Teledyne Technologies Inc., Teledyne Continental Motors – Turbine Engines, of Toledo, Ohio, is being awarded an indefinite delivery indefinite quantity contract not to exceed $15 million. The Versatile Affordable Advanced Turbine Engines (VAATE) Phase I. The VAATE Program is a Joint DOD/NASA/DOE/Industry effort to develop revolutionary and innovative technologies by the 2017 timeframe that will permit an order of magnitude increase in turbo-propulsion affordability over the year 2000 state-of-the-art Technology. The Task order 0001 will conduct a study of conceptual candidate turbofan engine configurations and component technologies that meet the requirements of 1000 1b missile systems. The Air Force is modifying a firm fixed price contract with McDonnell Douglas Corp., a wholly-owned subsidiary of the Boeing Co., of St Louis, Mo., for $11,859,754. The T-38C Data and Video Transfer System, which improve the audio and video recording capability of the T-38C aircraft by replacing the current video tape recorder and data transfer system with a more modern, robust design that combines all data transfer functions into a single recording device, alleviates impending obsolescence issues, improve resistance to damage, and enhances operations. Navy

The Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded an $18,127,705 modification to a previously awarded cost plus incentive fee contract (N00019-03-C-3017) to exercise an option for engineering and logistics services in support of the MV-22 Total Life Cycle logistics support effort. Services to be provided include planning and management; supportability analysis; training; support equipment; facilities management; computer resources; supportability test and evaluation; packaging, handling, storage and transportation of supplies; post-DD250 engineering and technical support; site/unit activation; on-site representative support; logistics life cycle cost; age exploration; configuration management; technical publications; and Naval Air Training and Operational Procedures Standardization support. Work will be performed in Ridley Park, Pa., (45 percent); Fort Worth, Texas, (40 percent); New River, N.C., (10 percent); and OCONUS Deployment (5 percent), and is expected to be completed in Jan. 2009. Georgia Tech Applied Research Corp., Georgia Institute of Technology, Atlanta, Ga., is being awarded a $7,813,117 cost plus fixed fee delivery contract for five years of uninterrupted essential engineering, research, development, test, and evaluation capabilities for advanced radar and simulation technologies. Work will be performed in Atlanta, Ga., and is expected to be completed by Oct. 2012. Contract funds will not expire at the end of the current fiscal year. Navistar Defense LLC, Warrenville, Ill, is being awarded a $35,852,606 firm fixed priced modification to delivery order #0006 under previously awarded contract (M67854-07-D-5032) for sustainment items needed to support Category I Mine Resistant Ambush Protected (MRAP) Low Rate Initial Production (LRIP) vehicles in theater. This order will also be used to support several engineering change proposals to increase the vehicles' capabilities. Work will be performed in West Point, Miss., and work is expected to be completed Apr. 2009. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Terex Corp., Stafford, Va., is being awarded an $11,703,202 firm fixed price delivery order # 0015 under previously awarded contract (M67854-05-D-5145) for 19 cranes and associated items. Work will be performed by Terex-Demag GmbH&Co.KG, Dinglerstr.24, 66482 Zweibrucken, Germany, and work is expected to be completed by May 2010. Contract funds will not expire during the current fiscal year. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Air Force

ITT Industries Systems Division of Cape Canaveral, Fla., is having a contract modified for $10,419,168. This in-scope modification is issued in accordance with the terms and conditions of the contract. It increases the house ordered and estimated cost for sustainment activities and adds the Defense Information Assurance Certification and Accreditation Process to Department of Defense Information Assurance Certification and Accreditation Process project requirement for several Contract Line Items Numbers on the contract. $10,419,168 has been obligated. Guard Partnership With Ambulance Service Yields Mutual Benefits

Aug. 22, 2008 - The Regional Emergency Medical Service Authority, with headquarters in Reno, Nev., has a close relationship with the local National Guard air ambulance unit, so it's no surprise that the company excels at supporting its employees who serve in the military. REMSA, a ground and air ambulance service with 300 employees, is one of 15 companies receiving the 2008 Secretary of Defense Employer Support Freedom Award for outstanding support of its employees in the National Guard or Reserve.

Because REMSA and the air ambulance unit have similar functions, they often collaborate on training and share personnel, said Mike Williams, vice president of REMSA. "They recruit our people; we recruit their people," he said.

REMSA has six employees who are deploying to Afghanistan in September with the National Guard, and several other employees in the Air Force Reserve, Williams said. On a day-to-day basis, the company works with the National Guard unit on training schedules and trains with the Guardsmen. REMSA has put on classes for members of the National Guard unit, and the National Guard has loaned the company helicopters for training, he said.

REMSA also works closely with the Air Force Reserve medical unit in Reno, as the commander of the unit is a REMSA employee, Williams said. REMSA lets the Air Force Reserve members use their facilities for all their weekend training, he said.

When an employee is deployed, REMSA steps up its support for the employee and his family, Williams said. The company pays a salary differential to make up the difference between active-duty pay and the employee's regular salary, and continues the entire benefits package, including life insurance, health coverage and use of a staff psychologist.

Williams noted that the continuation of health coverage for families is especially important, since there isn't a nearby military installation for the families to go to for medical care.

Williams served 20 years in the Air Force, both active duty and reserve, and was deployed to the Middle East for operations Desert Shield and Desert Storm, so he is drawing on his own experiences to help his employees. He has enlisted a number of REMSA employees to send daily e-mails to deployed employees, keeping them abreast of the happenings in the company. The company also includes the families of deployed employees in all functions, such as picnics and Christmas parties, and is working on getting life-sized posters of the deployed employees to display at the events, he said.

Efforts like these are important because they keep the employees involved in the organization and remind them of the "real world" back home, Williams said. "We want them to know that even though they're gone, they're still a member of the organization, and will be when they get back," he said.

"When you're deployed overseas, you want to know there is a real world back home, and you stay grounded in the insanity that you're doing by remembering that there's a reason behind it, and it's your family and your coworkers and your friends and everybody else," he continued. "So it's important we do the e-mail; it keeps them connected with that real world."

To help prepare the families of the six employees who are set to deploy, Williams is organizing a barbecue at his house so he and his wife can talk to them about their experiences, he said.

Having employees with military experience is a great benefit to REMSA, Williams said. In addition to its National Guard and Reserve personnel, REMSA actively recruits medics coming off of active duty and pays for their civilian training and credentialing.

"They're good, experienced candidates that usually fit well into the training scheme," he said. "They come with a great set of work ethics that kind of sets an example for others to follow."

Williams said that he and the rest of the REMSA leadership were surprised and excited to hear about the Freedom Award. They never really felt like they deserved recognition for their efforts, he said. "This is what we do anyway," he said of the company's support activities. "It's just kind of what we do, and we didn't realize that not everybody did that."

REMSA will receive the Freedom Award along with 14 other companies in a ceremony Sept. 18 at the Ronald Reagan Building and International Trade Center here. The Freedom Award was instituted in 1996 under the auspices of the National Committee for Employer Support of the Guard and Reserve to recognize exceptional support from the employer community.

Raytheon Co., Portsmouth, R.I., is being awarded a $59,790,100 firm-fixed-price contract for the Fiscal Year 2008 Full Rate Production (Lot VI) procurement of 14 AN/AQS airborne low frequency sonar for the MH-60R helicopter. Work will be performed in Brest, France, (61 percent); Portsmouth, R.I., (30 percent) and Gaithersburg, Md., (9 percent), and is expected to be completed in Oct. 2010. McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded a $23,783,387 modification to a previously awarded firm-fixed-price contract (N00019-04-C-0014). This modification provides for the procurement of ancillary mission equipment for the F/A-18 E/F and E/A-18G aircraft. Work will be performed in Mesa, Ariz., (83 percent); and St. Louis, Mo., (17 percent) and is expected to be completed in Jan. 2010. Serco Inc., Vienna, Va., is being awarded an $11,400,000 indefinite-delivery/indefinite-quantity, time and material modification to a previously awarded contract (N65236-02-D-3712) for air traffic control systems engineering, installation, and technical support services. Servicemembers Receive Invitations to State of Union Address

Jan. 28, 2008 - A Marine who lost both legs in Iraq, a 61-year-old doctor who joined the Navy after his oldest son was killed in Iraq, a soldier and an airman wounded in Iraq, and a Marine whose unit was part of the troop surge in Iraq's Anbar province will join first lady Laura Bush tonight during the president's State of the Union address. The servicemembers were selected as special guests for the annual address to both houses of Congress, President Bush's eighth, and the last before he leaves office.

White House Press Secretary Dana Perino said today the president will discuss the vast improvements in Iraq during the past year and remind people that the challenges there continue. Bush is expected to push the Iraqis to do more to speed up progress and to warn against withdrawing U.S. troops there too quickly, she said.

"This is a chance for the president to remind people that it was a bold decision to send more troops into Iraq at a time when things were so dire, and it would be a really bad decision to rashly pull troops out at the moment," Perino said.

Troops who have served in Iraq will be among the president's specially invited guests who sit with the first lady during the address. They are Marine 1st Lt. Andrew Kinard, Army Staff Sgt. Craig Charloux, Air Force Senior Airman Diane Lopes and Staff Sgt. Andrew Nichols. Also invited are Navy Lt. Cmdr. Bill Krissoff and Coast Guard Petty Officer 1st Class Willard Milam.

Kinard, 25, of Spartanburg, S.C., is a U.S. Naval Academy graduate who received his diploma from the president in 2005. He deployed to Iraq on Sept. 11, 2006, with the 2nd Marine Division's 2nd Light Armored Reconnaissance Battalion. Two months later, he was on a patrol when he was struck by an improvised explosive device. He lost both of his legs, one above the knee and the other at the hip, and received several other internal and external injuries. Kinard was flown to the United States, where he remains on active duty as an outpatient at Walter Reed Army Medical Center.

Krissoff, who joined the Navy Medical Corps in November in response to his son's death in Iraq, also will attend the State of the Union address. His oldest son, Marine 1st Lt. Nathan Krissoff, was serving as a counterintelligence officer with 3rd Reconnaissance Battalion when he was killed in December 2006.

Inspired by his son's dedication and commitment, the elder Krissoff decided to join the military himself. When his recruiter initially told him it was unlikely he'd qualify because of his age, Krissoff refused to give up. He raised the issue during a private meeting with the commander in chief in Reno, Nev., and soon got the waiver he needed to begin the application process. Now commissioned in the Navy Medical Corps, Krissoff is preparing to deploy as an orthopedist in a Forward Resuscitative Surgical System, a Level II combat surgical team that treats injured Marines in the field.

Krissoff closed his private practice, and he and his wife, Christine, moved to the San Diego area, where he is assigned to 4th Medical Battalion, 4th Marine Logistics Group. His youngest son, Marine 2nd Lt. Austin Krissoff, is stationed at nearby Camp Pendleton, Calif.

Charloux, of Bangor, Maine, also is invited to tonight's address. He was deployed to Muqdadiyah in Iraq's Diyala province for 14 months during 2006 and 2007, serving as a squad leader in an armored reconnaissance squadron. In September, as Charloux led a squad into the town of Baloor, his unit was ambushed, and he received two grenade blasts that injured his arm, face, eyes and leg.

Despite his wounds, Charloux completed the raid, killing eight al Qaeda operatives. He returned from Iraq in November. His entire unit, 1st Calvary Division, returned to Fort Campbell, Ky., in January and is not being replaced.

Lopes, of Danbury, Conn., is an outpatient at Walter Reed Army Medical Center. Lopes joined the Army in 1991, transferring to the Air Force Reserve in January 2003. She deployed to Iraq in August as a member of a security force at Kirkuk Air Base that provides security and patrols the base perimeter to detect and prevent physical security breaches.

One month into her deployment, Lopes was wounded by a rocket attack on the base. She suffered shrapnel and puncture wounds to her right arm and lower body and was transported to Walter Reed, where she continues to receive physical and occupational therapy.

Another Marine, Staff Sgt. Andrew Nichols, of Klamath Falls, Ore., will be among tonight's guests. As infantry platoon commander for 3rd Battalion, 1st Marines, 1st Marine Division, Nichols is responsible for his Marines' training, welfare and tactical employment. He has served multiple tours of duty in Iraq, most recently with the 13th Marine Expeditionary Unit in Anbar province in support of the troop surge.

Following their successful deployment, Nichols and his unit returned to their Camp Pendleton base in November without being replaced by another U.S. unit. Before redeploying, they turned over tactical control of their operating area to 1st Iraqi Army Division.

Another guest tonight will be Coast Guard Petty Officer 1st Class Willard Milam, from Phoenix. Milam is a rescue swimmer credited with braving 40-degree waters in the Bering Sea to rescue four people adrift on a life raft after their boat sank in February. Milam spent six years in the Navy before entering the Coast Guard in 1992.

Other guests tonight include Eric Whitaker, a Foreign Service officer who leads a provincial reconstruction team in Baghdad, and Dr. Thomas "Tom" M. Stauffer, president, chief executive officer and professor at the American University of Afghanistan in Kabul.

Former Sen. Bob Dole and former Health and Human Services Secretary Donna Shalala, co-chairs of the President's Commission on Care for America's Returning Wounded Warriors, are also among tonight's specially invited guests. The two led a bipartisan commission that conducted a comprehensive review of the care wounded service members receive from the time they leave the battlefield through their return to civilian life.
