FIRST TALL SHIPS ARE CONFIRMED FOR NEW ORLEANS NAVY/OPSAIL COMMEMORATION

Commemorations of War of 1812 and The Star-Spangled Banner Bicentennials Bring Tall Ships, Navy Vessels, Blue Angels and More to New Orleans, April 17 – 23, 2012

New Orleans, LA – The NOLA Navy Week Host Committee and Operation Sail, Inc. have confirmed the first tall ships coming to New Orleans April 17 – 23, 2012. The historic USCG Barque Eagle will join the Guayas of Ecuador and the Gloria of Colombia in New Orleans at Woldenberg Park.

The U.S. Navy and OpSail will commemorate The Bicentennial of the War of 1812 and The Star-Spangled Banner and have chosen The City of New Orleans as the inaugural destination of a three-year nationwide celebration that will also finish in New Orleans in 2015. “Being the inaugural city to kick off a three-year nationwide celebration speaks to the greatness of our city,” said Mayor Mitch Landrieu. “We will set the bar high for all cities by demonstrating our experience in entertainment on a massive level.

States, municipalities, and civic organizations have formed host committees to organize the details of the events in each port in concert with Navy officials and OpSail executives. Mayor Mitch Landrieu appointed Mark Romig to be Chairman of the host committee in New Orleans (www.nolanavyweek.com).  Related commemorations will take place on the Atlantic Coast in New York, Norfolk, Baltimore, Boston, and New London. Commemoration events in the Great Lakes will take place in Milwaukee, Chicago, Toledo, Cleveland, Detroit, and Buffalo.

“Our committees have been working steadily to begin ironing out the details that will make up the event,” said Mark Romig, Chairman of the NOLA Navy Week Host Committee. “We are presently looking for sponsoring partners who want to be part of something truly historic and see the opportunity for vast exposure on a national level.”

Built at the Blohm and Voss Shipyard in Hamburg, Germany in 1936, and commissioned as Horst Wessel, the USCG Barque Eagle was one of three sail-training ships operated by the pre-World War II German Navy.  At the close of the war, the ship was taken as a war reparation by the U.S., re-commissioned as the U.S. Coast Guard Cutter Eagle and sailed to New London, Connecticut, which has been its homeport ever since.

The Guayas, a 914-ton, three-masted barquentine, was named both for the longest river in Ecuador and the first steamship ever built in the Guayaquil Shipyard. The Guayas stretches over 257 feet long, and, like her sister ship, the Gloria, now serves as a training ship. She carries 80 cadets under the guidance of 35 officers and crew members.

Built in 1967, the Gloria is a Colombian barquentine now serving as a school ship, with a crew of 80 cadets. She was modeled after Germany’s Gorch Foch and is able to stay at sea for up to 60 days without external supplies. Launched in 1968 from Bilbao, Spain, she is 178 feet in length and carries 23 sails. Her first long voyage took place in 1970, when she traveled from Cartagena to Sydney, Australia.

“Bringing the tall ships of the world back to U.S. waters for the commemoration of this glorious American milestone excites the imagination,” said Jose Fuentes, chairman of Operation Sail.  “Throughout 2012-2015, millions of people will watch these graceful and majestic sailing ships as they parade together, and celebrate the brotherhood of the sea and our freedoms.”

The week-long 2012 program in New Orleans will include parades of sail, public visitation, a spectacular air show by the Blue Angels, international athletic competitions, and community relations activities. The theme of the event is, “Our Flag Was Still There.”

 “The War of 1812 really signified our rebirth as a Navy and a nation,” Said Chief of Naval Operations Admiral Jonathan W. Greenert. “In a few short months, we’ll be celebrating the commemoration of the 200th anniversary of the War of 1812. We’ll learn a lot about our Navy over the next twelve months.”

The Navy has invited some 120 countries to send appropriate combat ships as well as their national academy sail-training tall ships to America for the 2012 commemoration events. The Navy and Operation Sail have partnered in producing major patriotic events for more than 50 years.

More ships coming to New Orleans will be announced between now and April 2012.

Constitution Sailors Lend a Hand to Habitat for Humanity in New Orleans

NEW ORLEANS (NNS) -- USS Constitution Sailors helped build a home as part of a Habitat for Humanity project in New Orleans, May 11.

Lt. Cmdr. Stephen Shirley, executive officer of Constitution, Yeoman 1st Class(SCW) Chrishinda Dobbs, Airman Sang Nguyen, Aviation Structural Mechanic Airman Andrew Wyall and Master-at-Arms Seaman Gary Matthias participated in the project as part of New Orleans Navy Week.

"I'm glad we were able to support Habitat for Humanity," said Shirley. "We worked as a global force for good with local Sailors as one team conquering the hard work at hand."

Sailors assigned to Navy Operational Support Center New Orleans and Naval Support Activity, New Orleans, also participated in digging out an area of earth in preparation for building the home's driveway. They also dug holes and trimmed the yard for a future fence.

"I look forward to seeing the end result," said Dobbs. "Although we will never meet the family we're helping, we know through our combined efforts, there will be, in a sense, a miracle to come for this family."

"That certainly was inspiring," said Rear Adm. Vic Guillory, commander of U.S. Naval Forces Southern Command and U.S. 4th Fleet. "The Sailors have been a tremendous representative of the Navy, and it gives me a tremendous sense of pride; men and women with different stories serving in a Navy bigger than ourselves, and today they proved just that."

Habitat for Humanity, a nonprofit organization, offers their homes at no interest to families who qualify.

New Orleans Navy Week is one 21 Navy Weeks planned across America in 2011. Navy Weeks are designed to show Americans the investment they have made in their Navy and increase awareness in cities that do not have a significant Navy presence.

Constitution is located in the Charlestown Navy Yard in Boston. She is the world's oldest commissioned warship afloat and welcomes more than 500,000 visitors per year.

New Orleans Navy Week Gets Underway

NEW ORLEANS (NNS) -- New Orleans Navy Week 2011 officially got underway with the reading of a proclamation inside city council chambers May 5.

Mark Gorenflo, deputy under secretary of the Navy, is one of the official spokesman during New Orleans Navy Week 2011. During a television interview, Gorenflo described the purpose of New Orleans Navy Week.

"This is an opportunity for the Navy to show how it is working around the world for the people of New Orleans," said Gorenflo. "The Navy is America's away team, ready to fight, ready to respond to global threats anywhere in the world, or to perform humanitarian missions."

President of the New Orleans City Council, Jackie Clarkson, read the proclamation honoring Navy men and women, after the colors were paraded through city hall and Navy musicians performed for spectators.

The Navy Office of Community Outreach (NAVCO), Navy Recruiting District (NRD) New Orleans and Naval Air Station Joint Reserve Base (NASJRB) New Orleans have joined forces this week, along with the Navy Blue Angels and Navy Band New Orleans to provide opportunities for citizens to meet Sailors and learn more about the Navy's vast operational capabilities.

New Orleans Navy Week is one of 21 Navy Weeks being held across America in 2011, and is designed to provide local residents an up-close and personal look at the service performed by the men and women of the U.S. Navy.

The week is slated to include the following events: Navy participation in the Nawlin's Air Show, which is expected to attract upwards of 75,000 visitors each day; the U.S. Navy Band New Orleans will perform at several area schools as well as at a variety of free public concerts; Sailors from namesake ships and from local Navy commands will volunteer at projects coordinated by Habitat For Humanity and Beacon of Hope, as well as area high schools.

The week-long schedule of events also includes government, corporate, civic and educational engagements by Navy spokesmen who aim to tell the Navy's role in world affairs.

During New Orleans Navy Week 2011, Rear Adm. Victor G. Guillory, commander, U.S. Naval Forces Southern Command, U.S. 4th Fleet will throw out the ceremonial first pitch at the New Orleans Zephyer's baseball game, conduct media interviews throughout the city, speak to members of the Downtown Rotary Club and the New Orleans Urban League, and he will deliver ball caps and good cheer to young patients during a Caps For Kids event in the Children's Ward of the Ochsner Hospital. Guillory will also pay a visit to his alma mater Holy Cross High School.

"New Orleans is at its heart a true Navy town, dating back more than 200 years," said Cmdr. John Filostrat, a native of New Orleans and the officer-in-charge for the Navy Office of Community Outreach during New Orleans Navy Week 2011.

"The local community has embraced the Navy, which is home to a Navy Recruiting District, Naval Air Logistics Office, Naval Air Station Joint Reserve Base in Belle Chasse and the Navy Operational Support Center in Algiers," said Filostrat. "The partnership that exists here remains strong and thriving."

Interactive displays including the Navy Suburban, a Navy-themed media center on wheels equipped with video games, and the Navy Simulator which is a ride that moves in sync with live-action video imagery to give a person the sense and idea of what the Navy is about, will provide additional entertainment during Navy Week events at a variety of locations in and around the New Orleans region.

The last time New Orleans was selected to host a Navy Week was in 2009.

USS Constitution Sailors to Participate in New Orleans Navy Week

CHARLESTOWN, Mass. (NNS) -- Sailors assigned to USS Constitution will participate in New Orleans Navy Week in New Orleans May 5-14.

Sailors will kick off their participation with two days of interacting with spectators of the N'awlins Air Show 2011.

In keeping with tradition, the crew will provide naval history lessons at area high schools. They will also support Habitat for Humanity and Beacon of Hope humanitarian projects, and provide color guard services at a New Orleans VooDoo football game and New Orleans Zephyrs baseball game.

"I hope that we are able to further educate the public on the history of USS Constitution as well as our role as modern Navy Sailors aboard America's Ship of State," said Lt. Cmdr. Stephen Shirley, USS Constitution executive officer, who will be leading his team of five Sailors during Navy Week. "Our Sailors are not only interpretive historians, but also very much involved in the modern Navy's mission of being a global force for good."

Additionally, they will give Navy ball caps to children during a Caps for Kids event at Ochsner Medical Center and meet with members of the Japan Society of New Orleans.

"This event will link the Japan Society of New Orleans with U.S. Navy Sailors to recognize our continued support for Japan overseas, as we help them recover and rebuild from the earthquake," said Shirley. "I served four years in Japan, and I'm anxious to be a part of the U.S. Navy's continued support to the Japanese people."

This is the third Navy Week Constitution Sailors will participate in 2011. They participated in Tampa Bay Navy Week in January, and Austin Navy Week in March.

"We're continuing to do a lot of great things, tying the Navy of the past through history presentations with the Navy of today, being a global force for good through community outreach," said Master-at-Arms Seaman Gary Matthias. "We're a unique command with a role unlike others. It's a responsibility I'm proud to have taken on."

The primary purpose of Navy Week is to increase Navy awareness by presenting the Navy to Americans who live in cities that normally do not have a significant naval presence. New Orleans Navy Week will showcase the mission, capabilities and achievements of the U.S. Navy and provide residents the opportunity to meet Sailors first hand.

Pentagon Channel's 'Grill Sergeants' Becomes Hot iTunes Commodity

Dec. 9, 2008 - If one of the Pentagon Channel's newest programs was a hot Apple iTunes download before, it'll be on fire in the near future. The company recently named "The Grill Sergeants" one of its top 25 videos of the year. It's currently ranked as No. 13.

"We were pretty excited. Obviously, it's great to get recognition for your programming," said Michael Winneker, the Pentagon Channel's distribution and marketing manager. "We always know around here that it's good, ... but it's kind of nice to hear from other listeners or viewers that the programming is good and people are interested in it."

Apple iTunes divides its podcasts into categories. "The Grill Sergeants" is found in the "Government and Organizations" section, where it usually enjoys a Top 5 placement.

Winneker attributes the iTunes accolades to a current interest in both cooking shows and the military.

"I think people, traditionally, when they think of military cooking they think of the chow hall and someone with an ice cream scooper of mashed potatoes and they're slamming it down on the tray," he said. "I think this show proves that we do have some great military chefs out there, and some great food and great recipes that anyone can pick up."

"The Grill Sergeants," which is five episodes into its second season, is hosted by Army Sgt. 1st Class Brad Turner, a New Orleans native.

An aficionado of many cuisines, Turner was chosen as an apprentice to the U.S. Army Culinary Team while stationed at Fort Stewart, Ga. Later, he apprenticed with German master chef Hans Bauer in Amberg, Germany.

After being reassigned to Fort Bliss, Texas, Turner helped to establish the Fort Bliss Culinary Program.

But it's not only Turner's pots and pans that have put him in the spotlight. It seems he's got a set of pipes, too. The chef loves to sing while he cooks, and even won the title of 2007 Fort Lee (Va.) military Idol.

Turner now is stationed at Camp Stanley, South Korea, where he serves as the dining facility manager at the Stanley Gardens Restaurant. The father of seven says his motto is "Share your love, share your food."

"The Grill Sergeants" airs on the Pentagon Channel at noon EST on Mondays. Past episodes are available for download from the Pentagon Channel's Web site, as well as iTunes. The Pentagon Channel also makes available for download podcasts of 16 other programs and 10 audio podcasts, all of which are free, Winneker said.

Deployed Soldier Runs Gamut from Infantry to Personnel Office

Nov. 24, 2008 - Army Spc. Anthony Calhoun has discovered that sometimes the things we don't plan, work out the best. Calhoun didn't plan to enlist in the Army. But once he did, he realized it was his calling. From infantryman to administrative specialist, he has had a spectrum of experiences in his Army career. Currently, he is a 10th Mountain Division Defense Enrollment Eligibility Reporting System operator.

"Honestly, I don't know why I joined. I was just watching TV, and it looked fun -- jumping out of helicopters," the New Orleans native said. "I have always been infatuated with tanks and helicopters and things like that. I guess it was just in my blood; it was kind of like a childhood dream to try it out."

Calhoun enlisted in 1999 and served the next six years with the 3rd Infantry Division's 3rd Brigade. He was deployed multiple times, including for a two-year tour at the beginning of Operation Iraqi Freedom.

"At the time, the length of the deployment didn't bother me. The people you are around make a big difference," Calhoun said. "You adopt each other as family ... your military family is actually closer. It's weird, but we would all die for each other.

"I got used to the field time. That's all we ever did was train, so I was prepared for it."

Asked what his favorite job position was, Calhoun doesn't hesitate: It was when he moved from team leader to squad leader right before the kick off of Operation Iraqi Freedom.

"I got to lead soldiers in combat. I feel I am a natural born leader. Some people you have to teach to lead, but I feel it is one of my best assets to lead," Calhoun said. "I am a take charge type of person."

Calhoun had a two-year break in service from 2005 to 2007, during which he spent time with his family. He re-enlisted, he said, because he loved what he was doing.

"My three children -- Destiny, 11, Tyreik, 10, and Trayvion, 8 -- think it is just one of the most wonderful jobs in the world," he said. "Daddy was fighting bad people, and daddy was in Iraq."

Since his return to active duty, Calhoun left the front lines to take his current position with 10th Mountain Division. His work here includes providing identification cards, retirement packets, supervising finance, and assisting with awards and personnel actions.

"Being with 10th Mountain is a whole different ball game for me because I am used to the mechanized world," he said. "So, it is totally different. You have to be more professional here than anything, especially with the job I have. Being on line is totally different than being in a division element. It is like going from day to night."

Comparing Iraq's current state of affairs to his previous deployment here, Calhoun feels the improvements in security prove coalition forces are doing the right thing.

"I have been outside the wire twice since I've been here," he said. "Seeing what it was from when I was here before to seeing it now, it is really amazing."

Calhoun's future plans include pursuing his promotion to sergeant and eventually putting in a packet to become a warrant officer in the aviation field.

"I've done everything else I've wanted to do so far," he said. "I've been in the Bradley's, I've shot a tank, I've been around all kinds of artillery on the ground. The one thing left to do that I haven't done is to fly a [helicopter]."

EDO Western Corp., Salt Lake City, Utah, is being awarded a $33,272,851 firm fixed price, indefinite delivery/indefinite quantity contract for AN/SQS-53C Unit 717 Sonar Tranducer Array Shipsets. The AN/SQS-53C Unit 717 Sonar Tranducer Array is a component of the AN/SQQ-89(V), which is a fully integrated Surface Ship Undersea Warfare combat system with the capability to search, detect, classify, localize, and attack submarine targets. Work will be performed in Salt Lake City, Utah, and is expected to be completed by November 2013. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via Federal Business Opportunities, with twooffers received. The Naval Surface Warfare Center, Crane, Ind., is the contracting activity (N00164-09-D-GP05).

Canadian Commercial Corp., General Dynamics Land Systems - Canada, is being awarded a $22,250,250 firm fixed priced modification to delivery order #0004 under previously awarded contract (M67854-07-D-5028) for the purchase of Authorized Stockage List (ASL) parts to support 673 vehicles. Work will be performed in Durban, South Africa, and work is expected to be completed no later than July 9, 2009. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

General Dynamics, Electric Boat, Groton, Conn., is being awarded a $6,290,977 modification to previously awarded contract (N00024-06-C-4003) for Nuclear Regional Maintenance Department tasks in support of operational nuclear submarines including maintaining and modernizing Government-owned facilities and equipment and providing off-hull support of submarine maintenance. The contractor will provide supervisory personnel as necessary, program management, engineering and planning, training, inspection and nuclear services to accomplish intermediate-level nuclear submarine maintenance, modernization and repairs. The contractor shall accomplish naval nuclear work tasks using approved processes, technical work documents, and equipment. The contractor's efforts shall include program management services such as planning, scheduling, coordination, integration, training, and certification of nuclear work. Work will be performed in New London, Conn., and is expected to be completed by September 2009. Contract funds in the amount of $6,290,977 will expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY

AM General LLC, Mishawaka, Ind. is being awarded a maximum $62,718,847 firm fixed price, sole source, requirements type contract for parts and functional support services. Other locations of performance are Pennsylvania, Texas and Maine. Using service is Army. Contract funds will expire at the end of the current fiscal year. This contract has a one year base and four possible one year options. The date of performance completion is January 2010. AIR FORCE

John Bean Technologies, JBT Aero Tech of Orlando, Fla., is being awarded a firm fixed price contract for a maximum $44,553,589.25. Beretta U.S.A. Corp., Accokeek, Md., was awarded on Nov. 7, 2008, a $8,154,800 three year firm fixed price contract for 20,000 Beretta 92FS 9mm pistols. ECM-GEC JV, Metairie, La., was awarded on Nov. 6, 2008, a $5,680,875 firm fixed price contract to provide four final Geotechnical Soil Reports, final construction plans and specifications for the design of the New Orleans-to-Venice back levees of reaches NOV-6, NOV-7 and NOV-8 Hurricane Protection Project. East Miss., Electric Power Association, Meridian, Miss., is being awarded the conveyance of the electrical distribution system at Naval Air Station Meridian, and at its outlying field (OLF), OLF Joe Williams. They are also being awarded a $52,433,846 fixed-price with prospective price redetermination contract for distribution services to include maintenance and repair of the electrical distribution system. Ship support services include installation of a chilled water plant with chilled water pumps, air cooled chillers, high pressure air compressors, nitrogen tanks, air receivers, space for portable emergency generators, electrical switchgear and transformer equipment. Gates OKs Call-up of 50,000 Guard Troops for Hurricane Support

Sept. 2, 2008 - Up to 50,000 National Guard personnel can be called up for the response to Hurricane Gustav if needed, a National Guard Bureau official said yesterday. "They will operate under the control of the governors through the adjutants general," Air Force Maj. Gen. William Etter, director of domestic operations for the National Guard Bureau, said at a media briefing held by the Federal Emergency Management Agency.

Defense Secretary Robert M. Gates authorized the call-up Aug. 31 for a period ending Sept. 15.

Etter said the National Guard has more than 14,000 citizen-soldiers and -airmen deployed to the Gulf Coast, and "we are poised to flex this number as required."

"Their response so far has been superb, and no effort has been spared to ensure the safety, security and well being of the citizens of the Gulf Coast," he said.

Etter praised the Guard's interagency partners for their teamwork. "We all recognized ... early on the potential seriousness of this storm and started coordination to support the affected states," he said. "And right now, we believe we have had a rapid, effective response to the storm."

Over the weekend, the National Guard evacuated more than 17,000 citizens from New Orleans and almost 600 special-needs patients regionally.

Current operations include 24-hour security patrols in New Orleans. Also, 350 buses with National Guard drivers are pre-positioned to conduct a post-landfall evacuation if needed.

The National Guard has more than 3,800 highwater vehicles and 86 helicopters in the region, ready to deploy as needed, Etter said.

In addition to its response to Hurricane Gustav, the National Guard is preparing for the potential landfall of Tropical Storm Hanna.

Corps of Engineers Surveys New Orleans Levee System in Gustav's Wake

Sept. 2, 2008 - Army Corps of Engineers teams have fanned out across New Orleans to survey the 350 miles of levees, floodgates and floodwalls that protect New Orleans, while expressing cautious optimism that the reinforced system successfully withstood Hurricane Gustav. "All indications are that the system held, as expected," Amanda Jones, a Corps spokeswoman, said from the Corps' Vicksburg, Miss., district office.

Jones reported water overwashing levees in some areas, but said no breaches have been identified in the system that's been heavily reinforced since Hurricane Katrina struck in August 2005.

The Corps has about 30 people on the ground assessing the network and expected to do a flyover of the region today, Jones said. Additional Corps members are expected to arrive within the next day or two to step up those assessments.

But by all indications, Jones said, the reinforced system appears to have stood up to its first post-Katrina test as Hurricane Gustav made landfall yesterday as a Category 2 hurricane.

Corps staffers rode out Gustav at each of three outfall canals in New Orleans as well as the Harvey Canal and at all locks.

In dramatic footage captured by a television news crew, William Zar from the Corps' New Orleans District Office dove into Industrial Canal's choppy waters to secure a 500-gallon diesel fuel tank that had broken loose and threatened to ram a floodwall. Zar was patrolling the area in the Corps' tugboat Kent when he spotted the tank.

Last night, Corps workers closed gates to the London and 17th Street canals in the face of rising water, Jones said. The gates will be reopened as water levels drop, she added. The levees along the 17th Street Canal broke during Hurricane Katrina, contributing to widespread flooding.

Army Maj. Gen. Don Riley, the Corps' deputy commander, expressed optimism yesterday that New Orleans had survived Hurricane Gustav, but said it's still too soon to declare victory.

"There is still a danger, clearly, because of the wind and the wave wash that's occurring, and the tremendous pressure that's against all of the levees and floodwalls," he said at a Federal Emergency Management Agency briefing in Washington. "Until that abates, I think there's still danger. But we're confident they will withstand the erosion and the forces they see right now."

The Corps is halfway through a six-year project to strengthen the Crescent City's hurricane defenses, Corps of Engineers officials reported. So far, 220 miles of floodwalls and levees have been repaired and restored, with I-walls replaced with stronger T-walls at breach sites, floodwalls armored and transition points strengthened between floodwalls and levees, officials said. In addition, 18 interior pump stations have been repaired and improved, with eight more under construction and four in the design phase.

In preparation for Gustav, the Corps followed its emergency response plan, alerting its emergency command posts, stationing liaisons in all 13 of Louisiana's coastal parishes for redundant communications and preparing to operate canal gates.

The Corps also pre-positioned supplies, rocks, sand, bastions and equipment, and had 400 4,000-to-7,000-pound sandbags filled and ready for use. As a flood-fighting measure, workers placed sand baskets along an 1,800-foot section of the Industrial Canal's west floodwall. They also tested gates and temporary pumping stations – each capable of pumping 16,000 cubic feet of water per second -- at the three outfall canals.

Guard Aids New Orleans Evacuation, Braces for Storm Mission

Aug. 31, 2008 - With the full force of the Louisiana National Guard activated, more than 7,000 citizen-soldiers and -airmen are assisting local authorities with evacuation and security efforts in New Orleans and performing dozens of other missions across the state as Hurricane Gustav approaches. As the Guard and the state brace for the powerful storm, each day brings new challenges that all agencies involved must work together to overcome. "Louisiana citizens and our governor needed the Guard, and we were there immediately, redirecting hundreds of troops to assist New Orleans with their evacuation plan," Army Maj. Gen. Bennett C. Landreneau, Louisiana's adjutant general, said.

Guard soldiers began patrolling the streets of New Orleans yesterday, assisting with security as the area began evacuating citizens. They were scheduled to begin helping the state police with "contraflow" operations today, a process that converts normally inbound roads to handle outbound evacuation traffic.

About 400 National Guard soldiers and airmen are driving buses, transporting citizens to shelters across the state.

In other areas, convoys carrying more than 900 soldiers from the 225th Engineer Brigade arrived in Lake Charles, Napoleonville, Iowa, Breaux Bridge, Lake Charles and Rayne yesterday to assist civil authorities with evacuation and security of citizens moving from southwestern Louisiana on contraflow routes.

"One of our greatest strengths is that we are citizen-soldiers and live in the communities we serve, Landreneau said. "We are able to transition from our civilian careers to military roles quickly when called upon."

The activation of the 225th Engineer Brigade calls into service soldiers who are responsible for boat search-and-rescue missions, engineer assessment teams that will deploy to support coastal parishes, security teams and contraflow support.

As the Louisiana Guard activation has reached full potential, officials have called on sister states to support additional requirements created by Gustav's landfall, expected tomorrow afternoon. Battalions from Kentucky and Tennessee and 28 aircraft arrived in Louisiana yesterday, thanks to the Emergency Management Assistance Compact, a mutual-support agreement among states.

A Guard military intelligence battalion already serving in hurricane operations has provided a Spanish-speaking soldier to relocate to New Orleans and assist residents in understanding instructions being given by the governor and other agencies.

In an advisory issued at 1 p.m. EDT today, the National Weather Service said Gustav was 270 miles southeast of the mouth of the Mississippi River, moving toward the northwest at 17 mph. Though maximum sustained winds had dropped to 115 mph with higher gusts, forecasters said, it could regain Category 4 status tonight or tomorrow. A Category 4 hurricane has maximum sustained winds of 131 to 155 mph.

Governor Calls Louisiana National Guard to Full Operational Status

Aug. 30, 2008 - As 1,500 National Guard members arrived in New Orleans yesterday to support the city's police department and assist in executing civil support missions, Louisiana Gov. Bobby Jindal announced the activation of all available remaining Louisiana National Guard forces to assist with emergency operations in preparation for Hurricane Gustav. With the newly activated troops coming on board today, the total of Louisiana Guard members activated reaches 7,000.

Gustav, which grew to a Category 3 hurricane overnight, is bearing down on western Cuba today with sustained winds of more than 120 mph, and is expected to make landfall on the U.S. Gulf Coast late Sept. 1 or early Sept. 2.

The Guard troops who arrived in New Orleans yesterday will safeguard homes and businesses during evacuation and instill confidence in the citizens, state Guard officials said.

The state's adjutant general assured residents of a response to Gustav that's based on lessons learned three years ago, when back-to-back hurricanes struck the region.

"The Louisiana National Guard is fully prepared for a hurricane disaster and has improved reaction times, communication and equipment resources by learning from hurricanes Katrina and Rita," Army Maj. Gen. Bennett C. Landreneau said. "Throughout the year, the Louisiana National Guard, in coordination with other state and local agencies has conducted numerous statewide emergency response exercises testing capabilities, and validating plans to improve overall efficiency and reaction time. These coordinated efforts were and continue to be crucial to our current success."

As state forces in Louisiana have reached a full operational capability status, neighboring states are preparing assets in the event they are needed as well.

The Louisiana National Guard has requested additional aviation assets and personnel through the Emergency Management Assistance Compact -- a mutual-support agreement -- to assist with meeting potential mission requirements, with the Arkansas National Guard responding and moving into place.

Headquarters 1-114th Aviation Battalion of North Little Rock, Ark., is sending 44 personnel to Esler Field in Pineville, La., to fill in for Louisiana's 1-244th Assault Helicopter Battalion of the 204th Theater Airfield Operations Group, currently deployed in support of Operation Iraqi Freedom.

Other neighboring states also have National Guard forces ready to deploy if additional support is needed, officials said.

This contract includes one base period and four one-year options that, if exercised, bring the total estimated value of the contract to $42,146,213.
