America Supports You: Construction Starts on Rehab Center

Sept. 29, 2008 - Construction began last week in Gardner, Mass., on an $8 million live-in rehabilitation center for wounded warriors. The Northeast Veteran Training and Rehabilitation Center will be built on the main campus of Mount Wachusett Community College.

The facility will include 10 duplex housing units and a rehabilitation center to serve veterans of the wars in Iraq and Afghanistan who have suffered loss of limbs, traumatic brain injuries, post-traumatic stress disorder or disfiguring burns.

Veteran Homestead, a nonprofit organization providing housing, hospice care, rehabilitation and counseling services to veterans, funded the project through grants and private donations.

"One of the reasons that this facility is needed is that there are many veterans in rural areas with no access to services," said Leslie Lightfoot, the organization's chief executive officer and founder.

Lightfoot said the facility will incorporate individual and family counseling, education, rehabilitation and job-placement assistance.

In August, the
Massachusetts legislature approved a bill allowing Mount Wachusett Community College to lease 10 acres on its 269-acre campus to Veteran Homestead to build the center.

Veterans and their families will have free access to the college's academic programs as well as use of campus amenities, including the fitness center, swimming pool and theater. In lieu of payment for the lease, Veteran Homestead is providing the college with internship opportunities for students enrolled in nursing and allied health programs. The 30-year lease includes options for two 10-year extensions.

Janice O'Connor, director of public relations for Mount Wachusett Community College, said she considers the center a model because "it combines an academic component while being located on a college campus."

Officials expect the center to be completed by January 2010.

Bath Iron Works Corp., (a General Dynamics Company), Bath,
Maine, is being awarded an $83,441,963 modification to previously awarded contract (N00024-08-C-2315) to exercise an option for DDG 51 and FFG 7 Class Integrated Planning Yard Services. The contractor will provide expert design, planning, and material support services for both maintenance and modernization. Sodexho Management, Inc., Gaithersburg, Md., is receiving a $71,134,747 modification (P00076) for the call up of Contract Year 7 (FY09 requirements) to previously awarded fixed price incentive contract (M00027-02-C-0002) to provide food services to the
Marine Corps and manage and operate their mess halls in the Western Region of the United States. This modification is only for the purpose of placing the required funding on this contract. This modification does not include any funding for work that is outside the scope of the original contract. Hourigan Construction Inc., Virginia Beach, Va., is being awarded a $46,743,000 firm fixed price contract for MH-60S hanger and airfield improvements at Norfolk Naval Station. The work to be performed provides for three components for a new helicopter hanger, with air traffic control tower and the necessary airfield improvements at the Naval Station Norfolk. The contract also contains one option, which if exercised, would increase cumulative contract value to $46,783,000. Stronghold Engineering Incorporated Co.,
Riverside, Calif., is being awarded $29,182,138 for firm-fixed price task order #0002 under a previously awarded multiple award construction contract (N62473-06-D-1057) for design and construction of the renovation of Bachelor Enlisted Quarters, Building 26 at Naval Medical Center San Diego. The work to be performed provides for the design and construction for repair and restoration work to Building 26 of various floors for Americans with Disabilities Act compliant requirements and berthing to the second and third floors, including the repair and restoration of all public access, the first floor and three basement levels, Building 1, Building 2, and Building 3 at Naval Medical Center San Diego. Marine Corps Base Camp Pendleton. The work to be performed provides for the design and construction of a 100-room BEQ facility, with modified sleeping rooms with private bathrooms, specifically modified for the wounded warrior occupants. The project also includes construction of community and service areas within the BEQ. The task order also contains one option, which if exercised would increase cumulative contract value to $24,037,819. Chesapeake Sciences Corp., Millersville, Md., is being awarded a $22,438,341 modification to previously awarded contract (N00024-07-C-6207) for increased scope to satisfy requirements for additional Production Representative Units and services in support of the TB-33/BQ Towed Array Sensor System. The TB-33/BQ Fiber Optic Thin Line Sensor System consists of a towed body, inboard receiver and signal path that will be deployed on SSN 668, SSN 688I, SSN 21, SSGN, and Virginia Class submarines. The proposed contract will also include ordering provisions for spare parts and additional labor hours. BMI Defense Systems, College Station, Texas, is being awarded a $20,400,000 firm fixed priced, indefinite delivery, indefinite quantity contract for a gunner's protection package for Mine Resistant Ambush Protected (MRAP) vehicles. The gunner's protection package includes a shock attenuating platform which protects the gunner during an improvised explosive device (IED) event by absorbing the shock associated with the event, a user friendly restraint which prevents the gunner from being ejected from the vehicle during a roll-over or IED event, and personal stowage for the gunner. The work to be performed provides for complete renovations to a two story technical office building with some secure spaces, provision of antennae foundations and electronic equipment support buildings, utility buildings (

National Steel and Shipping Co., San Diego, Calif., is being awarded a $9,242,092 modification to previously awarded contract (N00024-06-C-4402) for the repair and alteration for non-docking Chief of
Navy Operations-scheduled availability for the USS Cleveland (LPD-7). The work to be provided furnishes the material, supports (electrical, crane, and rigging) and facilities necessary for the maintenance and modernization of the LSD/LPD class ships. This availability includes the instillation of 20,000 square feet of synthetic well deck planking and the 5-Year Strength and Integrity Inspection of the Auxiliary Boiler No. one and no. two. Final 20 Teams Compete For DoD $1M Wearable Power Prize

The final phase of the Department of Defense (DoD) Wearable Power Prize competition began yesterday when 20 teams powered up their systems at the Marine Corps Air Ground Combat Center in Twentynine Palms, Calif. Large companies, small businesses and individual inventors are vying for a $1 million top prize for producing a system that will provide ground warfighters with lightweight, wearable power for their combat equipment.

"I think this competition is a great opportunity," said Scott Schoeffel, a member of finalist Team Ultralife, a
Newark, NY company that specializes in batteries and power solutions. "Having spent 10 years in Navy Special Operations Forces, I know what it's like to pack several pieces of equipment that need rechargeable power. It's great to see technology lightening the load of soldiers so they can be more effective in the battlefield."

DoD launched the innovative competition in July 2007 by offering a $1 million first prize for a wearable system that provides 20 watts (avg.) of electrical power for 96 hours, weighs less than 4 kilograms (8.8 pounds), attaches to a standard
military vest, and operates autonomously.

University of Maine students and brothers Chris and Brandon Look were one of 169 original entries to make it to the final testing round. "Our dad is an engineer and owns a construction company, so we've always been interested in anything mechanical," said Brandon, who is a volunteer firefighter. "Chris serves in the Army National Guard, so in a sense, we're both ground pounders. We know from experience what might benefit the guys in the field."

After passing rigorous safety inspections yesterday, each of the final 20 teams attached its prototype power system to a nylon vest that is strapped to a mannequin to begin a 92-hour bench test.

"Each prototype is now connected to a computer-controlled load system," said Karen Burrows, a Power Prize competition program manager. "We have many different kinds of batteries and fuel cells being tested and some interesting power generators. On Thursday morning as the teams complete the bench test, we fully expect to have some prototypes still producing power above the minimum levels—those teams will then compete head-to-head in a final field test on Saturday."

The 4-hour field test will be held at
Marine Corps Air Ground Combat Center in Twentynine Palms, Calif., on Saturday Oct. 4. Beginning at 7 a.m. (PST), the base will be open to the public and media to view exhibits and see finalists wearing their prototypes as they power surrogate military equipment at nine stations in the final trial of the competition.

Defense Contributions Help NASA's 50-Year Legacy

Sept. 29, 2008 - As the National Aeronautics and Space Administration celebrates its 50th anniversary this week, the Defense Department also can take a bow for the key role it has played in lending
technology and expertise to NASA's space exploration and research mission. NASA began operations on Oct. 1, 1958, just a few days short of the one-year anniversary of the Soviet Union's successful Sputnik I launch. Concerned about the race for technological superiority in space, U.S. officials debated long and hard over whether the space program should be placed under military or civilian control, historical documents show.

Ultimately, NASA was established as a new civilian agency that borrowed heavily from the Defense Department and other government organizations as it built its own capabilities.

One doesn't have to look hard to see the deep connection between NASA and DoD, beginning with the astronaut program. In fact, President Dwight D. Eisenhower almost assured that connection when he decreed that all astronaut candidates be test pilots with college degrees.

All seven original astronauts – known as "The Mercury 7" because they were chosen for Project Mercury, the nation's first manned space flight program -- came from the
military. Alan Shepard, Walter Schirra and Scott Carpenter were Navy aviators; Virgil "Gus" Grissom, Gordon Cooper and Donald "Deke" Slayton were Air Force pilots; and John Glenn flew in the Marine Corps.

The long list of
military members who became "firsts" at NASA didn't stop there. Glenn, who flew 59 combat missions during World War II and another 63 during the Korean War before joining the Naval Air Test Center, made history at NASA as the first American to orbit Earth on Feb. 20, 1962.

Neil Armstrong, the first person to walk on the moon, got his initial flight training at Naval Air Station Pensacola, Fla., in 1949 and 1950, then went on to fly 78 missions over Korea during the Korean War. His words as he stepped from the Apollo 11 lunar module on July 20, 1969-- "That's one small step for man, one giant leap for mankind" -- are an indelible mark in NASA's history.

Armstrong's fellow Apollo 11 crewmembers had deep
military roots, too. Edwin "Buzz" Aldrin, the second person to walk on the moon, graduated from the U.S. Military Academy at West Point, N.Y., in 1951, before serving as an Air Force fighter pilot during the Korean War.

Michael Collins, who orbited the moon as Armstrong and Aldrin walked on its surface, also got his commission at West Point before joining the
Air Force and receiving flight training at Columbus Air Force Base, Miss.

Thirty years later, Eileen Collins – no relation to the Apollo 11 astronaut -- made NASA history in 1999 as the first woman to command a space shuttle aboard the Columbia. Collins, an
Air Force colonel, graduated from Air Force undergraduate pilot training in 1979. She was attending Air Force Test Pilot School at Edwards Air Force Base, Calif., when NASA selected her for its astronaut program.

military members have participated in NASA's great triumphs as well as its deep tragedies, including the Challenger and Columbia space shuttle disasters.

Four servicemembers were among the seven Challenger crewmembers killed when a fuel tank exploded 73 seconds after launch on Jan. 28, 1986. Michael J. Smith, the pilot, was a
Navy captain; Francis Richard "Dick" Scobee and Ellison Onizuka were Air Force lieutenant colonels; and Gregory Jarvis was an Air Force captain.

Again, five U.S. military officers, as well as an Israeli officer, died when Columbia disintegrated over Texas as it re-entered Earth's atmosphere on Feb. 1, 2003. That incident killed
Navy Cmdr. William C. McCool, the pilot; Air Force Col. Rick D. Husband; Air Force Lt. Col. Michael P. Anderson; Navy Capt. David M. Brown and Navy Capt. Laurel Clark. Israeli Air Force Col. Ilan Ramon and Kalpana Chawla, the only civilian on the mission, also died.

But the connection between the
military and NASA goes far beyond the astronaut program.

From its inception, NASA looked to the Defense Department and other interagency, academic, industry and international partners to build its capability, Roger D. Launius, curator for the Smithsonian Institution's National Air and Space Museum, noted in an article written for NASA's 50th anniversary magazine.

The
military had been looking to space and the development of rocket technology and expertise since the closing days of World War II, Air Force Space Command officials noted. NASA was anxious to tap into this expertise, and quickly absorbed several ongoing military efforts into its organization. These included the space science group of the Naval Research Laboratory in Maryland that would form the core of the new Goddard Space Flight Center in Greenbelt, Md. NASA also incorporated the Jet Propulsion Laboratory managed for the Army by the California Institute of technology, and the Army Ballistic Missile Agency in Huntsville, Ala., where Wernher von Baun's engineering team was developing large rockets.

Shortly after its formal organization, NASA took over management of space exploration projects from other federal agencies, including the
Air Force.

"These activities relied fully on the expertise and resources of the U.S.
Air Force in seeing them to fruition," Launius wrote.

One of NASA's earliest borrowings from the
military came in the form of launch vehicles originally developed to deliver nuclear weapons.

"Most of the launchers used by NASA during its formative years originated as military ballistic missiles," Launius wrote. "It was, and remains, the fundamental
technology necessary for civil space exploration, and it came largely from the military."

Meanwhile, the Defense Advanced Research Projects Agency – another organization Eisenhower created in response to the Sputnik launch – has provided critical expertise that has benefitted NASA throughout its 50-year history.

The Defense Department stood up DARPA to find and quickly develop advanced
technology for the military so the United States would never again suffer a technological surprise by another nation.
Initially, DARPA scientists and engineers concentrated on the first surveillance satellites that ensured U.S. presidents had accurate intelligence information on Russian missile program activities, historical records show. But DARPA advanced other space projects as well, developing the Saturn V rocket that ultimately enabled the United States to launch the Apollo missions to the moon.

As it observes its 50th anniversary, NASA can look back on its many accomplishments that have brought mankind a better understanding of the solar system and universe. As it advanced this research, NASA, like the
military services and DARPA, has pushed the technological envelope in everything from weather forecasting to navigation to global communications.

Speaking last week at NASA's 50th anniversary gala, Neil Armstong looked back on the agency's history and its future.

"The goal is far more than just going faster, higher and further," he said. "Our goal, indeed our responsibility, is to develop new options for future generations -- options for expanding human knowledge, exploration, human settlement and resource development in the universe around us."
