation Iraqi Freedom.
Before this deployment, Larson told E&P that he reviewed the work of Bill Mauldin, who drew cartoons while serving in World War Two.
To draw his own cartoons, Larson said, he first draws "roughs" in pencil and then draws the final idea selection on "Bristol" board. He inks the cartoon using a traditional artist pen that resembles a fountain pen and uses a technical pen to ink the lettering.
The cartoon is then scanned, and Larson adds color using computer software. The entire process takes about four hours, he said.
Larson said the cartoons he draws as a civilian reflect local or state issues for a small stable of newspaper clients in Wisconsin, including the Wisconsin State Journal of Madison and the Freeman of Waukesha.
Cartooning on issues relevant to Guantanamo Bay is more challenging, he admitted.
"I was building a list of cartoons to include in the JTF publication during this deployment, following approval from the chain of command," Larson said. "But there's a lot of operational sensitivity, and it's pretty tricky to include anything that might portray a personal opinion in an official military publication."
Larson, a finalist in the national Fischetti cartooning competition in 2000, said he may resume sending cartoons to his clients.
"It all depends on what kind of time I have," he told E&P. "My first responsibility is to the unit."
After this deployment, Larson hopes to return to The Review, a weekly newspaper in his hometown of Plymouth, Wis., which promised that his job will be there when he returns. "They've been nothing short of wonderful," he told E&P.

Air Guard, Harley-Davidson Join to Improve Processes

June 9, 2008 - For a week in early May, Harley-Davidson and Air National Guard personnel pooled their knowledge on process improvement for the benefit of both organizations. About 20 ANG members from Wisconsin, Pennsylvania, Oregon, California, Illinois, Maine, Montana and Ohio gathered with Harley-Davidson personnel here May 5-9 to glean knowledge of process improvement.
The joint venture originated with a program called Air Force Smart Operations for the 21st Century, AFSO 21 for short. The venture formed in 2006 to eliminate wasteful and unnecessary processes throughout the Air Force.
In November 2007, Col. Billy Asbell, director of the program for the Air National Guard, came to Milwaukee's 128th Air Refueling Wing to help with process improvements. Asbell and his team found many ways to eliminate wasted time from the aircraft inspection process, resulting in a 60 percent reduction in time spent. The team also shaved significant time off the process of painting the refueling booms on KC-135 tanker aircraft.
When Asbell and his AFSO 21 team sought diversion after the duty day, Lt. Col. Craig Plain, of the 128th, suggested a tour of the nearby Harley-Davidson motorcycle factory.
Plain is the director of flexible and emerging learning opportunities at Madison Area Technical College, an academic post with some relevance to process improvement. Since Harley-Davidson has a process improvement program of its own under the rubric of "Operational Excellence," the tour givers and the tour takers started comparing notes.
With ideas flying, the original purpose of the visit was soon forgotten.
"We never got to the tour," Asbell said. "It went real quickly from a tour to a meeting. We talked for about three hours."
The exchange of ideas led directly to this spring's joint military-civilian training event at Harley-Davidson University here. Besides Asbell and Plain, the instructional cadre included Linda Berry, an AFSO 21 instructor on Asbell's team.
In teaming up with the Milwaukee-based motorcycle manufacturer, the AFSO 21 team hoped to learn how managers in a leading civilian company improve work load, work flow and productivity of their business operations, and then to apply the best of those ideas to the Air National Guard.
Asbell estimated that about 10 percent of ANG members work with process improvement in their civilian jobs. "I want to find those people [and put them to work]," he said.
From Harley-Davidson's point of view, the benefits of sharing knowledge with the Air National Guard were well worth the effort.
"While what we do might be very different," Nelson said, "how we do it sometimes isn't as different as we might think. And why we need to do it is often very similar."
For the Harley-Davidson personnel, it was an opportunity to learn about the new Air Force system.
The AFSO 21 method examines the processes of any office or shop and breaks them down to a long list of individual steps using "value stream mapping," a procedure Asbell refers to as "mapping it out."
The individual steps are evaluated to figure out which ones are necessary to the job and which ones are not. The steps deemed unnecessary are promptly cut from the list. The product is a streamlined process that leads to better productivity.
And it doesn't matter if your collar is blue or white -- or even camouflage. Part of Air Force Smart Operations 21's appeal is its "one size fits all" approach. Whatever the job, an AFSO 21 specialist can help workers examine and analyze their operating procedures, uncover the wasteful and redundant parts of the job, and then create a new, more effective and time-saving way to get it done.

This contract will include a scenario generation editor that will make use of agent-based distillation models technology creating rapid scenario generation and performance measurement metrics for analysis, experimentation, and training federations; a prototype system that creates and builds on the novel use of these emerging technologies as they are applied to a live virtual constructive training environment; and a prototype eLearning testbed that will allow research into when, where, what and why basic eLearning courses should be enhanced with gaming and distributed training technologies. Work will be performed in Honolulu, Hawaii and is expected to be completed in Apr. 2013. Contract funds in the amount of $1,120,500 will expire at the end of the current fiscal year. L3 Communications Vertex Aerospace LLC, Madison, Miss., is being awarded an $11,262,673 modification to a previously awarded fixed-price, cost-reimbursable contract (N00019-03-D-0010) to provide additional funds for services in support of the T-45 trainer system contractor logistics support effort. Specifically, this modification provides for the fiscal 07 and fiscal 08 cost impact for wages and fringe benefit adjustments as a result of the collective bargaining agreement, dated Oct. 1, 2006 through Aug. 1, 2009, and area wage determination No. 05-2300 (Rev-4), 05-2300 (Rev-5), 94-2300 and 05-2508. This action is in accordance with the Fair Labor Standards Act and Service Contract Act – price adjustment clause and notification of changes cslause. Work will be performed at the Naval Air Station (NAS) Kingsville, Texas, (51 percent) and NAS Meridian, Miss., (49 percent), and work is expected to be completed in Sep. 2008. Healy Tibbitts Builders, Inc., Aiea, Hawaii, is being awarded $6,299,940 for firm-fixed-price task order #0022 under a previously awarded indefinite-delivery/indefinite-quantity multiple award construction contract (N62742-04-D-1300) for maintenance dredging of Sierra Wharves, Yankee Wharves and Kilo Wharf and construction of a confined disposal facility cell #3 at Waipio Peninsula, Naval Station, Pearl Harbor. Work will be performed in Pearl Harbor, Hawaii, and work is expected to be completed by Apr. 2009. Contract funds will expire at the end of the current fiscal year. Future Research Corp., Huntsville, Ala., is being awarded a $6,132,815 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for laptop computer, associated accessories and integrated services to support the DOD Joint Technical Data Initiative. Work will be performed in Huntsville, Ala., and work is expected to be completed by September 2008. Contract funds will not expire at the end of the current fiscal year. AIR FORCE
General Atomics of San Diego, Calif., is being awarded a cost plus fee term contract for $177,082,588. This contract includes all programs management, urgent repairs and services, logistics support, configuration management, technical manual and software maintenance, engineering technical services, contractor engineering technical services, contractor engineering technical specialists (formerly field support representatives), contractor inventory control point (formerly depot supply support) and spares management, depot repair, flight operations support, reliability/maintenance enhancements, CAMs/REMIS/CEMS data collection/entry and numbered periodic depot maintenance for the Predator/Reaper MQ-1 and MQ-9 unmanned aircraft system (UAS) programs. Northrop Grumman Information Technology of Herndon Va., is being awarded an indefinite delivery/indefinite quantity contract for $177,082,588. This effort will accomplish the delivery of Joint Enterprise DoDIIS Infrastructure software and DoDIIS Trusted Workstation software. This effort will include requirements definition analysis, systems engineering, development, integration management, quality control, requirements definition analysis, systems engineering, development, integration management, quality control, familiarization, integration/interoperability testing, security and system operation and administration. This effort will result in the delivery of several software releases (approximately one release every six months) to the DTW/JEDI user community, to include computer software, technical documentation, and as required, the installation and maintenance of the current systems located at existing intelligence sites worldwide. Honeywell International Incorp., of Clearwater Fla., is being awarded a firm fixed price modification contract for $15,433,853. This action will provide one hundred eighty-one EGI production units, thirty EGI retrofit units, twenty-one EGI contractor depot repairs and one EGI mount. The embedded GPS/INS (EGI) unit is a non-development Item being procured to meet the navigation requirements of Tri-Service and Foreign Military Sales platforms. This is a modification to exercise options for the aforementioned efforts. At this time $15,433,853 has been obligated. Boeing Co., Integrated Defense Systems of Wichita, Kan., is being awarded a firm fixed price modification contract for $8,220,600. This contract modification will provide additional contract funding in support of the fourth year of a five year contractor logistics support for contract the VC-25A aircraft.
