NAVY
Rolls-Royce Corp., Indianapolis, Ind., is being awarded a $221,690,616 modification to a previously awarded firm fixed price contract (N00019-07-C-0060) to exercise options to procure 96 MV-22 and CV-22 AE1107C engines, and 1-year of support services. Work will be performed in Indianapolis, Ind., and is expected to be completed in December 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
American Bureau of Shipping (ABS), Houston, Texas, is being awarded a $55,000,000 cost no fee, indefinite delivery, indefinitely quantity contract to provide for ship classification and classification-related services to be performed by the ABS (a congressionally recognized agent of the Government) for surface ships and craft being procured and maintained during their lifecycle by Naval Sea Systems Command (NAVSEA). The ABS classification process using Naval Vessel Rules (NVR) forms the core of the certification process for surface ships procured by NAVSEA. New construction contracts require the ships to be designed and constructed in accordance with ABS Rules for Building and Classing Naval Vessels, and other referenced ABS Rules and Guides as necessary to comply with the designated class notations. Approximately 46 percent of the services will be performed in support of new construction DDG ships in Bath, Maine, Pascagoula, Miss. and Gulf Port, Miss. and approximately 46 percent in support of future LCS new construction ships in locations to be determined. Lockheed Martin Simulation, Training and Support, Orlando, Fla. is being awarded a $15,609,350 firm fixed price contract for one first article Machinery Control System shipset, two additional MCS shipsets, and one Testing and Validation System for the DDG-51 modernization efforts. The MCS is a Hull, Mechanical and Electrical upgrade and part of a comprehensive plan to modernize the DDG-51 Class to ensure the ships remain combat relevant and affordable throughout their life. The focus of the MCS upgrade is to automate many manual functions to reduce manning levels and watch stander requirements. This contract includes options and engineering services which, if exercised, would bring the cumulative value of this contract to $51,500,000. DE Technologies, Inc, King of Prussia, Pa., is being awarded a $6,907,641 cost plus fixed fee contract for the continued development of an offensive, directed-energy warhead for the compact rapid attack weapon. This project will develop technologies for a small diameter shaped charge warhead. Technologies include computational modeling and experimental investigation of shaped charge performance, and liner and shaped charge module design that is based on the computational and experimental results. Results delivered will include a shaped charge design and shaped charge liners to be inserted into a full-warhead development model. Work will be performed in King of Prussia, Pa., and work is expected to be completed June 20, 2011. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured under the ONR Long Range Broad Agency Announcement for Navy and Marine Corps Science and Technology, BAA number 08-001 published on Sept 5, 2007. The Air Force awarded a cost plus fixed fee contract to the Raytheon Co.,, McKinney, Texas for $27,337,466. Face of Defense: Company Commander Exemplifies Warrior Ethos

Oct. 30, 2008 - In most ways, Army Capt. Alex Houston is like any other Army commander. He comes to work here every day ready to lead and set the standard for the soldiers who work for him. He diligently performs all of his administrative duties as the 21st Signal Brigade Headquarters and Headquarters Company commander, and he gets down and dirty with the unit during company physical training. He jokes with his staff, and even has been known to sing off-key for them.
And he does this all as a wounded warrior. As a platoon leader in Iraq, Houston lost his left hand when his convoy was attacked during a night mission.
The electricity was going on and off while his 1st Cavalry Division unit was on patrol, Houston recalled. "It was so dark -- the kind of dark that you can't even see your hand in front of your face," he said.
As the lights flickered off, the unit's battalion commander came under fire from enemy forces. Although others were in the area, Houston said, he was trained to step up as the ranking officer on the mission, and he headed into the battle to support his commander. He took charge, and while on the radio, he also took a hit.
"There was melted metal all around my hand, and shrapnel went through my arm," he said, "but I was still on the radio giving information to headquarters."
His duty came before the pain, he said, and his faith in God allowed him to remain calm and accomplish the mission of getting the convoy through the area.
"After everyone came over to see how I was, I kept saying, 'I'm OK.' And I was," he said.
He was rushed to the combat support hospital, and doctors later told him they couldn't save his hand. The division commander presented his Purple Heart while he was still sedated in the combat hospital.
"I just said 'Hooah,'" said Houston, "and they saw the soldier in me."
Houston was given the choice of going back to Fort Hood, Texas, or to Walter Reed Army Medical Center in Washington, D.C. Having heard the Army's best care was at Walter Reed, he said, he spent about a year recovering there.
While at Walter Reed, he had access to many programs that helped wounded warriors transition into the civilian job market, but he said when the Army asked him if he wanted to stay in, he knew his answer was yes. Houston, who started out as an enlisted soldier, already had made a commitment to a career in the Army. "I made a decision a long time ago that I'm going to give 100 percent," he said.
Before he deployed to Iraq and before he attended Officer Candidate School, Houston was a chaplain's assistant for the 21st Signal Brigade.
Army Col. Theresa Coles, the brigade commander, said Houston was an easy choice to take command of the headquarters company, since he desired to lead and already had strong connections to the unit and Fort Detrick.
"I thought he was a committed officer and soldier — committed to his profession," she said. "He went to OCS, became an officer and hadn't gotten a chance to fulfill his goals. He wants to be a leader and is not letting the injury stop him."
Coles said she couldn't be happier with her decision, as Houston has been an outstanding company commander.
"He walks the walk, and talks the talk," she said. "He and his family are committed to the unit and soldiers. His injury has not been an impediment at all. He's a true testament to the Warrior Ethos — a testament to what the folks at Walter Reed and he have done."

The work to be performed provides for the full building renovation and modernization of Building W200 including programming, design, base building renovations, and fit out of all tenant spaces, relocating the Naval Criminal Investigative Service to temporary swing space, demolishing elevated crosswalk to Building 219, and the addition of 240 parking spaces to Garage 405. Texas Guard Leader Vows All-Out Effort for Hurricane Ike

Sept. 12, 2008 - Texas National Guard personnel began rescuing residents stranded by rising waters Friday afternoon, and the Lone Star State's National Guard commander vowed to resume relief missions as soon as Hurricane Ike vents its anticipated fury on the Houston region sometime Saturday. "After the storm passes, whatever the surge may be or the damage may be, our primary mission is to get back in there as soon as we can," said Maj. Gen. Charles Rodriguez, the state's adjutant general, on Friday.
Meanwhile Friday, two Texas Army Guard Blackhawk helicopters reportedly rescued 16 civilians who were stranded by high waters on a bridge near Bolivar Island, in the mouth of Galveston Bay near Houston, and flew them to Ellington Field in Houston. High winds in advance of the hurricane forced the helicopter crews to return to their base, Texas officials reported.
National Guard officials reported as many as 300 people were stranded in vehicles on the bridge.
The state has established Texas Task Force Ike comprised of military and civilian law enforcement and emergency management personnel, Rodriguez said.
Gov. Rick Perry earlier this week authorized calling up 7,500 National Guard Soldiers and Airmen to state active duty because of the emergency. About 3,000 Soldiers, Airmen and 500 high-water vehicles, generators and other assets have already been deployed for the pre-landfall phase of operations.
"The No. 1 mission is search and rescue, second is damage assessment, and third is setting up points of distribution," Rodriguez said. "We're going to use helicopters for damage assessment and rescue missions."
The task force is also prepared to position another 500 vehicles at points of distribution. The National Guard plans to hand out water, ice, and food provided by the Federal Emergency Management Agency at distribution points throughout the area.
